SUMMARY
Complex challenges and threats of the modern world and the efforts to build
a forum for multi-faceted cooperation also in the political-military domain,
dictate the need to strengthen international cooperation, boost information
exchange and enhance conflict resolution capacity. In this context, of
vast importance is the fact of Polish membership in global and regional
organizations and alliances of various provenance and function. A special
place among them belongs to the North Atlantic Treaty Organization,
an alliance of transcontinental range. Since
1949,
it fulfills its functions
of deterrence, defense, and political stabilization. Initially created as
a counterweight the Eastern bloc controlled by the Soviet Union, after the fall
of the Iron Curtain, NATO transformed fluently to an efficient international
security structure.
The changing political and strategic considerations, necessitate the
Alliance to adapt to new challenges. During the
1990
London summit of July
5,
a declaration of partnership with Central and Eastern European countries
was established. It was a far-reaching proposal of NATO countries to the
states that were formerly in the Soviet bloc opposed by the Alliance. Several
months later, on
7
and
8
November
1991
at the meeting of the member
states' Heads of State and Government in Rome, the doctrine of the Euro-
Atlantic defense structure adapted a modified doctrine. It balanced political
and military components, through significant reduction of the latter. The act
formed a new identity of the Atlantic Alliance in the emerging geostrategic
reality where threats could no longer be clearly identified. Those adjustments
aimed at creating an efficient structure that could be used for protection of the
adjacent areas, and involvement in international peacekeeping operations at
a larger scale.
After the dissolution of the Warsaw Pact, Poland based its security on
NATO membership. As a result, the country is now in the best security
situation in centuries, actively taking part in the creation of the international
security architecture
.
However, this beneficial position, creates simultaneously
numerous challenges and threats of various nature.

Moreover, the construction of the new Europe is a complex and
multi-sectoral endeavor, that embraces political, economic, commercial
and cultural domains. In this process we can also observe transnational
procedures governing the functioning and flow of information, goods,
financial resources, etc. It is impossible to speak of a full European integration
without regard to transnational cooperation in the military sphere. This is of
particular importance in the globalized world nowadays which brings the
rise of various formerly unknown threats, commercialization of violence or
progressive asymmetrization.
A burning issue of today is the question whether Europe is able to
formulate a universal security policy in a multilateral world characterized
by the presence of new, elusive and undefined threats. Many analysts who
are pointing to the problems and challenges that the continent must face,
have grave doubts about that. There are also opinions that Europe is on the
brink of collapse because its spiritual pillars have been increasingly conflicting
(.),
and the recent financial crisis revealed contradictions much stronger than those that
can be eradicated by economic means. This renders the continent's future look not
that rosy1.
Qualitative change in the security environment that can no longer be
described in classical categories of war and peace, imposes the need to
depart from the strategy of deterrence towards preventive strategies. This is
another major challenge for NATO. Through cultivating democratic values,
the Alliance remains an essential stabilizing force and a pillar of regional and
international security architecture based on the development of democratic
institutions and peaceful settlement of disputes. In the process of maintaining
peace on the only European, but also global basis, one must not forget about
the ability to combine the aims of the defense community with particular
national interests of the signatories. The viability and sustainability of NATO,
an organization that is currently comprising

countries, is possible largely
due to the fact that it has not limited its activities only to preventive, military
dimension. The community is also striving to tackle transnational threats,
taking a broad overview of the challenges. Still, there are critical opinions
that the Alliance is weakened and keeps on looking for a new identity in the
evolving political and strategic considerations.

Summary
Without NATO it is very hard to imagine the process of military
integration of the Old Continent. Efforts in this direction are also undertaken
by the European Union and the
OSCE in
the form of a collective security
system that is based on confidence-building and security measures (CSBMs).
Extremely important is in this context the issue of NATO's enlargement.
This initiative has been truly successful in recent years when we consider
the entrance to the alliance of the Czech Republic, Poland and Hungary
on
12
March
1999;
Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia
and Slovenia on
29
March
2004,
as well as Albania and Croatia on
1
April
2009.
In several significant years, the number of member states increased
by
75%,
hence the issue of enlargement dropped on the list of Alliance's
priorities. Equally important, especially in the context of the
2014
unrest in
the Ukraine, is to maintain the real, not only declarative solidarity within
Article
5
provisions, to provide a uniform level of safety for all members of
the Alliance. Without the division into old and new member states, which
is a problem that Central and Eastern European countries might face should
a real threat occur. Moreover, transatlantic ties must be tied in alignment
with proper relations with Russia, which is an ideal particularly difficult to
achieve in the near future.
The need to identify a number of problem areas in the field of
international security, along with a strong interest in the issues of national
security, confirms the need for continuous research in this field. The fifteenth
anniversary of Polish membership in NATO created a perfect opportunity
for it. This occasion also allowed for a review of the Euro-Atlantic activities
and initiatives in the political-military dimension, identifying potential
challenges and threats. Thus the opportunities and threats to Poland were
outlined as well. In particular those that arise from its membership in NATO
and consequent active participation in the process of shaping the Euro-
Atlantic security landscape.
The book that we pass to the hands of the readers, was prepared by
researchers specializing in the study of national and international security,
representing such distinctive research centers as: Jagiellonian University,
Warsaw University, National Defense University, Military University of
Technology, Naval Academy, Euro-Atlantic Association, the Center for
European Policy Analysis in Washington DC, as well as Polish institutions
responsible for state security, namely the National Security Bureau, Ministry
of Defense and the General Staff of the Polish Armed Forces.

The publication has a problematic structure, which allows for a more
transparent display of the processes in question. Although it is composed
of many parts touching upon versatile issues, the book forms a coherent
whole. The aim of such approach is to verify many popular stereotypes and
oversimplifications, and to gather lessons learned from the past that can be
applied in theoretical and practical activities of building the security system
of the state. The authors sincerely hope that this publication will contribute
to the knowledge about the security of the Polish state in the context of its
active presence in international structures.
