TARNÓW
COUNTY IN THE YEARS
1918-1975
Summary
Upon Poland gaining independence at the close of the First World War, the inad¬
equate state of health of both
Tarnów
County and the residents of the city of
Tarnów
reflected the poor health of the entire Polish population at large. In order to improve
the overall health state of the nation, the Polish Ministry of Interior Affairs
announced a number of measures that were designed to remove public health threats.
The health and hygiene rules which dealt with pupils also appeared in documents
issued by the Ministry of Religious Affairs and Public Education. In the years
1918-
1933,
a major impact on the development of both school hygiene and the individual
students hygiene was made by
Stanislaw
Kopczyński,
the Chief Inspector for health
in the Ministry of Religious Affairs and Public Education, who promoted theories
of general public hygiene, indicating specific methods for implementation of modern
forms of child healthcare.
Amongst the biggest problem was that of infectious disease, which especially
threatened children and school adolescents. In the interwar period, virtually every
school, especially in rural areas, had to cease instruction often several times a year,
due to the spread of infectious diseases: typhoid fever, dysentery, scarlet fever,
diphtheria, trachoma, and measles. The situation was made worse by the fact that
there existed no system of school hygiene in rural areas. The system of school medi¬
cal services, school
hygienists,
and other support staff in rural areas was unknown.
The health condition of school children was evaluated annually by district doctors.
The school physician institution was established after
1929.
A major role in the
promotion of hygiene in schools was played by school managers. They undertook
a number of different activities to improve resources in order to create the right
conditions for the personal development of pupils, as well as for the improvement
of health and hygiene.
Organisations such as the Red Cross, the Air and Chemical Defense League, and
the Scouting movement were the main organizations which dealt with school health
and hygiene issues. These taught about health care, and instilled in students the rules
of hygiene, of a balanced diet, and of the importance of recreational time. They
shaped the pupils attitudes towards caring for their own health by making them
aware of personal hygiene habits as well as focusing their attention on maintaining
the cleanliness of their surroundings.
The large imbalance in numbers between students and teachers, as well as their
parents poor knowledge of what needed to be provided to their children for good
personal hygiene, hindered the school s ability to change their behavior. The out-

break of the Second World War interrupted the slowly improving situation in the
area of school hygiene.
Both the devastation wrought by the Second World War, and the large movements
of population created the threat of epidemic outbreaks. The activities of the newly
formed government in the field of health focused on the prevention and elimination
of epidemics. This was the priority amongst all of the sanitary and epidemiological
issues.
The economic and financial situation of the inhabitants of both
Tarnów
County
and the city of
Tarnów
after
1945
continued to be difficult. Rural schools struggled
for a long time with the problems that they experienced in the interwar period. The
level of medical care in the villages around
Tarnów
was similar or slightly lower
than the rest of the country.
Not all residents of the villages, and thus the schools, had the opportunity to
obtain direct medical care, often accessing it from neighboring towns. It should be
noted that compared to the rest of the country, until the
70
s, living conditions in
rural areas around Tarnow were lower than the national average. This increased the
difficulties in both meeting health care needs and in improving education for villag¬
ers.
In the years
1945-1953,
after World War II, under the auspices of the Ministry
of Education, hygienic care in schools was organised based on interwar practice.
Since
1953,
the organization and supervision of school hygiene was placed under the
Ministry of Health with the name of the School Health Service. The sanitary supervi¬
sion of schools was undertaken by the sanitary and epidemiological division.
School health services underwent several periods of development. After
1956,
in
addition to laying the foundation of organizational health, discussion circles of schol¬
ars and practitioners were held on the concept of student medical and health
-
hy¬
giene in the public health service. Education authorities also initiated a number of
related activities in this area.
The greatest progress in school hygiene occurred in the years
1963-1976.
It was
then that Regional School Health Clinics of methodological and organizational de¬
partments were established. In the cities, health care practitioners usually attended
schools in a part-time capacity.
School medical offices were staffed by nurses, but mainly by school
hygienists,
who were graduates of the National School of
Hygienists.
Dental examination rooms
operated in some schools. School health care in rural areas was performed by doctors
and nurses from local health centers. After
1968,
working methods of doctors and
school
hygienists
changed. Their effort was directed towards pre-medical screening
examinations, identifying and caring for groups of special care students, and the
implementation of health culture. In urban schools in particular, full-time doctors,
dentists, and
hygienists
appeared. Actions connected with the health of students, and
their recreation and physical culture, were undertaken.
The Polish Red Cross had an important role in raising the awareness of children
and young people of the need to care for hygiene. It also helped secure adequate
hygienic and sanitary conditions in school buildings and made students familiar with
the principles of first aid. Selected schools formed associations offering alcohol

prevention programs that targeted students and their parents, stressing the negative
consequences of alcohol abuse. School managers and the majority of educators and
teachers of hygiene, could present their organizational skills, knowledge and compe¬
tencies. This contributed to raising the level of hygiene and health of students, and
motivated students to take better care of their health as well as implementing health-
promoting habits. In contrast to the rural areas of the county, the industrialization
of
Tarnów
in the 60 s and 70 s contributed to the improved financial situation of its
inhabitants. A positive result was the improvement of sanitation and hygiene as well
as better access to health care. As a result of an improvement in overall living stan¬
dards, not only was there better access to healthcare but also the awareness of par¬
ents towards protecting the health needs of their children increased.
