A
study of a Galician town
The etymology of the word "town" depicts a place which has close relations with human
civilisation.
Despite centuries passing by, the "town" still remains a phenomenon which fas¬
cinates, intrigues and fills with admiration researchers representing various fields of science:
history, philosophy, sociology, political sciences, geography, ethnography, urban studies, and
even religious studies and theology. There are numerous European and Polish historians who
attempted at explaining the phenomenon of a town trying to answer universal and key ques¬
tions: what is a town? how did it emerge? which processes influenced its shape? The issues,
obvious in their simplicity, raise multiple discourses and academic polemics. It is impossi¬
ble to find one definition that would be able to define the notion of "town" and "townness"
in a complete manner. However, it is worth noticing how the term is used by an architect,

Modern Urban Planning"- translator's note):
A town is a special and social creation of great complexity, which emerged in specific
political, social, and economic conditions in particular space. A town constitutes such ur¬
banised space that was created in an uneven manner in time, in a given surrounding, under¬
going processes of development, transformations and degradation. A town expresses ideas
realised spatially as well as urban and social decisions made. A town reflects the activity
of economic forces in time and space with the periods of economic growth as well as eco¬
nomic and political crises clearly visible. A town as
socio
-cultural space is a place for ex¬
change of thoughts and civilisation development which reflects aspirations and culture of its
inhabitants1.
The abovementioned definition highlights the diversified, multifunctional, and, at the
same time, modern character of a town. It is a place (a social organism) where numerous
processes influencing its multifaceted structure cumulate2. The phenomena in question can

be classified as broadly-understood urbanisation: statistical-demographical (related to trans¬
formations in population structure), economic-infrastructural (related to deagrarisation of
urban society),
socio-cultural
(encompassing changes in urban lifestyles), and physiognomic-
constructional (influencing spatial development of a town)3. A town as a product of those
processes was the object of studies of many West-European and American historians in the
20th century. During that time Poland was dominated by the interest in only one aspect of
urbanisation, namely industrialisation4. Polish historians and scholars of related fields have
been looking at the concept of a town in terms of the so-called urban history only for a couple
of years now.5
Wadowice
1772-1914.
A study of a Galician town is a book which aims at showing socio-
economic transformations that in the 19th century changed
Wadowice,
a small town of mi¬
nor importance into a significant urban centre of
Galicia
(the process of the so-called urban
growth). I analysed the processes that influenced the towns development, its being recep¬
tive to civilisation and modernity. My attention is focused, above all, on communications
conditions, administrative transformations, local social mobility, educational and economic
relations. The book encompasses the period of Wadowices dependence on the
Habsburg
Monarchy, from
1772
to
1914,
although initially I planned to describe the socio-economic
relations of
Wadowice
during the times of Galician Autonomy
(1867-1914).
However, while
doing research and preparing the monograph, it turned out that it is impossible to describe
completely and thoroughly the socio-economic relations of
Wadowice
without referring to
the
pre-
Autonomy times which constitute a landmark in the town's development, which is
justified in the present work.
The monograph presents the socio-economic transformation of
Wadowice
during the
period of its dependence on the
Habsburg
Monarchy. In many cases it was necessary to refer
to the processes taking place in the whole of
Galicia.
For instance I can enumerate: demo¬
graphic transformation, industrialisation, increased social activity of inhabitants, etc. That is
how
Wadowice
changed into a typical model of a middle-sized Galician town.
The book is structured according to problems into seven chapters. The first one presents
the position of
Wadowice
and its increasing significance on the administrative map of
Galicia
during its dependence on the
Habsburg
Monarchy. In particular, I outlined the town's role as
a centre of state, judicial and religious administration as well as the seat of the Jewish qahal.
In the second chapter I present the communications conditions of
Wadowice.
The signifi¬
cance of this chapter lies in indicating the role and importance of communications function
in the towns development. Apart from typical forms of transportation, based on automobiles,
trains and boats, I decided to analyse the means of social communication of the time, such as
the post, the telegraph and, finally, the telephone.
The socio-demographic transformations constitute the subject of the third chapter. This
part of the book, although it is the shortest one, provides an important illustration of social

Wadowice.
I devoted a sig¬
nificant amount of space to describe population changes and general trends related to popu¬
lation growth. However, I wanted to present those processes from a small town perspective.
The section treating of national and religious structures is dominated by the issue of Jewish
settlement in
Wadowice.
This part includes a discussion on socio-professional of
Wadowice
inhabitants as well.
The fourth chapter, as suggested by its title, describes economic relations. There I dis¬
cussed the transition of the town and its inhabitants from agrarian structures to the industri¬
alised era. Special emphasis is put on acknowledging the specificity of local craft, trade and
the process of constructing local industry (in today's meaning of the word).
Inspired by
Jadwiga
Hoff's book entitled
Mieszkańcy małych miast Galicji Wschodniej
w okresie autonomicznym
("Inhabitants of East Galicias Small Towns at the Time of Autono-
myM), I started preparing a chapter devoted to social activity of
Wadowice
inhabitants. In this
context, one shall take into consideration their active participation in various
"non
-political"
associations, educational foundations, as well as religious brotherhoods and societies. One of
numerous forms of social activity in the 19th century was the press, presented in a separate
section of the same title.
One of the most important issues requiring a detailed description is related to Education¬
al relations, discussed in the sixth chapter. In this part of the book I attempted at answering
the question whether and to what extent local educational system influenced the development
of the town. I discussed three types of schools: popular, secondary and vocational in compari¬
son with Galician educational system. I presented the influence of elementary schooling on
alphabétisation
of the town's inhabitants. I treated exceptionally the local secondary school
which played a special role during the Autonomy period.
The organic character of every town has its continuation in the "stone" structure. There¬
fore, the "material representation" expressed by means of buildings and space constitutes
an important (but not the most important) and indispensable element of urbanisation. The
chapter entitled Spatial and Urban Changes and Building Traffic is devoted to this issue. In
this chapter, I elaborate on the problems related to modernisation of urban infrastructure.
I paid special attention to the issue of municipal safety as well, in the section Fire and Flood
Protection.
The appendices I prepared constitute a significant element of the monograph. Special
attention should be paid to the second appendix where I elaborated on the most prominent
figures in the development of
Wadowice
during the Autonomy period. Among them, there
are mainly local municipal authorities, with the towns mayors and councillors. I also focused
on organisers of local cultural activities and the intelligentsia representatives.
In
1772
Wadowice
became dependent on Austria and that dependence lasted
145
years.
Despite numerous national tragedies, the period in question is the most important time in
the history of the town located upon the
Skawina
River, as well
asin
the history of many other
similar urban centres on the present Polish and Ukrainian lands. At the turn of the 18th cen¬
tury,
Wadowice
was still one of about
400
settlements granted town privileges of Old Polish
provenance. The majority of them were towns
{Stadt)
and small towns
(Städtchen)
consider¬
ably different from the image of a town of the time as they did not fulfil the criteria of "town-
ness". Apart from several urban centres, such as:
Biała, Brody, Buczacz, Drohobycz, Jarosław,
Krakow (after
1795),
Podgórze, Przemyśl, Tarnopol, Tarnów,
Sambor and
Zbaraż,
it is impos¬
sible to talk about developed urban structure of
Galicia.
It was also true of
Wadowice,
which

was a "wooden town" of around
1000
inhabitants until the end of the 18th century. Most of its
inhabitants earned their livings as farmers, sometimes craftsmen and tradesmen. As the town
was situated far from the most important communications routes, they were condemned to
vegetation. At the beginning of the 1780's the inhabitants of Wadiwice still did not have their
own parish, not to mention other administrative functions.
The position of
Wadowice
changed completely in the 19th century. Thanks to the new¬
ly-built road between Lviv and Vienna, the town became an important communicative and
strategic point on the Galician map. Consequently, in
1819
the district administration was
moved there. That event initiated the most spectacular and dynamic development period in
the history of the town. Soon after locating there the Kreisamtem, between
1823
and
1826,
the
military garrison was placed in the town to become an indispensable element of the Galician
Wadowice
landscape. Granting the town new administrative and military functions influ¬
enced not only its growing prestige and renown, but also constituted the main determinant of
its economic revival. An inflow of numerous officials and their families, as well as of soldiers
caused a rise in the towns trade and service functions. Those more resourceful inhabitants
adapted to the new reality and made profit from cooperation with the army and the new
administration. Local markets stationary trade points were in their renaissance as they were
visited also by office enquirers.
During the Autonomy period
Wadowice
was partly downgraded when it comes to ad¬
ministrative and military functions. The reasons for that can be sought in abolishing districts
(cyrkuł)
and introducing counties
(powiat)
instead. In
1867
the district of
Wadowice
was
divided into many counties, among others:
Biała, Myślenice, Wadowice
and
Żywiec.
Making
Wadowice
the seat of the Joint Court of Justice in
1881,
which encompassed eleven county
courts and one municipal-delegated court (in
Wadowice),
was a slight compensation for that.
Until the half of the
1890
s
the town continued to play a significant role in the military politics
of the
Austro-
Hungarian Monarchy. A new railway between
Biała
and
Kalwaria
was built
mainly for the military use. Thanks to that
Wadowice
became part of the Galician railway net¬
work. From the beginning of the 20th century the town started losing its military position as
a consequence of the local military garrison reduction. The situation lasted until World War
I when, as
Krakow was
threatened by the Russian Empire (autumn
1914),
Wadowice
became
an important base for the Austro-Hungarian army fighting on the front.
In the 19th century
Wadowice
entered the process of lively urbanisation (urban growth),
which transformed an archaic settlement of feudal social and economic structures into
a modern town in the European meaning of the word. The aim of the present monograph is to
depict the process of the broadly-understood urbanisation. The process in question is treated
in a multifaceted manner. As far as the statistical-demographical aspect is concerned, I dis¬
cussed all the changes that occurred in the demographic structure of the town in the historical
period in question. I devoted a lot of space to the number of
Wadowice
population. During
my study I distinguished three stages of population transformations. The first one took place
between the end of the 18th century until the 1840 s. In that time the number of inhabitants
(including soldiers) rose from
1709
people in
1799
to
3652
people in
1843
(growth by
113%).
In the following years the number of people decreased as a result of numerous epidemics
in
Galicia.
In
1857
the town was inhabited by
2831
people. That is where the third stage
of demographic changes, called the "demographic transformation", initiated. The number of
people living in
Wadowice
rose from
2831
in
1857
to
7471
people in
1910.
It was caused not
only by a high birth rate, but also by migrations. During the Autonomy times there were lots
of Jews migrating to
Wadowice
from nearby towns and villages. The process in question was
Wadowice
1772-1914.

not ceased even by World War
I. Wadowice
became a multicultural town. Jews formed the
second largest religious community after Roman Catholics. In
1910
they constituted
17,7%
of
the town's population. "Opening" the town's boundaries for the most urbanised social group
in
Galicia
was one of the most important stimuli for the economic development of
Wadowice.
Not only did Jews determine the nature of local trade, but they also joined the ranks of free¬
lance professionals and contributed to local tradesmen.
Urbanisation can be also treated from the economic-infrastructural perspective consist¬
ing in abandoning agriculture by the town's inhabitants (deagrarisation of the town). The
process was usually related to the statistical-demographic urbanisation, which is the case also
in
Wadowice.
Farming and related occupations that still dominated among
Wadowice
inhab¬
itants at the beginning of the 19th century were outrun by craft, industry and services in the
second half of the century. According to the
1880
data, at that time
12,5%
of
Wadowice
inhab¬
itants worked in agriculture, while
38,73%
worked in crafting and industry. The main reasons
for the society's deagrarisation are as follows: increased significance of services and trade after
1819,
Jewish settlement and proceeding industrialisation. The last reason was clearly visible
in
Wadowice
at the turn of the 20th century. The most important branches of
Wadowice
indus¬
try in the 19th century were mainly printing and paper-making industries.
In the present book I wanted to introduce the meaning and role of
socio-cultural
urbani¬
sation that was chiefly manifested in social activity of the towns inhabitants. Let me mention
the fact that during the Autonomy period there were around

"non-political" associations
registered in
Wadowice,
among which the most influential ones were: The Gymnastic Associ¬
ation
"Sokół",
Clerical Reading Room, United Municipal Reading Room and The King
Jogaila
Society, the so-called
"Jagiellonka".
A part of associations acting at the time was utilitarian in
character, for instance: Voluntary Fire Brigade, Society for Improving the Appearance of the
Town and Its Vicinity in
Wadowice,
Charity Society and Stefan
Batory
Boarding House sup¬
porting the poorest students of the secondary school in
Wadowice.
The Jewish minority had
their own associations as well. The most important ones were: The Jewish Reading Room,
Izraelitischer
Verein
Talmud Thorn and The Jewish Lady's Aid Society in
Wadowice.
Some
of those associations were "closed" in character. For example, only local clerks and officials
could become members of the Clerical Reading Room. Other inhabitants had limited access
to it. Similar situation applied to the Mason Society of Bachelor Trowel. According to my find¬
ings, the formation process of "non-political" associations in
Wadowice
could be divided into
three stages. The first stage occurred in 1870's and 1880's. The second one between
1897
and
1899.
The third one started in
1902
and was stopped by World War One. Apart from the "non-
political" associations, the town was also full of religious brotherhoods and associations, the
most important of which were: Brotherhood of the Blessed Virgin Mary
s
Saint Rosary, The
Abstinence Society, Saint Vincent
de
Paul's Mercy Ladies' Society for the Poor and the Sick.
Many inhabitants of
Wadowice
were active philanthropists supporting school foundations.
Others showed their initiative in the press-making process. In
Wadowice,
however, the press
was of marginal scope. It is worth noticing that some of the associations of Galician origins
are still active nowadays.
When it comes to
socio-cultural
urbanisation, I should also mention educational rela¬
tions. In
Wadowice
there were not only popular schools, but, above all, secondary ones. In
1866,
a four-grade secondary school was established in the town to be transformed into an
eight-grade school in
1870.
The Higher Humanistic Secondary School was a real magnet
for teenagers living (not only) nearby. Among its former pupils there are numerous promi¬
nent figures of the time, for instance:

Lviv), Emil

(great writer and the founder of the "Czartak" literary group, generals Bruno
Olbrycht and
Waleriana Czuma.
The latter led the defence of Warsaw in
1939.
The school
contributed to the town's cultural development as well. Moreover, there was an Industrial
School in
Wadowice,
established in autumn
1888.
Its students were mainly of petty bourgeois
or peasant origins. In spite of the local government
s
determination, the planned trade school
could not be opened.
The last element of urbanisation is its physiognomic-constructional aspect. It encom¬
passes all the changes in the spatial and architectural arrangement. This form of transforma¬
tions is undoubtedly the most notable one; however, not the most significant one. Between
1772
and
1914
the area of
Wadowice
was enlarged by a part of suburban territories. Because
of industrial reasons, for instance, the
Łęgownia
lea was included into the town, where a train
station was built in 1880's as well as some nearby factories. The
Górnica lea
was included for
recreation purposes. Between
1912
and
1913,
the Adam
Mickiewicz
Park was created there.
Great changes took place as a result of the so-called transformative development of the urban
area which consisted in developing the town with the help of increased building traffic. It
was initiated in
Wadowice
in 1830's and lasted with changing intensity until World War I. Its
zenith took place in the last twenty-five years of the 19th century and the beginning of the 20th
century. During that time a complex of public buildings was built in the town, for instance:
the secondary school and the Female Schools buildings, the District
Cou
rt
of Laws building,
the seat of the District Savings Fund, a hospital, the monastery and church of Barefoot Car¬
melites, and many others. Some of the already-existing buildings were converted and adapted
for the town's inhabitants' needs, for example the building of Stefan
Batory
Boarding House
(previously, the building was occupied by the Austrian cavalry). It is worth mentioning that
most of the 19th- century public buildings are still in use nowadays. Similarly, most residen¬
tial tenements gained their todays look during the Autonomy period. That is why it seems
legitimate to say that the Austrian invader found a small wooden town
(Städtchen)
and left
a bricked town
(Stadt).
In conclusion, it must be noted that during the Austrian period in
Wadowice
-
simi¬
larly to other Galician towns
—
a civilization breaking point occurred and it is expressed by
means of urbanisation. Its consequence, as soon as in
1889,
was raising the town's prestige
to "a greater Galician town". In the next twenty-five years the town kept its status. When
Poland regained its independence, the new government in Warsaw found it natural to keep
the district government and the military garrison in
Wadowice,
where
Karol Wojtyla
senior
-
the father of John Paul II
-
had his posting. Concluding, I would like to say that the years
