last President
of the Second Republic and his mission in exile
By his historic decision to hand over the insignia of the Republic to the first
president elected by popular vote in the Homeland,
Ryszard Kaczorowski,
the
last President in Exile, closed the history of the Second Republic and laid the
foundations for the Third.
R. Kaczorowski's personal experience was representative of that of the
Polish nation. From the onset of war in September
1939,
Kaczorowski experi¬
enced successively the underground resistance to Soviet occupation, arrest and
evacuation from Russia with Anders' army. He participated on the battle trail
and lived with the consequences of the decision to stay abroad. For the dura¬
tion he remained above party politics. His area of interest was the scouting
movement.
President
Kazimierz
Sabbat named Kaczorowski his constitutional succes¬
sor as Head of State in the event of an unexpected vacancy or obstacles to per¬
forming presidential duties. Events in Poland were soon to bring forward the
ideals of freedom and political sovereignty, and so the President of Independ¬
ent Poland in exile transferred his office and its state insignia to the president
chosen by universal vote,
Lech Wałęsa.
The ceremony took place at the Royal
Castle in Warsaw.
Almost every initiative by President Kaczorowski embodied the idea of
independence. The vision of a Free Poland was 'written into' almost all aspects
of emigre life and activity. Poland is indebted to her presidents in exile and to
President
Ryszard
Kaczorowski for the transfer of national symbols.

Brightness and shade: Poland's first presidency in exile
(1939-1947)
The author gives an overview of the first presidency in exile through the prism
of its key stages. The mere fact of
Władysław
Raczkiewicz's designation can be
considered an achievement: it preserved the continuity of the legal authorities.
However, it must also count as a defeat, since its political price was the 'Paris
agreement', which engendered numerous additional conflicts in the exiled
community. The list of ensuing political crises begins with the clash over the
consequences of France's defeat in the summer of
1940
and the rivalry between

the President and the Prime Minister's camp in the wake of the Sikorski-
Maysky pact. Crucial decisions were made by the President at the time of the
tragic death of his main adversary in July
1943,
on the occasion of the Warsaw
Uprising and the dismissal of the next Prime Minister,
Stanisław Mikołajczyk.
Successively, he was a key player in relations with the British at the end of the
war, and most importantly he made a unilateral decision on the nomination of
his successor, just before his death in the spring of
1947.
At all these critical junctures he took key decisions which affected the fu¬
ture of the Polish emigration. The questions posed by the author are: were all
the opportunities that the exiled authorities had adequately exploited? Could
this presidency have done more to defend the country from outside domina¬
tion? The final assessment tilts towards the
negative-

The Constitution, at any cost President of the Polish Republic in Exile August Zaleski
(1947-1972)
Of all the presidents in exile, August Zaleski
(1947-1972)
had the longest in¬
cumbency. A diplomat of long standing, a politician well versed in the mecha¬
nisms of international politics, he was for many years a guardian of the doc¬
trine of legalism in the service of independence in exile. Following the death of
President
Władysław Raczkiewicz
-
in June
1947 -
he took over the office, en¬
gendering a series of conflicts among the Polish emigre community. In
1954,
he
refused to give up the Presidency and hand it over to General
Kazimierz Sos-
nkowski. This led to the failure of the General's efforts to unify the community.
Zaleski's conduct has been a frequent target of criticism in political commen¬
tary and historiography. That the schisms and the division of the late
1940s
and
the early
1950s
weakened the position of the emigration in the international
arena is beyond dispute. Can Zaleski's political strategy be seen as logical, and
what was the rationale behind it? There can be only one answer. The doctrine
legitimising Zaleski's conduct was the idea of legalism and a conviction that the
presidency, in compliance with the Constitution of
23
April
1935,
needed to
remain independent of political party deals. This stance has its critics, but it
contained an internal logic and rationale. The task of the historian is to under¬
stand the person who is the subject of his narrative. The historian is an inter¬
preter of the past
-
and thus needs to reconstruct the motivation that guides
the history-makers.

This article is an attempt at an overview of the person and the achievements of
Professor
Stanisław Ostrowski.
Soldier, parliamentarian, Mayor of
Lwów,
Presi¬
dent of the Republic in Exile and consistent defender of the Polish cause in the
international arena, he performed his most important role in difficult times,
when negotiating and achieving compromises proved to be useful skills. He
never tired of emphasising the need for Poland to regain her independence
with pre-war borders intact, and sought to remind people of the 'Polishness of
Lwów'.

The article concerns the social and political activity of two outstanding Presi¬
dents in Exile, in office at a time when the question of Poland's independence
gained second wind 'as an international issue'. Drawing on a statement by
President K. Sabbat, the author emphasises that the presidency of Edward
Rac¬
zyński
and his successor came at a time when events in Poland (martial law,
the de-legalisation of Solidarity, the Round Table talks) gave new strength to
the activity of the President and the Government in Exile. They were able to,
and did, take up initiatives in support of Poland's independence-seeking oppo¬
sition movement. It therefore needs to be acknowledged that both Presidents
had an indirect influence on the events which led to Poland's social and politi¬
cal transformation in
1989.
It was precisely the representatives of the inde¬
pendence-seeking emigration who, through the activity of the government and
President, strived 'incessantly and tenaciously in the western Democracies' for 'Po¬
land's right to independence1.
The author also touches on the value systems, life orientations and group
identifications of the two Presidents. While pointing out the clear differences,
she concludes that the two had one characteristic in common: idealism. She
believes (as does Professor
W. Hładkiewicz)
that they were leaders in two dif¬
ferent spheres: President
Raczyński,
of Polish intellectuals and the elite of the
country's Foreign Service; President Sabbat, of the scouting and political elite.

Kaczorowski as a former President of the Polish Republic in Exile
(1990-2010)
The author has divided the activity of
Ryszard Kaczorowski
in his post-
presidential days into three groups, the first of which concerns his extremely
extensive contacts with local communities in Poland. In the last decade of the
20th century, and later too, this was undoubtedly a support for the homeland's
fledgling territorial government. The second group of the President's contacts
and activities
-
naturally not isolated from the others
-
involves his participa¬
tion in scientific work, support for upbringing, school education and academic
activity. The third is the former President's participation in ex-combatant
work. On top of these three main areas come others; an example could be
Ryszard
Kaczorowski's contacts with the armed forces.
The thesis of the article is that the standing and influence on events of
Ryszard
Kaczorowski as ex-President were incomparably greater than those
during his term of office.

The author attempts an overview of the main themes in General Sikorski's
biography. Such is the stature of the protagonist that a description of his life is
at the same time a narrative of Polish history in the first decades of the 20th
century. Strong emphasis is placed on Sikorski's military and political career
before World War II. Here, as elsewhere, the author does not confine himself to
highlighting the General's achievements and virtues, but also points out his
mistakes. References are also made to his activity as a writer. Sikorski's leader¬
ship of the Poles in their struggle for independence during World War II took
place at a time of hard choices and painful compromises. It was also a period of
bitter political conflict in the exiled Polish camp. The author also presents the
General's views on how Poland should look after the end of the war. Sikorski's
foreign policy during World War II is the most significant part of his political
activity; for that reason the author holds the General fully 'to account' for the
way in which he led the struggle for 'the Polish cause' and its results. Notwith¬
standing all of the General's faults, his death engendered an implosion in Po¬
land's standing in the international arena and, ultimately, her loss of sovereignty
.

Minister of the Polish Republic in Exile
The author examines the premiership of Professor Szczepanik bearing in mind
the achievements of his predecessors. While the London-based Presidents of
the Second Republic receive frequent academic attention, there have not been
in Poland complex studies of the stances taken by post-war prime ministers
(especially after
1949)
and the role they played in
émigré
life. The author be¬
lieves that Professor E. Szczepanik was substantially different from earlier
prime ministers. Is Professor
Andrzej Targowski
right, however, in claiming in
his preface to A. Sudol's book that 'Prime Minister Edward Szczepanik carried
out his mission more effectively [than the others]'? What role did he play in the
run-up to the transfer of the insignia of the authorities of the Second Republic
to Warsaw? Can we agree with Professor Sudol's suggestion that the Govern¬
ment and Prime Minister brought about 'a prompt handover of the insignia'?
Was the process of dismantling government departments in London totally
'courageous, meticulous and effective'? The article is an attempt to provide
answers to these questions.

Polish relations and the redrawing of Poland's
horders:
inequality, hope and
pragmatism
During the Second World War the future borders of Poland were discussed by
leaders of the Polish Government in Exile, government officials and the under¬
ground press. The issue of Poland's borders also excited interest from her Brit¬
ish ally. As early as January
1940,
a British official redrew Polish borders in a
memo to his superiors in the Foreign Office. This paper examines how the issue
of post-war Polish borders affected the relationship between the British Gov¬
ernment and the Polish Government in Exile during the Second World War and
in its immediate aftermath. I argue that both Polish and British thinking about
borders was fundamentally linked to ideas about the national and ethnic make¬
up of the country. I also outline the significance of British views on Polish bor¬
ders for the Polish Government in Exile, and discuss how senior figures such as
Stanisław
Grabski
and
Stanisław Mikołajczyk
reacted to British viewpoints.

contribution
of the Government of the Polish Republic in Exile to the process of
sustaining and securing the national identity of Poles abroad.
The paper presents the role of the emigre Polish government, which in the
years of wartime ordeal
(1939-1945)
and Soviet subjugation
(1945-1990)
was a
key factor in sustaining the Poles' national identity.
The authors analyse and assess the strands of the exiled government's ac¬
tivity after
1945:
placing the question of Poland's independence in the interna¬
tional arena; opposing the Sovietisation of Poland and her neighbours; concern
for the development of education and national culture of Poles abroad; foster¬
ing national traditions through the organisation of anniversaries of historic
events and national holidays; supporting Polish language media; publishing, in
Polish and other languages, materials revealing the historical truth; organising
scientific conferences with the participation of researchers from Poland, and
providing grants and scholarships; organising material and charitable aid for
Poles in the Homeland; demanding the truth about the
Katyń
massacre; in¬
forming Poles and world opinion about the reality of everyday life in the Peo¬
ple's Republic; assisting the anti-Communist opposition in their struggle
against the regime; supporting the Catholic church.
The paper shows the last cabinet in exile under Prime Minister Edward
Franciszek Szczepanik
to have acted as a mainstay for groupings of patriotic
and unbending emigres in the quest to keep up their Polish national identity.

The Polish Authorities in

Symbol or Real Power?
The paper reflects on the impact actually made by the Polish authorities in
exile. To what extent did the London government play a purely symbolic role,
and to what degree was it a real player in the 'game for Poland'? To what ex¬
tent was the legalistic foundation a key to the struggle for independence?
The author has attempted to show that, despite the hugely unfavourable
geopolitical circumstances, the functioning of the Polish authorities in exile
was an important point of reference not only to Poles both abroad and in the
homeland, but also to international opinion. Clustered around Polish institu¬
tions, the London emigre community created a substantial legacy which should
be much more widely known and may constitute a trump card for present-day
Poland. |
