| Summary: | The monograph presents results of the many years work of the author aimed at solving the research problem of elaboration of theoretical and methodical bases of forming the state policy regarding indigenous peoples of the North. The case study of the Murmansk region, one of the most industrially developed regions of the Russian North, shows what kind of challenges the indigenous peoples encounter nowadays, and suggests solutions for the key problems. The work presents analysis of socio-economic situation of the Kola Saami: both the situation in the region, international experience of regulating situations of indigenous peoples of the North, and the level of realization of the basic principles and norms developed by the world community regarding aboriginal nations are, considered. In connection to the extraordinary aggravation of the unemployment problem among the indigenous population, a special attention is paid to analyzing situation of the Kola Saami at the regional labor market. Proposals on improvement of the state policy of RF regarding indigenous minorities of the North are worked out, including the proposal to form the policy on the principles of socio-economic partnership of the indigenous communities, the state and businesses. It is substantiated that the institutional infrastructure ensuring implementation of interests of the indigenous peoples should be developed as the main mechanism regional of the policy realization. |

На примере Мурманской области, одного из наиболее индустриально развитых и освоенных регионов Севера России, показано, с какими вызовами сталкиваются в настоящее время коренные народы, и предложены пути решения ключевых проблем. Дан анализ социально-экономического положения кольских саами, рассматривается не только ситуация в регионе, но и международный опыт регулирования положения коренных народов Севера и степень реализации на региональном уровне основных принципов и норм, выработанных мировым сообществом в отношении аборигенных народов. В связи с чрезвычайным обострением проблемы безработицы среди коренного населения особое внимание уделено анализу положения кольских саами на региональном рынке труда. | ||

На примере Мурманской области, одного из наиболее индустриально развитых и освоенных регионов Севера России, показано, с какими вызовами сталкиваются в настоящее время коренные народы, и предложены пути решения ключевых проблем. Дан анализ социально-экономического положения кольских саами, рассматривается не только ситуация в регионе, но и международный опыт регулирования положения коренных народов Севера и степень реализации на региональном уровне основных принципов и норм, выработанных мировым сообществом в отношении аборигенных народов. Sprache Includes bibliographical references (p. 111-119) 880-04 The monograph presents results of the many years work of the author aimed at solving the research problem of elaboration of theoretical and methodical bases of forming the state policy regarding indigenous peoples of the North. The case study of the Murmansk region, one of the most industrially developed regions of the Russian North, shows what kind of challenges the indigenous peoples encounter nowadays, and suggests solutions for the key problems. The work presents analysis of socio-economic situation of the Kola Saami: both the situation in the region, international experience of regulating situations of indigenous peoples of the North, and the level of realization of the basic principles and norms developed by the world community regarding aboriginal nations are, considered. In connection to the extraordinary aggravation of the unemployment problem among the indigenous population, a special attention is paid to analyzing situation of the Kola Saami at the regional labor market. Proposals on improvement of the state policy of RF regarding indigenous minorities of the North are worked out, including the proposal to form the policy on the principles of socio-economic partnership of the indigenous communities, the state and businesses. It is substantiated that the institutional infrastructure ensuring implementation of interests of the indigenous peoples should be developed as the main mechanism regional of the policy realization.
