RESUME
In the last two decades, the Czech political system has undergone
significant changes. Original communist regime has been substituted
by democratically elected institutions. Public administration which
has crucial importance for correct functioning of every state has also
been a part of vast transformation of the former communist society.
Program goals of governing political parties are realized through Pu¬
blic administration and it is a place where every citizen gets in touch
with the state.
Last experience with the modernization of Public administration
proves that local political actors clearly play a key role in formulating
specific public problems and their changes into political problems
which become an agenda of not only local political actors but usually,
they are transferred to the national level, too.
Submitted monograph deals primarily with the issue of political
actors in the process of modernization of Public administration. Basic
politics theories state that political processes (making a decision, exe¬
cution of a decision, controlling a decision) are not practically possible
without political actors. We ordinarily regard the political parties as key
political actors because they are the main initiators of political decision-
making in modern democratic society which has imminent impact on
the functioning of public politics and Public administration itself.
Publication is divided into three main parts. In the first part called
Theoretical definition, three basic politics theories which in their sub¬
stance might serve to theoretical explanation of political parties task
and the process of modernization get approximated. They are the theory
of new institutionalism, multilevel governance and political networks
and social constructivism. In the second part called The problem of
political actors in Public administration, the author focuses on defi¬
nition of public and private political actors and on a case study from
the Dutch setting, he generally analyzes the task of political actors in
the process of decentralization. In the last third part, the task of

actors in the processes of Public administration modernization is
examined. Firstly, attention is given to the development of the Czech
Public administration and after that, to political actors which are obser¬
ved in various models of Public administration: multilevel, procedural,
client and purpose-built. In the last subch
apter,
the author attempts
to provide brief typology of actors on the regional level.
In the following monograph, we have unambiguously proved that
modernization of Public administration is not a problem of individual
states but that it is rather a global issue which influences every modern
society. Evolution of civic society, interest in public matters, control of
public power, growing reluctance with corruption and abuse of autho¬
rity by political actors in Public administration, non-functioning Pub¬
lic administration, incompetent decision-making, these are all reasons
why in the society, there is such a strong demand for modernization
of Public administration and its approximation to citizens.
And it is the political actors who are eventually the powers that have
respective authorities and competencies at all governing levels in order
for them to actively enter these processes, formulate current problems
of Public administration and prepare corresponding solutions. Today,
every change in quality of Public administration functioning gets a label
of modernization and this process is dynamic and it gradually evolves,
as shown by not only the political practice in the Czech Republic but
also in other member states of the
EU.
After all, Public administration
must continuously react to the evolution of civic society and appro¬
ximate its needs because it is expected to serve citizens and bring the
public power closer to them.
