THE BIRTH OF A COUNTRY: COMMUNICATION OF
COMMUNITIES IN LATE MEDIEVAL SILESIA
The definition of a „country as a political entity is the basis for reflec¬
tion on the transformation of the late medieval Silesian duchies into
the form of a „country . Here, the process of formation of such a po¬
litical entity was based on the tradition of the
colloquia
of the dukes
and later the ducal courts. The meetings of the dukes, the bishop of
Wroclaw and occasionally the representatives of the sovereign, were
very soon complemented by negotiations with the representatives of
the duchies which were direct subjects of the Bohemian Crown. Politi¬
cal communication in written form and on verbal and symbolical levels
required that all participants developed appropriate tools of mutual
interaction. The process of political communication itself included el¬
ements which consolidated the shared Silesian identity At the same
time, though, it enabled the rivalry between the individual ducal fami¬
lies, the bishop, urban communities and the royal governors for the de¬
gree of influence on the formation of common interests. The relations
between the individual parties were therefore „antisymmetric from the
very beginning. The participants of the political negotiations were not
equals. The status of the Silesian landlords, which was determined by
their nobility and actual power status, was facing the strength of the in¬
stitutional establishment of the bishops of Wroclaw and the economic
power of the city. The
colloquia
of the dukes and later their meetings
relied mostly on verbal communication, and the principle of personal
attendance of the landlords in these events was kept until the late Mid¬
dle Ages. The dukes used their aristocratic privileges in direct contact
with the Royal Court. Whereas the bishop and the municipalities could
rely on the advanced bureaucratization of their offices. Participation
in receiving, processing and distributing information became an im¬
portant instrument of power. At the same time, the gradual stabiliza¬
tion of the circle of mailings recipients, as well as the communication

nodes and the relevant letter exchange models contributed to the pro¬
cess of differentiation of the Silesian political space and the one across
the Silesian border. In other words, this process had a formative influ¬
ence on the acceptance of these borders in community awareness. The
participation in the meetings, their decisions and judicial acts was
gradually replacing the older identification patterns associated with
the Polish
Piast
state. Newly emerging ducal families could enter the
defined framework, and the diverging border regions could gradually
join such a power framework. The outlined connections worked also
inversely. The regions and landlords, who stopped joining the multi¬
level communication network mainly represented by the meetings, were
no longer perceived as part of an alliance to the duchies. Furthermore,
such actions were not only accompanied by real political shifts but also
by mental shifts beyond the Silesian border.
In this monograph, the „urban landscape
(Städtelandscbaft)
is the
defining term for the research approach, which was applied to late me¬
dieval Silesia. However, it has been repeatedly affirmed that in the case
of Central Europe it is not possible to speak of an „urban landscape
as it is used in the Swabian and Rhenish cities. We are not observing
the model of free imperial cities (except, perhaps, some temporary ex¬
amples), which would join the leagues and coordinate the protection
of their economic and political rights. We are also sceptical towards the
use of the models of hybrid urban regions, as we know them from the
Saxon milieu. For our purposes it is more appropriate to look at the
duchy of Bavaria as a comparison, where the cities did not act as inde¬
pendently as in the western part of the Empire.
Similarly to Bavaria, the municipalities of the individual Silesian
duchies each created an urban network with a city at the centre and
specific roles of the other cities and towns. These urban networks rep¬
resented by the central cities were entering mutual economic relation¬
ships in the roles of simultaneously functioning markets. The central
cities also became key places for processing and distribution of infor¬
mation within their respective networks. The perception of Silesia as
a space of coexisting trade networks is also important when assessing
the role of Wroclaw. In its archives a defining text corpus was preserved,
which we can now use as a starting point. Wroclaw acted as the most
important place in the Duchy, being the central point for the function¬
ing of the urban networks. This defined the way in which royal power

treated the
Duchy
of Wroclaw most of the time and also other units di¬
rectly subordinate to the Bohemian Crown. The urban networks of the
surrounding duchies did not depend on Wroclaw in an institutional
way; on the contrary, in certain spheres they competed with its local
merchants and craftsmen. At the same time;, the central cities were cre¬
ating the backbone communication network for the Silesian area. Con¬
currently, duchies represented by a duke or, in the case of immediate
duchies, by royal officials, remained the main political units.
Notwithstanding the tradition of the
colloquia
of the dukes, the ter¬
ritorialized duchies had difficulties finding a common denominator to
be able to overcome local rivalry. It was the construct of the Bohemian
Crown which became their common ground, as well as the collective
defense which was functioning from the beginning of the fifteenth
century, especially in the case of the Chalice threat. The concept of
the Bohemian Crown was enforced by the rulers of the Luxemburg dy¬
nasty. Intensification of political communication during the Hussite
movement coincidently raised the demands on the accompanying bu¬
reaucratic process. The City Council of Wroclaw was trying to achieve
the consolidation of its position in Silesia. The influence of Wroclaw
in defining Silesian policy reached its peak particularly during the for¬
ties and the early fifties of the century. Interregnum, financial exhaus¬
tion of the diocese of Wroclaw and the replacement of Bishop
Konrad
Oleśnicki
with the less politically engaged
Petr Novák,
along with the
dynastic crisis of some of the ducal families, strengthened the role of
the city of Wroclaw as a centre of communication in Silesia. Despite
the fact that the intensity of the Wroclaw City Council engagement
in internal and external policies persisted, the power of the
colloquia
of the dukes was gaining weight in the following decades, as well as
the active interference of the bishops of Wroclaw. The Wroclaw City
Council could not prevail for long over the bureaucratic base of the
bishop. We have to make this assumption taking into consideration the
constantly increasing costs for the construction and maintenance of
the city s communication network. Nonetheless, such costs could not
compensate for the increasing isolation of the city. The preserved ac¬
count books show this fact clearly. Instead of sending out a series of let¬
ters (i.e. the obtained information is processed and distributed), which
is characteristic for the role of a mediator in a certain communication
network, we can observe that messengers were dispatched individually

to particular courts. Moreover, the radical change brought by the elec¬
tion of Matthias Corvinus to king of Bohemia did not create a direct
route to the throne for Wroclaw city councilors. The envoys had to rely
on the help and advice of the various intercessors, who were very often
the Wroclaw bishops. For this, two account books from Wroclaw, dated
back to the late sixties of the fifteenth century, act as a valuable his¬
torical source. These documents show the spatial distribution of the
recipients of information from the Wroclaw City Council. Silesia is pre¬
sented here as a limited communication space, with the Bohemian royal
court as a defining centre. The exchange of correspondence between
the dukes, the bishop and the city demonstrates their involvement in
the communication network. Therefore, the communication of these
parties, which is evidence for the existence of these allied networks,
can be seen as a constitutive element of a common identity. Neverthe¬
less, the geographical distribution of recipients within the messengers
network in two financial years at the end of the sixth decade of the fif¬
teenth century is incredibly important information for us. Silesia is rep¬
resented here as a limited communication space whose defining outer
focal point was the Bohemian Royal Court. In such a defined frame¬
work, communication between particular participants is becoming in¬
creasingly interesting for current research, not only for the evidence of
the involvement of dukes, immediate duchies and bishops of Wroclaw
in certain social networks, but also with regard to the process of form¬
ing a common territorial identity and its strong constitutive elements.
