ABSTRACT
Research into the history of the region is one of the priorities of the scien¬
tific work done at
Pułtusk
Academy of Humanities. The research is pursued
first and foremost at the Faculty of History of the
Pułtusk
TEI.
It spans the
entire history of central Poland, mostly that of Mazovia.
What has always played an important role in the history of the region are its
urban centers which have been in existence in Mazovia since the Middle Ages,
in general. They have been pestered by numerous wars. Mazovia has not been
spared destruction in any of the wars sweeping through the Polish territories
including the Napoleonic wars, the war against Russia following the outbreak
of the November Uprising, the military operations in World War One, or the
Bolshevik invasion of
1920,
just to mention a few.
It was as late as the turn of the 18th century, after the numerous barriers and
restrictions which had been in place in the Polish Nobles Republic were abol¬
ished, that Mazovia was given an opportunity to develop. This publication is
focused on the social and economic as well as cultural transformations of
Mazovian towns following Poland s regaining independence after the parti¬
tions, and in the interwar period. Numerous articles of which it is comprised
refer to a variety of urban „pull factors, including industry, crafts, and trading.
What was of huge importance to the development of Mazovia
s
urban cen¬
ters in the years
1815-1830
was the protective „new urban policy of the
Kingdom of Poland. That was when a decision on establishing textile mill
housing estates not only in the region of Lodz, but also in such towns as
Gąbin
Gostynin, Ostrołęka,
or
Pułtusk
was made. The estates were intended for cloth¬
iers brought mostly from Prussia.
It was Jewish entrepreneurs, as a general rale having foreign contacts, who
stimulated the development of Mazovia
s
industry, communication, and, in par¬
ticular, commerce. Craft businesses were a source of income for people of
Jewish faith, too. The Polish urban population of Mazovia traditionally earned
their living from their craft businesses, and also from agriculture.
The development of urban centers in Mazovia manifested itself through
positive demographic changes which were both the result of granting civic
rights to Jews with no restrictions for them to settle down in towns, and of the
land reform for peasants in the Kingdom of Poland in the 1860s. Cheap peas-

ant workforce available in abundance in the greatest urban centers in Mazovia
speeded up their industrialization and urbanization. The improved living con¬
ditions resulting from the land reform benefiting some of the peasant popula¬
tion had a positive impact on the operation of both the regional and the local
markets in Mazovian towns.
At the threshold of the 19th century when Mazovia was incorporated into the
Prussia-controlled part of the former Polish territories, after the abolition of
numerous privileges enjoyed by royal burghs, the Jewish urban population of
Mazovia kept growing. Characteristically, it was mainly people of Jewish faith
who accounted for any increase in the urban population of Mazovia.
The economic expansion of the Jewish entrepreneurs and merchants could
not be restrained by the administrative orders issued by the authorities of the
Grand Duchy of Warsaw and later on, of the Kingdom of Poland to have sepa¬
rate Jewish zones established in the towns of Mazovia. In some of the towns
Jewish inhabitants accounted for as much as
60-75%
of their entire population.
That led to antagonisms on the economic grounds between the Polish and the
Jewish inhabitants, and manifestations of anti-semitism were not rare.
What deserves a mention is also the fact that numerous German colonists
settled down in towns in the western part of Mazovia. They mainly earned their
income by working in the industrial sector, and from craft businesses. The
multinational past of Mazovia
s
towns over the last two centuries was reflect¬
ed in the religious buildings belonging to their Jewish communities, to their
Evangelical parishes of the Augsburg confession, or to the Russian Orthodox
church present in those territories at the turn of the 19th century.
Parishes of the Russian Orthodox church were mostly established on the
level of
a gubernia
(province), in the cities of Warsaw,
Płock, Łomża,
and on
the poviat (county) level where the Tsar
s
officials and Russian teachers used
to settle down, and where the Russian garrisons were. The garrisons, connect¬
ed by a vast system of railroads used for military purposes, made a significant
contribution to the economic development of the towns of Mazovia in those
days. The latter owed their growth to their favourable location on rail routes,
on main road routes, and/or on navigable watercourses, in particular on the
Vistula and the
Narew.
What stimulated urban growth were also the administrative and education¬
al functions of the towns. It was the reputation enjoyed by some of the then sec¬
ondary and lower secondary schools providing academic learning (e.g. those in
Płock, Pułtusk, Łowicz, Łomża)
that attracted vast numbers of students from
the whole of Mazovia to the towns.
Similar factors also determined the growth of Mazovian towns in the years
1918-1939,
after regaining the independence by the Polish State. In the days of

the Second Republic, the regiments stationed in Mazovia helped to foster the
community spirit and the cultural life of the garrison towns, as in the case of
Pułtusk
which was garrisoned by the 13th Infantry Regiment.
The authors of some of the papers included in this publication refer to the
cultural changes occurring in Mazovian towns with regard to their housing con¬
ditions, religious buildings, public utilities, everyday lives of the inhabitants,
and others.
As it follows from individual papers, the towns of Mazovia had a significant
impact on the economic, social and cultural development of the region in the
19th and in the first half of the 20th centuries.
It should be hoped that this publication will inspire further research provid¬
ing a deeper insight into some new aspects of the social, economic and cultur¬
al life of Mazovian towns over the last two centuries.
