CZECH SOCIETY IN THE 1970S AND 1980s:
SOCIAL AND ECONOMIC ASPECTS
The article by Lenka Kalinova, ‘Workers in the Normalization Period:
The Working Class and the Welfare State in Czechoslovakia’, follows on
from her recently published work on the social status of manual workers
just after the Second World War, and continues to examine the subject in
the following decades, which, in the changed circumstances both inside
and outside the country, were of a rather different nature.870 This short
article on the social standing of the manual workers considers the role
of he welfare state as a fundamental aspect of social security. With the idea
of the welfare state and social security in the broader sense (that is, not
only as social certainty, such as job security), she compares the status
of the workers in socialist conditions in the world of labour and society,
particularly in the 1970s and 1980s. She also devotes considerable attention
to the values, attitudes, moods, and behaviour of manual workers. A scholar
well versed in the subject, Kalinova bases her article on thorough research
using archive documents and, in particular, recent scholarship. She
focuses on demographic changes, the structure of employment, and social
changes, always against the background of long-term developments and in
comparison with selected developed countries. She therefore provides new
facts, including statistics, many of which are surprising. In a separate section
she also focuses on training for manual labour, again taking into account
the long-term developments and the age structure of manual workers in
the 1970s and 1980s. She provides interesting statistics in a section devoted
to the differentiation of earned incomes and social incomes of households,
and considers the differences amongst workers’ wages. In the concluding
part of the article, she provides a picture of the attitudes and behaviour
of manual workers under the normalization regime in connection with
political, economic, and social changes. She argues that the boom in the
grey market contributed considerably to the new social differentiation,
when, apart from bosses and other people in preferential circumstances,
including workers who, apart from their main employment in the state-
owned enterprises, provided services on market principles and found

themselves in the category of the relatively rich. Income earned under the
table’, from tips and by overpricing scarce goods, was often many times
higher than the wage incomes according to rates set by the state. The article
concludes with a brief discussion of the early years of the transition to a free
market in the early 1990s. Already in the first two years of the economic
transformation, the employment rate and the structure of employment
changed. In connection with the decline in industrial production, because of
the loss of foreign markets in Comecon countries, and as a result of changes
in ownership and employment policy, particularly from 1991 onwards, the
number of workers declined and, consequently, so too did their number as
a proportion of the economically active population. Some workers went into
businesses of their own; some of them in fact kept their jobs or worked for
larger employers as suppliers of their own labour.
Tomás Vilimek, in his article, discusses the development of the Automobilové
závody, národní podnik (the state-owned motor works, AZNP; today,
Skoda Auto), in the central Bohemian town of Mladá Boleslav, from 1968
to 1989. In this period the factory produced more than three and half
million cars, which were exported to almost fifty countries around
the world. The author has used various kinds of sources, including the Skoda
automobile factory archives, the National Archives (Prague), and the Security
Services Archive (Prague), to add to the vividness of his account. The extent
of motorization undoubtedly makes the wheels of the national economy go
round, because car production demands not only collaboration amongst
a number of entities, but also accelerates the technological development
of that branch of industry. The seven sections of this article partly answer
the question of the degree to which the Czechoslovak automotive industry
managed this difficult task and succeed in holding its own in competition
with the developed democratic world. In addition to the description of the
fundamental aspects of the economic development of this car factory and
the development of plans for the automotive industry in Czechoslovakia in
the 1970s and 1980s, the article considers in detail the various problems
confronting the industry in this period. Particularly in the sixth and eighth
five-year plans, the AZNP found itself in a deep crisis because the planning and
production of the new Skoda 742 (105 and 120) and the Skoda 781 (Favorit)
models demonstrated how inflexible and clumsy central planning actually
was. The information that the secret police (StB) had about the AZNP is
extremely interesting. Because of its size and importance, the AZNP was

under the protection of Czechoslovak counterintelligence and the Mlada
Boleslav branch of the StB closely monitored the urgent problems of the
factory.
The Mlada Boleslav car factory was among the prestigious enterprises
of Czechoslovakia. Not only was there great demand for what it produced,
but the Party leadership also considered it exceptionally important. Car
production was highly demanding in terms of technology and organization,
involving, in Czechoslovakia, more than two hundred entities. The
industry is in general a kind of shop window in which to demonstrate how
technologically developed a certain country is. Skoda cars undoubtedly had
a good reputation around the world in the 1970s and 1980s. They could not,
however, keep up with the highly developed car factories in western Europe.
The way of managing the national economy and the overall atmosphere
in society had an extremely negative impact on the development of this
industry.
In her article, ‘The Status of Women in Czechoslovakia in the “Normalization”
Years’, Kveta Jechova follows on from her previous work that was published
as part of this project. The first article is concerned with the tradition
of the women’s movement in the Bohemian Lands; the second is devoted to
attempts at the liberation of women from household duties, and the third
considers the changes in the way society appraises motherhood, changes
that resulted from efforts to improve the demographic balance.871 Her
latest article is not a mere synthesis of these previous works; instead, it
includes the results of the her most recent research on changes in the welfare
state, the development of relations between the sexes, and the results of
her own research on documents related to the history of the Association
of Women (Svaz zen) in its various guises. The status of women is examined
in four areas. The first is the education of women as a starting point for
their emancipation. The second is the employment of women, which was,
in the theory of socialism and in the practice of building it, considered the
central point of emancipation. The third area concerns changes in the status
of women in the family and the appraisal of motherhood and its consequences
in social policy. The last part is devoted to the representation of women in

public life; it considers the changes in the Association of Women during
the Prague Spring of 1968 and the Women’s Action Programme, which,
however, was nothing more than an idea on paper, now forgotten, and also
the representation of women in the top state bodies and their participation
in decision-making regarding public affairs.
Milan Otâhal’s article, The Attitude of the Public towards the Normalization
Leadership’, provides an overview of how Czechoslovak society felt about
the régime. The régime went through several phases after the Soviet-led
occupation of Czechoslovakia by Warsaw Pact armies in August 1968 and
after the defeat of the reformers at that time. In the period of the restoration
of order’ from 1969 onwards, the public made clear its disagreement with the
new political leadership, which had abandoned state sovereignty, suppressed
reform by force, and deprived the public of an opportunity to participate in
the running of its own affairs. On the other hand, it guaranteed the public
social security and a certain standard of living. Ultimately, the public had
little choice but to conform to the new circumstances and to restrict their
attempts at self-realization to their private lives. Nevertheless, in everyday
life, they did make it clear that they did not identify with the régime. After
a slight liberalization in the second half of the 1980s, they again publicly
expressed their disagreement with the régime with the aim of bringing it
down.
