Extract from the minutes of the proceedings of a general meeting of the citizens of Philadelphia, held in the State House yard, on Monday the 30th of July, 1792: "It was moved and seconded, that a committee of correspondence, consisting of seven, be appointed to collect information of the sense of the people in different parts of the state, respecting the characters proper to be nominated as members of Congress ..."
