SERBS IN THE KINGDOM OF HUNGARY
1790-1918
Abstract
History of the Serbs in the Kingdom of Hungary is not equally studied in all
its periods. On the eve of the Second World War, a group of prominent historians
published two volumes of the history of the Serbs in
Vojvodina in
encyclopaedic
format, but it only covers the period up to
Timişoara
Council in
1790.
The situa¬
tion is the same with the History of the Yugoslav Peoples written by a group of
well-known historians and published in
1960.
It does not cover the period after
1790
and the whole 19th century until the end of the First World War. This peri¬
od was presented only partially in a large number of various studies, articles,
treatises and supplements, but not in the form of a synthesis. Our renowned his¬
torian
Dušan Popović
perceived the gap and wanted to fill it, but not until
1963
when in the third volume of his history Serbs in
Vojvodina
he covered the time
from
Timişoara
Council in
1790
to Annunciation Council in
1861.
Twenty years
after that, the fifth and the sixth volume of History of the Serbian People were
published by
Srpska književna zadruga
covering the period after Annunciation
Council in
1861.
This History, when it was released, truly filled that scientific and
cultural gap. However, the history of the Serbs in the Kingdom of Hungary was
shown as a part of the entire history of the Serbian people. Therefore, it had to be
limited in themes and in length and substantially reduced to the most important
details. In addition, it was written by a group of authors so it could not be con¬
ceptually uniform, acting more as a collection of papers than a comprehensive
synthesis. Published more than thirty years ago and scientifically indispensable,
it now can be significantly enlarged and enriched by many new scientific discov¬
eries. Regarding such state of our historiography, the author of this book has de¬
cided to present as a whole, in one book, in the form of a comprehensive analyt¬
ic-synthetic study, that part of the history of the Serbs in the Kingdom of Hunga¬
ry from
Timişoara
Council in
1790
until the end of the First World War and the
unification of
Vojvodina
and Serbia in
1918.
The content of the book is divided into

chapters and
63
subchapters. The
first chapter includes the period from
Timişoara
Council in
1790
until the Revo¬
lution of
1848/49.
It points out that the Serbs in the Kingdom of Hungary lived in

different administrative and political divisions: in the Military Border (Srem,
German-Banat
and
Šajkaš
Battalion), in the counties (Srem,
Bács-Bodrog
and
Torontál)
and in the districts
(Velika Kikinda
and Potisje). The living conditions
and socio-economic development of the Serbs in those areas were not the same,
which the author illustrated with many specific examples. He emphasized that
they were all unified by the Metropolitanate of
Karlovci,
divided in the Kingdom
of Hungary and in Croatia into several eparchies: Srem,
Bačka,
Arad, Timişoara,
Vršac, Pakrac,
Piaski
and Buda.
Regarding the importance of the First Serbian
Uprising and the closeness of the Serbs living on the both sides of the
Sava
and
Danube rivers, a great number of pages in the book have been devoted to their
connections and to the echoes of the Uprising among the Serbs in the Kingdom
of Hungary. In this section of the book a considerable attention has been given to
the political situation and cultural relations.
The second chapter is dedicated to the Revolution of
1848/49.
This is the
most extensive section of the book in which the Revolution have been presented
monographically from all possible viewpoints. First, it has been explained how
and why the Revolution in Austria broke out and what the main characteristics
of the Hungarian Revolution were. Social, economic, ethnic, religious and cul¬
tural position of the Serbs in South Hungary before the Revolution has been de¬
scribed. In this context, a reference was made to the demands of Serbian people
and causes of misunderstanding and conflict between the Serbs and the Hungar¬
ians. Special attention was paid to the following: the May Assembly and its deci¬
sions, strained relations between the Serbs and the Hungarians because of the
Military Border and its subordination to the Hungarian government, the role,
importance and activities of the General People s Board, the attack on
Karlovci
by general Hrabovski, and the beginning of the war with the Hungarians. The
author has paid due attention to the war, military operations, military camps,
major battles, the balance of power between the Serbs and the Hungarians and
attempts to settle them, to the atrocities of the regular Hungarian army, Hungar¬
ian and Serbian refugees and to the conflict between
Dorđe Stratimirović
and
Patriarch
Rajačić.
Considerable attention has been paid to the attitude of Serbia
towards the Serbian national movement in the Kingdom of Hungary, to the
spiritual unity shown by the Serbs and relations between the Serbs and the Cro¬
ats during the Revolutions, to the attitudes of Austria and its Court towards the
Hungarians and the Serbs during the Revolution, and to the causes of the Serbian
defeat and the fiasco of the Revolution with disastrous consequences.
The third chapter shows the time of Alexander Bach s absolutism
(1849-
1860).
In this section of the book the author has explained how and why the
Voivodeship of Serbia and
Banat
of Temeschwar was founded and what the re¬
action of the Serbs and the Hungarians was. He has mentioned the reforms con¬
ducted by the absolutist system and showed that in the territory of the Voivode-

ship they did not meet the level of social and economic development, having a
devastating effect at the time of transition from feudal to capitalist mode of pro¬
duction. Using the archival data not used previously, the author depicted a situa¬
tion that prevailed in the whole Kingdom of Hungary, including the
Voivode
-
ship, under rigid absolutist government and police regime designed to strengthen
the centralistic system focused on creating a nationally unified German state out
of the multinational monarchy. In spite of declared fidelity to Austria and its
Court, the Serbs were disappointed with what they got and also dissatisfied and
indignant because of the absolutist government, so when the Crimean War broke
out they hoped that it was the moment when, helped by Russia, they would get
rid of the government that did not bring anything good to them. At that time
they were ready to reconcile with the Hungarians, equally oppressed by Bach s
hateful authorities, and unitedly remonstrate against them. Dissatisfaction of
Serbian and Hungarian people in all parts of Voivodeship (or
Vojvodina) was
enormous and they expressed it in different ways, long before Austrian defeat at
the Battles of Magenta and
Solferino in
the Lombard plain in
1860.
Discontent
simmered in
Vojvodina,
especially after the military debacle of Austria. Prisons
were full of the malcontents. The Serbs and Hungarians adopted united front in
fight against Austria, absolutism and Germanization. It was evident everywhere,
at every turn, and it also came to light in Svetozar Miletic s program article pub¬
lished in Srbski
dnevnik
under the title On Tucindan1,
I860 ,
published after the
abolition of the Voivodeship of Serbia and
Banat
of Temeschwar .
The fourth chapter addresses the issue of Austrian government reorganiza¬
tion and attitude of the Serbs towards this problem in the period
1861 -1867.
This
issue was also on the agenda of Annunciation Council in
1861,
so the author has
described in details the activities of the Council, emphasizing the historical sig¬
nificance of its decisions. It has been carefully analyzed from all possible aspects
of the policy
ofthat
time, because the Serbs were not unanimous on the issue of
legislative reorganization of the Monarchy
-
some of them were for federalism,
the others for centralism, and the third-party was for dualism. The author has
also considered the attitudes of the Serbs from the Kingdom of Hungary towards
the Eastern Question and its resolution, which was connected with their attitude
to the legislative reorganization of Austria. The Principality of Serbia has been
given a proper attention, since, at that time, it had a substantial influence on the
Serbs from the Kingdom of Hungary, especially concerning legislative reorgani¬
zation of Austria and the resolution of the Eastern Question. Due to the political
disagreements over key issues (legislative reorganization of Austria and resolu¬
tion of the Eastern Question), in Serbian newspapers
ofthat
time, such as Srbski

the rudiments of
future
Serbian political par¬
ties could be clearly conjectured. The author could not omit to show the role and
importance of the United Serbian Youth, a significant national, political and cul¬
tural phenomenon at that time.
Fifth chapter covers period of time and problems of the Serbs in the King¬
dom of Hungary from Austro-Hungarian Conciliation of
1867
to the Congress of
Berlin in
1878.
Since Svetozar
Miletić
played the most important role in the po¬
litical life of the Serbs in the Kingdom of Hungary in sixties and seventies of the
19th century, his main political ideas have been presented in this chapter. The
Hungarian Nationalities Law of
1868,
the program of Serbian People s Freemind-
ed Party adopted in
Becskerek
(present-day Zrenjanin) in
1869,
and the cam¬
paign against the People s Party and
Miletić
led by
Đorđe Stratimirović,
Patri¬
arch Samuel
Maširević
and Hungarian Minister-President Count
Gyula An-
drássy,
have been presented in details. The author has paid due attention to the
Military Border and its role in the Serbian aspirations of liberation in the King¬
dom of Hungary. In this regard he has shown how the Serbs lost their political
importance when the Border was abolished and when there no longer were about
60,000
well-armed and trained Serbs as border guards to support their move¬
ment. In order to present more comprehensively the directions of Serbian politics
and fight against Hungarization, and also the internal conflicts among the Serbs,
the author has analyzed the political program of
Đorđe Stratimirović
from
1873,
the conflict between Svetozar
Miletić
and
Niko Maksimović
from the same year,
as well as the historical significance of the Revision of Croato-Hungarian Concil¬
iation of
1873,
which resulted in separation and conflict between Serbian People s
Freeminded Party and Croatian People s Party. Special sections in this chapter
have been dedicated to the following topics: Serbian national-religious autonomy,
the Hungarian Education Act which promoted Hungarization, the attitude of the
Serbs from the Kingdom of Hungary to the uprising in Bosnia and Herzegovina
in
1875,
and socialist ideas that emerged in the seventies of the 19th century.
The sixth chapter presents the issues and events related to the Serbs in the
period from the Congress of Berlin in
1878
until the end of the First World War in
1918.
At the first place the author has explained how, when and why the Serbian
Independent Party in Srem was founded. He has further dealt with the origin and
notability policy in the Kingdom of Hungary and in Croatia, the fight against
notability, the disintegration of the Serbian People s Freeminded Party and the so-
called Tucindan tragedy when
Jaša
Tomić
killed
Miša Dimitrijević.
In different
sections of the book, party programs of the Radicals, Liberals, and Nonconform¬
ists have been analyzed, the attempts to establish new political parties (Democrats
from Kikinda and
Srpstvaši
from
Novi Sad)
have been presented, and it has been
shown how the Serbs in the Kingdom of Hungary reacted to the events related to
the Balkan wars. Regarding the fact that in this period, from the Congress of Ber-

till the end of the First World War, the most important role in Serbian politics
played

Desancie
and
Jaša
Tomić,
the author has presented their po¬
litical ideas and qualified them as two political opposites. The final sections of the
book relate to the socialist movement and the socialist press of the Serbs in the
Kingdom of Hungary in the late 19th and early 20th century, and also to the situ¬
ation and position of the Serbs in the Kingdom of Hungary during the First World
War and to their decision to directly join the Kingdom of Serbia.
This book covers all important national, political, religious, social, legal and
ideological issues. It shows, from the first to the last page, like a red connecting
strand, the continuous struggle of the Serbs to preserve their national and reli¬
gious distinction and their pursuit of the recognition of political individualism.
In order to retain their national identity and to protect themselves from violent
Hungarization, the Serbs were constantly fighting to preserve their national-reli¬
gious autonomy, aspiring to expand it to the territorial autonomy.
Continuously for over
120
years, from the First Serbian Uprising until the
unification of
Vojvodina
and Serbia in
1918,
a reader can follow all the events
and all the connections between the Serbs living on the both sides the
Sava
and
Danube rivers, and understand that the unification of the Serbs from the King¬
dom of Hungary with the Serbs from Serbia was their constant aspiration and
goal. Also, reading this book the reader can follow the relations between the
Serbs from the Kingdom of Hungary and the Croats, from the time of Illyrian
movement until the creation of the common state, and to understand how and to
what extent these relations were significant, and sometimes fatal, for national
and political development of the Serbs in the Kingdom of Hungary. This particu¬
lar part of Serbian history concerning the relations between the Serbs from the
Kingdom of Hungary and the Croats has not been known so far, but it is essential
for the understanding of many important issues of Serbian history from the sec¬
ond half of thel9th and early 20th century.
It is important to note that all the events related to the Serbs from the King¬
dom of Hungary the author has not observed and evaluated only locally but from
a broader political and geographical aspect. Issues like the Eastern Question and
its resolution, the
Austro
-Hungarian Conciliation of
1867
and the Croato-Hun-
garian Conciliation of
1868,
Revision of Croato-Hungarian Conciliation of
1873,
the Military Border and its abolition, the uprising in Bosnia and Herzegovina in
1875,
political parties agendas and relations between the Serbs, as well as many
other issues, the author has related closely to the political aspirations and goals of
Vienna, Budapest, Zagreb and Belgrade. Due to such method of observation and
evaluation, this history of the Serbs in the Kingdom of Hungary has acquired
completely new dimensions, previously unknown.
To write this book, the author has used a vast amount of relevant literature
in Serbian, German and Hungarian language. In addition, for some subjects cov-

ered
in this book, the author has used the abundance of new, previously un¬
known and unused archival materials from domestic and foreign archives and
libraries. Making the book readable, the writer has deliberately refrained from
burdening it with the notes. Instead, at the end of each chapter he cited the most
important used sources and literature.
The book is illustrated with portraits of some important figures, engravings
of large towns in
Vojvodina,
headers of major Serbian newspapers, convocations,
famous battles from the time of the Revolution of
1848/49,
and maps.
At the end of the book there is a list of abbreviations, an index of personal
and geographical names and a glossary of foreign and little-known words.
