SUMMARY
In the second half of the 50ties the leadership of the CPSU and the Soviet state
under
N.
S. Khrushchev got rid of the Stalinist s thesis that the communism could
prevail all over the world only after a victorious third World War. In contrary to this
idea the new leadership called upon the world to the peaceful economic competition
among the two global systems
—
the communist and capitalist ones. Nevertheless, to
be able to rival the advanced western countries the Soviet Union and its satellite states
needed at first to catch up with them in the field of technology progress, where in
that time the leeway had been enormous. To reach this goal the two basic conditions
should be fulfilled: to throw aside the brutal Stalinist totalitarianism and to allow
a certain degree of system liberalization.
The Czechoslovak Socialist Republic dealt finally with the Stalin s personality
cult in
1963,
when the two rehabilitating committees formulated their results. The
two years later, in
1965
started a progressive economic reform, which had been aimed
at the dialectic harmonization of the two previously antagonistic treated economic
categories
—
the planning and the market. This should lead to the re-vitalization of
the Czechoslovak economy. Nevertheless, even the regulated socialist market
mechanism got such a de-bureaucratic stimulus that the two thirds of the party-
political apparatus became redundant. And this apparatus had been not only the
directive management carrying on day by day the Czechoslovak economy, but it was
also the most influential power-political instrument in the whole society. Therefore,
in
1967
the head of the CP of Czechoslovakia
A. Novotný
stopped the reform and the
profit gained by the enterprises diverted to the state budget.
It was the signal for the Czechoslovak reform communists that an economic reform
alone was not enough and that it should follow also by the radical democratization of
the political system. The start up moment represented the election of A. Dubcek as
a new head of the CP of Czechoslovakia in early January
1968.
It is to be said that the
reform communists dared not to touch the basic ideology and structural attributes of
the Soviet type socialism and tried to democratize just the individual segments of the
social system. Nevertheless, also these movements represented the real danger that
the socialism with the human face would in a short time transform into the classic
western democracy with all the global-political consequences.
The Soviet leaders together with the political establishment of the Moscow satellite
states knew this danger. Therefore in August
1968
they stopped the Czechoslovak
reform attempt by the military invasion. In the Czechoslovakia they were helped by
the quisling groups and individuals who later on played an important role in so called
normalization.
In the time between August
1968
and April
1969
the Czechoslovak reformists tried
to preserve at least some segments of the unfinished reform. But they were not able

to withstand the growing pressure of the inland
normalizators
and their brotherly
helpers from abroad. The notable role in this process gained the First Secretary of the
Slovak Communist Party G. Husak, who already in this phase tried to normalize
the situation in Slovakia according the Soviet apprehensions. When G. Husak in
April
1969
awarded the post of the First Secretary of the Central Committee of the
Czechoslovak CP, the pace of the normalization accelerated.
Step by step the re-establishment of the pre-reform totalitarian system took place.
The important part of it was the brutal party-political purges, which hit not only the
party members, but the broad society, too. In course of the purges the whole generation
of the skillful specialists, who should be able to push forward the technology revolution
in Czechoslovakia, had been led aside. The party-political document The lesson from
the crisis development in the party and the society after the 13th Communist Party of
Czechoslovakia congress had been adopted with the aim to stabilize the new regime
of normalization . But this stabilization converted in the 70ties and 80ties to the
all-embracing stagnation of the Czechoslovak society. This had been one of the most
important causation of the Soviet type socialism break down at the end of 80ties.
