Resumé
Compatriots were going to Benelux, as they did to other countries,
well before establishment of the independent Czechoslovak state.
However Belgium, the Netherlands, and Luxembourg were not
among the most favourite countries for work, mostly thanks to their
size and different life style.
The Netherlands may be considered as a transit country thanks to
her location and the port of Rotterdam. From this largest port in the
Netherlands, people were leaving for their new life overseas. The
same was true for the port of Antwerp in Belgium.
In the 1920s it was economic migration, since people were leaving
the republic for subsistence reasons. Many of them returned after
they earned enough money to provide for their families. They were
so-called seasonal workers, because they did not intend to stay per-
manently abroad.
Legations in their new or temporary state of residence looked after
the compatriots. Legation workers regularly visited them to help with
solving problems. Legations became an intermediary between the
compatriots and their homeland. Representatives of legations atten-
ded celebrations arranged by compatriotic associations. Besides lega-
tions, other organizations in Czechoslovakia looked after the com-
patriots. E.g. in 1928 the Czechoslovak Foreign Institute was
established to survey compatriotic settlement abroad, to establish
contacts and to issue magazines.
The compatriots settled in this part of Europe already before the
WWI, especially in big cities. Another region, where they found
work or even new home, comprised coal basins in the Netherlands
and Belgium. First miners arrived here in the first half of the 1920s,
when they were leaving crisis-hit Germany.
In the Netherlands, coal industry was located in the province of
Limburg. In Belgium, it was in provinces of Limburg, Hainaut and
Liege. During the interwar period, miners represented majority with-
in a compatriotic colony in both countries. In the 1930s they were the
fourth biggest group of foreigners among miners in the Limburg pro-
vince. Its population reached the first peak at the turn of the
1920s when more than 2300 compatriots lived in the country. Their
number slightly declined with the beginning of the crisis, but by 1934
it had reached 2500. This number remained the same until 1938.
There were more compatriots living in Belgium, which is smaller
than her neighbour to the north — the Netherlands. In 1927 their po-
pulation was already 2000. As well as in the Netherlands, a massive
increase in the compatriotic population began at the turn of the
1920s and their number reached 9000. The reason for this increase
was the same in both countries — lack of workforce in the then deve-
loping mining industry. The number of compatriots in Belgium also
declined as the crisis began. However, in the beginning of the
1930s the demand for foreign workers increased again and there were
10000 Czechoslovaks in Belgium. By the year 1938 their population
had reached 16000.
In both countries the mine-workers were mostly represented by
miners hired for a year-long term. If they proved themselves valuable,
their contracts were extended. In this case, their families from Cze-
choslovakia usually moved with them. This way management of mi-
nes supported their attitude to work and provided good living condi-
tions.
New houses near mines were built for foreign miners. There they
could live with their families. For those who came without family or
were single dormitories were built. Living conditions were usually
good. Nevertheless, in some parts of Belgium workers complained
about dirt and rather bad housing possibilities.
As well as in other countries, they also established compatriotic as-
sociations that served not only for meeting purpose, but also as social
help for those in need. First Czechoslovak associations were establish-
ed in Brussels and Amsterdam - Beseda Volnost in Brussels, and
Osveta and Jan Amos Komensky in Amsterdam. New associations
were also established in mining areas because of increasing number of
compatriotic workers there. The compatriots organized social events,
group trips or theatre for children. They tried to help people in a dif-
ficult life situation. There were 16 associations during the interwar
period in Belgium and seven in the Netherlands.
Other activities of compatriotic associations consisted of maintai-
ning Czechoslovak schools abroad. Establishment of the schools de-
pended on interest of compatriots in education of their children. The
Czechoslovak Ministry of Education and National Enlightenment
together with Czechoslovak embassies negotiated with the Nether-
lands establishment of the compatriotic schools in areas with larger
Czechoslovak population. The first Czechoslovak complementary
schools in the Netherlands were established just in 1937. Teacher
Vaclav Danihelka lived in Eysden, located in Belgium near the bor-
ders between both countries, and he commuted to the Netherlands.
In Belgium, the schools were established in the beginning of the
1930s. However, somewhere their existence relied on support of ma-
nagement of mines. Therefore, after five years of existence a Czecho-
slovak school in Winterslag had to be closed. In 1937, another three
schools were opened in the area of Centre. Last compatriotic school
opened in January 1938 for Slovak children in Maurage.
In Luxembourg, there was also Czechoslovak settlement in the in-
terwar period, but the number never exceeded 300 people. Most of
them were workers. They established the association Masaryk.
