is a book by
Olgierd
Grott
which examines one of the main internal problems of the Second Polish Re¬
public, namely the territorial national minorities, especially those that inhabited the Eastern
Borderlands. National minorities constituted more than
30%
of the population of the country
and their considerable concentration in the east of the country could have jeopardised its
integrity and borders. The Ukrainian and Belarusian minorities which inhabited the east¬
ern parts of the Republic of Poland also constituted a part of the national groups present in
neighbouring USSR republics. Therefore, the problem was serious and its solution consisted
in the complete integration of the Eastern Borderlands and their population with the rest of
the country.
The Institute for the Research of National Affairs
[Instytut Badań Spraw Narodowościo¬

IBSN]
was conceived as an
organ
which was supposed to furnish the national authori¬
ties with data necessary for conducting a skilled policy toward national minorities. Its role
was significant and it was supposed to bring considerable advantages to the country.
The research conducted by IBSN was free from ideological factors which should ensure
its high quality. Nevertheless, the aim of this research was purely practical and it served the
policy of the country toward the Eastern Borderlands. The course taken by the IBSN which
was established in
1921
depended on the policy of the country. In its initial period of existence
i.e.
between the year of its establishment and the The May coup
detat
in
1926,
the institute
did not show any considerable activity. There was a change when the Sanation movement,
which conducted a relatively liberal policy toward the Ukrainian and Belarusian minorities,
assumed power. The peoples who strove to liberate themselves from the yoke of the USSR
were seen by the the representatives of the Sanation movement as Poland s allies in the conflict
with that country. For example, Pilsudskis followers wanted to perceive Volhynia which was
inhabited mostly by Ukrainians as a sort of an Ukrainian Piedmont which would generate
an independence movement toward the neighbouring Soviet Ukraine. There was a hope that
the USSR could disintegrate. The Promethean movement and
Henryk Józewskis
peculiarly
liberal policy toward the Volhynia Ukrainians also served these aims.
In the course of time it was clear that both the Promethean movement and
Józewskis
policy could not produce the desired effect and that the pursuits toward national assimila¬
tion of the Belarusians and Ukrainians must be replaced by a new kind of policy based on
nationalism, a policy which would aim at the polonisation of the national minorities living

in the Eastern Borderlands. And so it happened after the death of Marshal
Józef Piłsudski
in
1935
when his followers adopted the National Democratic patterns of political thinking. This
process was embodied by the Camp of National Unity
[Obóz Zjednoczenia Narodowego],
a political organisation established in
1937.
The operations of the IBSN were not divorced from the contemporary political reality
which shaped the approach toward the question of the Eastern Borderlands. Its choice of the
areas of research strictly adhered to the political line of the authorities which towards the end
of the Second Republic of Poland strove to conceive new methods of the policy of polonisa-
tion of the Eastern Borderlands.
The Commission for the Research of Eastern Lands
[Komisja Naukowych Badań Ziem
Wschodnich
-
KNBZW]
which was established in
1934
is the second institution which is
examined in the present book. From its inception, this institution manifested nationalistic
tendencies of the Sanation movement in the policy toward the Borderlands.
The author of the book presents the structures, personnel and the tasks of the IBSN and
the KNBZW. He distinguished these areas of activity which were considered primary. It turns
out that they concerned linguistic, religious and emigration issues. The areas which seemed
a favourable ground for polonisation were researched. One of the priorities was the examina¬
tion of the conditions and population of
Polesie.
The same issues regarding the Central and
Eastern Carpathians were researched. Social matters were studied as well. One of the areas
of research was the so-called neighbourhood nobility
[szlachta zagrodowa]
whose traditions,
reaching back to the times of the First Republic of Poland, seemed to make it an easy group
to re-polonise.
The materials generated by the IBSN and the KNBZW were mostly destroyed during the
Second World War. However, there were many printed materials scattered in various Polish
research libraries and archives. All in all, the amount of the materials that survived and which
were examined in
Olgierd
Grott s book is enough to build a coherent picture. This is a great
contribution to the history of the national matters of the Second Republic of Poland and its
policy, a country which was threatened both from the east and the west and which had to
ensure the integration of its territory and its inhabitants. The activities of the institutions
which form the subject of this book were interrupted by the the attacks of Hitler s Germany
and Soviet Russia on Poland. Therefore, they did not bring the expected results. The duration
of the activities of these two institutions was also too short to show any substantial results.
Nevertheless,
Olgierd
Grott s book is an important contribution to our knowledge about
the internal life of Poland between the First and the Second World Wars and about its nature
and, indirectly, about its system of power.
