ON THE EVOLUTION OF THE SOCIAL-POLITICAL
THOUGHT OF THE SOLIDARITY
IN THE YEARS
1980-1981.
A STUDY IN SOCIAL PHILOSOPHY
The aim of the book entitled On the Evolution of the Social-Political Thought
of the Solidarity in the Years
1980-1981.
A Study in Social Philosophy is to
propose a certain model of the evolution of ideas and to use that model for
the interpretation of the socio-political thought of the Solidarity . Chapter
1
Theoretical Assumptions, consists of three sub-chapters. The first of those
sub-chapters presents the typology of various forms of intellectual reflection
on politics, such as political philosophy, political doctrine (in the ideological
and the Utopian variants], a political programme and political thought. In the
second sub-chapter I present the materialist-consciousness model of power
in non-Marxian historical materialism, in order to describe its embodiment
in sub-chapter three.
The proposed embodiment
ofthat
model allows one to take into account
the influence of critical ideological discussion on the process of adjustment
of social consciousness to social conditions. This leads me to distinguish two
types of full revolution: the one with naive consciousness, where the process
of collective consciousness evolution takes place by trial and error, and the
one with the critical consciousness, where the process occurs through critical
ideological discussion. My modification of the model of power may be pre¬
sented in the form of the following propositions:

in given social political conditions, a class undertakes collective actions
meant to fulfil its social interest;
-
representatives of the social class who are bearers of ideas formulate
alternative doctrines (ideological or Utopian) and programmes stemming

from those doctrines which postulate a specific manner of implementation
of the social interest of a given class;
-
as a result of critical doctrinal discussions, the programme that gets
accepted is the one that contains the best-substantiated strategy of realiza¬
tion of the social interest;
-
if actions inspired by the chosen doctrine bring about the result that is
consistent with the social interest of the class, then the domination of a given
doctrine is fixed in the social consciousness;
-
if the result of collective actions turns out to be inconsistent with the
social interest of the class, then another cycle of critical discussion of ideas
begins, which leads to correcting the hitherto dominating doctrine (i) or to
the choice of another doctrine offering
-

-
a better-substantiated strategy for the realization of the social interest (ii).
The presented model of ideological evolution through critical discussion is
used in this study to interpret the evolution of the social and political thought
of the Self-Governing Trade Union Solidarity in the years
1980-1981.
Earlier
on, in Chapter II, The Solidarity Phenomenon. An Overview of Conceptualisa¬
tions

present the approaches to Solidarity and the socio-political thought
generated by that movement captured in the subject-matter literature. In this
presentation I will seek an answer to the interpretative question whether
a given conceptualisation captures both the social movement and its socio¬
political thought in a dynamic manner, distinguishing certain stages/phases
of its development or whether it presents a static picture disregarding the
evolution of both the movement and its socio-political ideas. In that Chapter
I present the interpretations of the Solidarity as an insurrection movement,
civic movement, post-modern movement, religious and moral movement,
republican movement, revolutionary movement and social movement.
The assumption I am making in this book is that Solidarity was the
movement of the working class against the system of triple-monopoly of
power, aiming to increase the autonomy in the political, economic and cul¬
tural spheres of social life. Recognition of the nature of real socialism and
development of an adequate programme of action leading to efficient ac¬
complishment of the interests of the working class was the basic mechanism
responsible for the evolution of the ideas and programme of the Solidarity .
This is an interpretation key to the evolution of the Solidarity s social-political
thought applied in the presented book. In the third chapter, entitled Evolution
of Social and Political Ideas in the Years
1980-1981.
An Attempt at Interpreta¬
tion I distinguish three overlapping stages of its development: restitutive,
economic-reformist and cooptative-political, which generated three separate
cycles of critical ideological discussion. In the first stage of development of
the political thought of the Solidarity , usually assumed to last from half of
August
1980
to the end of February
1981,
the aims were typical for a trade

union organization: pay rise, improvement of working conditions and occu¬
pational safety, and also supervising the implementation of concluded social
agreements. However, it soon turned out that in real socialism conditions
in which the state-party apparatus held political, economic and ideological
power, limitation to the tasks of purely trade-union nature led to greater and
greater discrepancies with the interest and the expectations often million
members of the Union. Forced pay rise amidst deepening social and economic
crisis brought greater inflation and sharp deterioration in the supply of basic
goods. Such a state of affairs initiated a policy debate in which voices were
raised supporting the engagement of the Union in economic reform and criti¬
cizing its vindicatory programme.
The economic-reformist stage is customarily dated as lasting from the
meeting of the National Negotiating Committee

of the 1st National Convention of Delegates on

October
1981.
That period
of development began by the adoption and putting under discussion by KKP
of the document entitled The Union s Course of Action in the Current Situation
in Poland. Proposals for Discussion prepared by the team of authors from the
Centre for Labour and Social Studies
[Ośrodek Prac Społeczno-Zawodowych].
The Union s Course of Action was published in the April edition of
Tygodnik
Solidarność ,
thus initiating a nationwide debate. In the course
ofthat
debate
complaints were made that The Union s Course of Action concentrated on in¬
stitutional reforms of the state authority, mainly the judiciary, leaving the
economic reforms to the initiative of the government, omitting the issue of the
state property of means of production and marginalizing the question of em¬
ployees self-management. An alternative project was prepared in May-August
1981
by the Network of Leading Factory Organizations of NSZZ
Solidarność ,
which aspired to act as an alternative expert centre of the Union. In the bills
on the social enterprise and the workers self-management prepared by the
Network the central role was given to the social enterprise managed by the
workers
self-government,
the latter entitled to appoint and remove the en¬
terprise director. The highest authority of the self-government movement
would be the Chamber of Self-government functioning alongside the Polish
Parliament
[Sejm],
consisting of democratically elected representatives of
self-governments of employing establishments, consumers associations, sci¬
entific and technical associations, environmental movements, representatives
of national councils and trade union organizations. The enthusiasts of the
Network s proposal argued that the solution would bring about the separa¬
tion of the political and economic power in the State, with the Chamber of
Self-government serving the function of a community owner of production
means and the Chamber of Representatives deciding on political issues and
international policies.

However, in the course of discussions on the Network s proposal it was
demonstrated that the self-governmental economic reform was impossible to
carry out without the reform of the country s political system. The meetings
of the National Negotiating Committee held in July and August
1981
revealed
the existence of two separate political orientations, of which one was repre¬
sented by
Jacek Kuroń,
who argued against raising the issue of free elections
to the
Sejm,
and the other was personified by Stefan Kurowski
-
an advocate
of making free elections a central postulate of the Union.
The programme of the Solidarity Trade Union adopted at the 1st National
Convention of Delegates contained the aims and intentions present in all the
three stages of the Union s evolution. However, the last stage of evolution of
Solidarity s political thought lasting from October to December
1981
was
dominated by the issue of the scope and sequence of political reforms. The
two political orientations, left-wing with focus on self-government and right-
wing with focus on independence, crystallized. The left-wing circles usually
presented their views in

The right wing published in

and organized themselves into Independence Service Clubs
[Kluby Służby
Niepodległości].
The area of consensus in the operation of central and regional bodies
of the Solidarity Union at that time was the issue of forcing through the es¬
tablishment of the Social Council for National Economy and the preparation
for elections to the national councils. With that latter aim in mind, the draft
electoral regulations for base-level national councils elections were developed
and confirmed on the last meeting of the KKP on

December
1981.
The presented vision of the evolution of the programme and the doctrine
of the Solidarity and its social-political thought which popularized and in
certain dimensions critically developed the movement s programme pro¬
posals falsifies certain widely-held views and (mis-)notions concerning the
ideological output of the first Solidarity , for instance such often-formulated
charges as lack of realism or stability, or lack of any detailed programme. In
the concluding section of the book, entitled Some Remarks on the Solidarity s
Ideological Heritage I critically analyse those allegations.
