The massed daylight bombing raids by Luftwaffe bombers escorted
by fighters, which we now refer to as the Battle of Britain, were
undertaken from July until September
1940.
The main targets were
the convoys in the English Channel, the Channel ports, aircraft
factories and predominantly RAF Fighter Command airfields. The
destruction of RAF Fighter Command would have allowed the
Luftwaffe to gain control of the skies over the proposed invasion area,
the supposition being that RAF Bomber Command, RAF Coastal
Command, and the Royal Navy would not have been able to operate
effectively under conditions of German air superiority.
Whether the Germans would ever have been in a position to
undertake a seaborne invasion or not is still open to speculation,
however, the Luftwaffe s poor intelligence meant that their aircraft
were not always able to locate the correct targets, and even when
attacks on aircraft factories and airfields were successful, they often
failed to achieve the desired results.
Although the Luftwaffe was not really equipped to carry out a long-
term strategic air campaign, its equipment was still capable of doing
serious damage, but the main problem was the

coherent long-term strategy for destroying Britain s war industries,
frequently switching from bombing one type of industry to another
without exerting any sustained pressure on any one of them, and its
poor reconnaissance intelligence on British industry and capabilities.
All of these shortcomings denied the Luftwaffe the ability to make a
strategic difference.
The OKL had not been informed that Britain was to be considered a
potential opponent until early
1938,
and as such it had limited time
to gather reliable intelligence on the country s industries. Moreover, as
mentioned, the OKL could not settle on an appropriate strategy.
German planners had to decide whether the Luftwaffe should deliver
the weight of its attacks against a specific segment of British industry
such as aircraft factories, or against a system of interrelated industries
such as the import and distribution network, or even in a blow aimed
at breaking the morale of the British population, and as such what
strategy there was, became increasingly aimless over the winter of
1940-1941.
Disputes amongst the OKL staff revolved more around
tactics than strategy, which condemned the offensive over Britain to
failure before it began.
Operationally, limitations in weapons technology and the relatively
quick British reactions to any advances or changes in tactics, were
making it more difficult to achieve a strategic effect. Attacking ports
and transatlantic shipping as well as disrupting rail traffic, especially
the distribution of coal, an important fuel in all industrial economies
at the time, would be a positive result. However, the British had
dispersed its production facilities making them less vulnerable to a
concentrated attack.
From
1941
onwards, until the end of hostilities, Luftwaffe policy
continued to mainstream on attacks on London and the country s major
cities, chiefly by night; to interfere with production in the vast industrial
arms factories of the West Midlands, again mainly by night; and to
disrupt the day-to-day life of its inhabitants, yet again mainly during
the night, but also during the day by means of raids by fighter-bombers.
