After World War Two, the Polish Workers’ Party [Polska Partia Robot-
nicza, PPR] became the main political power that created the structures
of authority in Poland on the lands liberated from German occupation.
Therefore it also gained a real possibility to establish cultural policy based
on guidelines included in programme documents.
Engaged in political struggle against the “enemies” of the new system,
members of the PPR attached less significance to ideological basis for
cultural development. They restricted themselves to advancing ideas that
drew a positive response from the society: the rebuilding of the country
after the ravages of war, and “democratization” of culture. In terms of
artistic (also musical) creation, they promised to ensure independence of
art from any ideological and political pressure as well as freedom of artis-
tic discussions. The Unification Congress (15th 21st December 1948) and
adopting the statute and policy statement of the Polish United Workers’
Party [Polska Zjednoczona Partia Robotnicza, PZPR] resulted in changes
in the cultural policy that constituted in formulating principles of socialist
ethics, cultural tradition, development of socialist culture and relation
between culture and the masses. According to the statement, creation
and development of the new secular culture should be actively supported
by the masses.
After nearly four years of pursuing a relatively liberal policy towards
artistic circles, the politicians set about restructuring the ideological bases
of culture development, which also concerned the musical culture. The
educational system, amateur musical communities, publishers, and mu-
sical production were included into the programme of creating the bases
of socialism.
In accordance with the binding system of culture management, devel-
opment of the musical culture in the years 1949—1956 was subordinated to
decisions and appraisals of the centralized headquarters, i.e. the Ministry
of Culture and Arts. Centralization of cultural and academic institutions
as well as constant expansion of the party and state apparatus resulted in
stifling innovation in composing technique, total elimination of emigration
music from the official circulation, and separating Polish artists from the
avant-garde part of the world musical oeuvre. After the year 1956 the par-
ty did not abandon further attempts to mould social awareness; culture,
including music, was submitted to provisional needs of the propaganda
and remained an essential element of ideological struggle, i.e. part of the
“ideological front”.
The present publication constitutes a study of the musical culture in
Poland in the years 1956-1970. The research aims to analyze the devel-

opinent of the musical culture in the context of the cultural policy adopted
by the PZPR, and define values that determine directions of the develop-
ment. The study covers the period from 1956, when Władysław Gomułka
replaced Edward Ochab to assume the post of the First Secretary of the
PZPR Central Committee as a result of the Polish October Revolution, till
1970, when Gomułka was again removed from power.
The structure of the publication and its separate chapters results from
the subject presentation of the research material while the problem anal-
ysis and description is chronological.
The study is preceded by a review of philosophical and ideological
guidelines of the cultural policy adopted by the PZPR in reference to the
class character of the cultural revolution, social and educational function
of arts, and the question of cultural tradition.
Based on previous research, the chapter entitled Kultura muzyczna w
Polsce 1944-1956 [Musical Culture in Poland in the Years 1944—1956] has
been supplemented with materials collected as part of the present study.
The selected and discussed issues include popularization of the musical
culture, music education system of the first and second levels, higher mu-
sic education, activity of the Polish Music Publishing House [Polskie Wy-
dawnictwo Muzyczne, PWN] and Polish Radio as well as music criticism.
Similarly structured, the consecutive chapter entitled Kultura muzy-
czna w Polsce 1956-1970 [Musical Culture in Poland in the Years 1956-
1970] analyzes the development of the musical culture in Poland after
1956 on the basis of collected archive and published sources.
