THE MUNICIPAL DOCUMENTS OF
KROSNO:
A TESTIMONIAL TO THE CITY S HISTORY
Documents, especially royal documents, are an invaluable, sometimes the paramount source of
information on the distant past. Despite the many disasters of a turbulent history that have rava¬
ged
Krosno,
its municipal archives, the deeds and charters granted to this city which was foun¬
ded and incorporated on the grounds of Magdeburg municipal rights by King
Casimir
the Great
in the 14th century
-
have fortunately survived the vicissitudes. The collection of

documents
from
1399-1765
is preserved in the Sub-Carpathian Museum in
Krosno.
Documents were issued by the kings of Poland, who thereby showed their concern for the well-
-being and prosperity of
Krosno,
which was a royal city. The royal will was given legal expression
in a charter, copies of which would be entered in the registers of the Royal Chancellery as well
as in those kept in the town
(gród)
or office of the king s plenipotentiary at
Krosno,
and someti¬
mes in the municipal registers as well. The original documents were addressed to the municipal
authorities and were preserved with particular care and assiduity in the municipal coffer, which
could only be opened by a special set of keys held by the mayor of city, its reeve
(yvójť),
or perhaps
the masters of the local guild.
Royal cities -were economic, cultural, and political centres. They were the headquarters of local ad¬
ministrative officers, and served as the principal links in the network of crown estates and proper¬
ties. Crown estates were managed by an official called
a starosta
niegrodowy
(a starost
or bailiff
independent of the
gród),
while royal estates-in-tail including the chief towns and cities in the
local
powiat
district were managed by
a starost
attached to the king s
gród
authority which was
the other local centre of power alongside and in competition with the municipal council which
represented the townsfolk. Under the kings of the Jagiellonian dynasty
(1396-1572)
Krosno
was
the seat of an independent
starosty.
Krosno s charters and legal deeds may be divided into three groups. The first group is made up
of charters in which the king bestowed new rights and created new laws. The second group en¬
tails royal deeds which affected the municipality and its townspeople on the grounds of existing

provisions,
lhe
third group comprises royal warrants issued to ensure the execution of the laws
and protection of the rights granted by the other royal deeds.
One of the most important types of deeds issued to
Krosno
were those which defined its consti¬
tutional and administrative organisation, ihe key factor determining the way in which it could
develop were the legal relations laid down between the municipality and its reeve, who was the
king s plenipotentiary for local administrative and judicial matters, and held the office on a here¬
ditary basis. Only the most powerful and economically robust municipalities could afford to re¬
deem the hereditary reeve s office. In
1523
the City of
Krosno
bought up the hereditary reeveship
from the wealthy merchant and royal banker Jan Boner, which ranked it in the class of cities as
powerful as Lublin and
Sandomierz,
capitals of their respective voivodeships.
In the 16th century
Krosno
had a population of about four thousand. It had a market day once
a week, and an annual fair which was entered in the calendar of fairs held in the Kingdom of Po¬
land and other European countries.
The townspeople of
Krosno
managed to obtain exemptions on customs duties. Evidence of this
is provided by a royal deed of
1399
which records that the king issued a judgement in a dispute
between
Krosno
and the customs officers of
Ropczyce,
ruling that the merchants of
Krosno
we¬
re not obliged to travel through
Ropczyce
and pay a tax there.
Twelve of the documents in the collection relate to matters concerning the local guilds. Under
Magdeburg municipal law the authority empowered to supervise the activities of the guilds was
the municipal council, which also held to right to lay down new provisions for the guilds. The
deeds which the king issued to confirm guild statutes were an effective means of preventing
a town s aldermen from interfering in the provisions regulating the guilds against the will of the
local craftsmen.
Apart from Krosno s administrative structure, trade, and crafts, the documents also relate to two
other important matters: its infrastructure, and the municipal property and assets.
Krosno
ob¬
tained a royal licence to construct a water supply and sewerage system in
1461,
which was rela¬
tively early. The substantial funds needed to build and maintain it were collected from the tow¬
nsfolk. The repair and maintenance of the walls and towers of the city s fortifications called for
similarly large sums of money.
Krosno
augmented its municipal budget with revenue from the
village of
Szczepańcowa,
which was one of its properties.

century to the first half
of the 17th century show
Krosno
as a city holding the fundamental economic rights, a prospero¬
us municipality with a population of enterprising townsfolk concerned for the rights and privi¬
leges of their local authority, and ready to embark on long-distance trade while at the same time
pursuing local commercial activities. Many of the charters granted to Krosno s guilds show that
its crafts were developing at a vigorous rate, while the licences for the installation of a municipal
infrastructure indicate that in its heyday
Krosno
was a thriving, efficiently run municipality. It
was not until the mid-17th century -with the Swedish invasion and the subsequent wartime deva¬
station that
Krosno
suffered a decrease in population and a dramatic slump in standard of living,
a general fall in its cultural affairs and municipal hygiene. Things did not settle down until after
1721,
when the Northern War came to an end. The period of stabilisation in the 1720s

was followed by a recovery prompted by the reforms introduced by Poland s last king,
Stanisław
August Poniatowski
(1764-1795).
The diversity of the documents listed in the catalogue gives a concise insight into some of the fun¬
damental issues in the early history of Poland (to
1795) -
the legislative powers held by the king
and the parliament, the royal cities and their part in the running of the country, Poland s econo¬
mic history, the relations between its social estates, and many other matters.
The vast amount
ofinformation
presented in this catalogue shows Lhat the Sub-Carpathian Mu¬
seum s collection of historic deeds and charters is undoubtedly an invaluable asset in Poland s
cultural heritage.
Only a few of the royal deeds and charters presented in this catalogue were published before; hen¬
ce this edition, along with the Polish translation of the Latin and Middle High German docu¬
ments, is a valuable source of information on the history of
Krosno.
