RESUME
During the process of creating new organs of government, inevitably
the new social conciousness has been either created or imposed.
The new ideological matrix has been leaning towards the establishment
of the new social conciousness based on fundamental communist ideas
and their core values and ideals. Socialism was portrayed as the most ide¬
al and the most just society, and the idea of communism as the most hu¬
mane and just idea of the modern world. Just as every religion has its or¬
igins and place of birth, meaning a place where the idea is purest is how
communism had Soviet Union as its „Holy Land , i. e. its very own Mecca
or Jerusalem. In such a system of belief, what could have been more natu¬
ral than to class the Soviet Union as the role model, one to be followed and
supported? Therefore, the first socialist country was subjected to be the new
cult, created by Yugoslav communist regime. By elevating the Soviet Un¬
ion, the new Yugoslav government was in fact elevating the political sys¬
tem and ideology which was in fact tied to their own existence and ulti¬
mately, their own fate. According to the nature of any ideology, there must
be a supreme deity, i. e. God and Son of God, therefore the fans of Yugo¬
slav communist ideology their Soviet leader J. V. Stalin as the personifica¬
tion of their own supreme deity.
Montenegro was also a part of that political system and ideology. In
Montenegro, being the part of the unified federal territory, the process of
establishing new authorities took place under the federal community s su¬
pervision. The new ideological standpoints, where USSR and Stalin had a
special place were interpreted as „the realization of the eternal Montenegrin
dream by Montenegrin authorities. Such a formal commitment of Mon¬
tenegrin communists had a strong historical and traditional foundation.
Montenegrin ties with Russia rested on the tradition two and a half
centuries long, during which the „Mother Russia has been recognized as

the Montenegrin protector. Accustomed name of „Mother Russia was lat¬
er also used for the whole Soviet Union in socialist Montenegro.
Soviet Union carried the reputation of an absolute boon in the social¬
ist world. For Montenegro, the poorest and the least developed part of the
federal union, this reputation added to a special meaning.
In the ideas of socialism, which mainly promoted Soviet social and
political values, Montenegrin communists found motivation for creating
conditions for their own social and economic recovery while ensuring the
social justice and equality while at the same time the application of Sta¬
lin s theory upon the question of nationality provided basis for „clear and
doubtless existence of Montenegrin nation .
Based on the fact that the federal party leadership was the main emis¬
sion centre of the new ideology, as well as the creator of the content and
methods of promotion of the Soviet Union and Stalin, one might assume
that the state party leaders represented the transmission in the realization
between the party directions and the decisions of the federal authorities.
However, the findings we came across, indicate that the directions and
decisions on the promotion of the Soviet Union and Stalin were often ex¬
aggerated and crossed the specified limits. In the speeches on Montenegrin
communists, which the press regularly published, it couldn t be concluded
if there was an informal recommendation from federal party authorities on
the suppression of the past events which were coming out of the time frame
of socialism and revolutionary action. Montenegrin authorities behaved as
if they could not have comprehended their speeches, given during various
events organized in the purpose of glorifying the Soviet holidays as well as
in the other occasions, did nor glorify the characters and events from the
Russian and Montenegrin history, although not belonging to the same mi¬
lieu of the popular ideology.
Due to the excessive favouring of the Soviet cult and Stalin, the warn¬
ings from Belgrade started coming to the addresses of the Montenegrin au¬
thorities. One of these spoke about the excessive number of Soviet flags and
Stalin s pictures which on various occasions made Yugoslav flags and pic¬
tures of Tito invisible.
The excessive propaganda of the Soviet and Stalin s cult by Montene¬
grin authorities, can be interpreted as a political propaganda aiming to
strenghten their own position in the federal government. If such a motive
had any influence on the individuals, we do not know. But the fact that af-

the conflict with the Soviet Union Rezolution IB was voted by insignif¬
icant number of leading party and state leaders, leaves room for a reflec¬
tion that ideological believes can still be stronger than the desire to pre¬
serve powerful positions.
Cultic understanding of the Soviet Union and Stalin was also con¬
firmed in the form of documents issued by lower party level officials. Ac¬
cording to the recommedations made by the party officials, which directed
the theoretical education of the party members, in between the Soviet and
the Yugoslav literature, Montenegrin party members preifered to chose to
work on the writings about Soviet reality. This problem was also addressed
in the reports of the Provincial Commitee party members who asked for
advice on how to direct the party members towards working on the Yugo¬
slav political literature.
The promotion of the Soviet Union and Stalin was also been done
through the mass media. Aside from having Russian songs and dances
performed on the events organizes by amateur artists groups, Soviet art
filled the theatre and film listings as well. On the stage of the Montenegrin
national theatre, the most frequent performed plays were those written by
the Soviet authors. Aside from the cultural impression gained by the ur¬
ban society, the Soviet film was equally being watched, thanks to the trav¬
elling cinema, by the rural population. The visits to see the theatre plays,
were also interpreted as tasks given by the party. In support of this think¬
ing, speaks the document issued by the President of the Montenegrin par¬
ty which indicates to party members on the necessity of visiting the thea¬
tre which would, as he saw it, gave an example to the people. However, oth¬
er information indicate on the fact that in particular Montenegrin cities,
besides their scheduled performances, the plays written by the Soviet au¬
thors were repeated many times. On the other side, we did not come across
the same information regarding the plays written by Yugoslav authors. The
Soviet film screenings in the villages, for which in order to see them one
would sometimes had to walk miles, often by bad weather, any kind of di¬
rection was superfluous, as recorded by some reports.
The information from the Montenegrin media remarkably witness on
the powerful propaganda of the Soviet and Stalin s cult in Montenegro. By
analysing the press and academic journals it was simple to find out that
the glorification of the Soviet cult and Stalin was mostly done through the
press.

Besides the press, to the glorification of the Soviet society and its lead¬
er, the radio also greatly contributed. The owners of the radio phones could
listen on daily basis the Soviet anthem, Russian songs as well as the lectures
on the Soviet Union twice a week. The journal
„Pobjeda
informed in each
issue on Soviet Union and Stalin as the role models of political, econom¬
ic, cultural and every other creation. Aside from the regular political top¬
ics in which the information on the internal and external life of the Sovi¬
et Union and its magnificent leader occupied front pages of the journal, by
publishing a regular column, Montenegrin public was kept updated on the
Soviet achievements in economy, agriculture, architecture, literature, sport
as well as on the successes made in the domestic activities. Such editorial
policy, guided by the Party, provided the public with the brief and main¬
ly negative news on the Western world. In addition to the rare occasion of
the news from the Western world being published, very modest amount of
information on the activities in other Yugoslav republics was also noted.
However, it is evident that the only events reported were those organized in
honour to the Soviet holidays. Excessive writing on the Soviet Union and
Stalin in Montenegrin media is confirmed by the analysis of data from the
Office of the Government headquoters.
The foundation force of the Soviet Union and Stalin cult in Montenegro
is strikingly revealed in the documents about the events following the dis¬
closure of conflict with the Soviet Union, in the middle of
1948.
By chang¬
ing Yugoslav political course, which started the fall of Russia and Stalin
cult, Montenegrin media scene was enhanced by two new print papers,
while

for the first time, started daily publication. The result¬
ing political situation in Montenegro could have influenced the Montene¬
grin party organization to be the first to hold its Founding Congress after
the Fifth Congress of KPJ. The four members of KPCG Provincial Com¬
mittee, after declaring for IB Resolution were excluded from the party and
turned over to the investigating authorities. The leader of the Parliament
of Montenegro and the president of Montenegrin presidium had the same
political destiny. The entire leadership of several County Committees was
ousted, out of which one leadership revolted and offered armed resistance
to the authorities. The party statistics registered that only in the first part
of year, after the escalation of conflict, the Montenegrin caused very fre¬
quent visits of federation party members difficult in Montenegro. This situ¬
ation, if we exclude personal motives, was also the consequence of political
thinking the creation of which is influenced by the Soviet Union and Sta¬
lin cult. Based on the opinion formed in that way, a commitment emerged

that took many
to Goli Otok.
That is how the Soviet Union and Stalin cult,
which was created on the whole territory of Yugoslavia with almost identi¬
cal force had the most loyal and followers and the most consistent believers
in Montenergro. And naturally, its most tragic victims. The story of them
begins in
1948.
