Summary
An economic-financial analysis
of the transition in South-Eastern
European countries
This scientific monograph and all previous studies and experiences show
that there is no universal recipe for transition and that key resources in this
process are political pluralism and market economy, which should provide the
replacement of totalitarian political system and command economy by institu¬
tions of constitutional democracy and market economy, as inevitable conditions
of wholesome and fundamental democratic transition of post-socialist societies.
There are many aspects covered in the various definitions of the transition.
Clarification of many contemporary phenomena and processes depends on the
conceptual understanding of the transition. The study of this aspect of the fun¬
damental transition changes is a complex and comprehensive task. The very
fact that it is a process with an unclear outcome, that is changes of known and
entry into the unknown, speaks enough about the complexity of the process. Its
reduction only to the economic sphere, where its synonyms are privatization and
(even complete) repression of state from economic trends; the political sphere
in which it is equated with political pluralism, democracy and freedom; or the
cultural sphere which includes the freedom of cultural expression and creativity,
represents unwarranted simplification.
Therefore, transition as a process is often determined as something from
which one enters something designed and historically unaccomplished. In all
these determinations, one neglects the fact that all economic, political, cultural,
moral and other systems and subsystems cannot be artificially copied and inocu¬
lated but that they are, on the contrary, greatly determined by development of
production forces, tradition, historical experience, national mentality and many
other factors. Therefore, each individual definition necessarily carries numerous
weaknesses and deficiencies.
Transition is an attempt to modernize societies "late in industrialization",
where developed Western societies are set as a role model, with all their simi¬
larities and differences.
Changes that included all fields of our economic cultural and political life in
recent years confirm the justification of causes and conditions that contribute to
structural changes in economic sphere. Our economic, legal and political sci¬
ence has not left enough space for this problem. Mentioned circumstances, as
well as the fact that there is a certain number of disputable issues and problems
in transition, both in theory and practice that require to be studied.
This scientific monograph and many years of study lead to the conclusion that
in all societies, to smaller or greater extent, inherited or acquired obstacles are

expressed, which make constitution of new social organization and establish¬
ment of a new socio-economic system more difficult. "This especially refers to
accepted monocultural identity, i.e. domination of monistic political culture, as
well as relatively low democratic aspirations of most citizens. Almost all empir¬
ical studies warn about this. If we add wars to this, as the most devastating forms
of social conflicts, then the weight of their transition gains dramatic proportions.
They equally refer to material, institutional, social and spiritual structures
[1]".
Studies reported in the monograph confirm that transition in economic sphere
is primarily marked by:
—
transformation of proprietary social relations towards privatization and public
property;
—
leaving guided, state-planned economy and affirmation of market and market
mechanisms of the regulation of economic life;
—
fundamental economic reforms of "post-socialism" in accordance with inter¬
nal production, business and other possibilities and prevailing tendencies of
market economy of contemporary world where grey economy is in regularly
limited proportions;
—
broad and comprehensive processes of social and economic development of
other changes.
In former socialist republics, dominant production relation was state property
over means of production. Private property over means of production (including
property over land) was limited by laws and each private initiative was con¬
strained and limited because of fear that individuals would become rich and
that capitalism would be restored. As the main owner and master of means of
production, the state regulated entire economic life in details.
Logic of the market was replaced by the will of party-political elite. The place
of the law of values was occupied by state plan. Result is slow, expensive, ir¬
rational and non-efficient economy.
On the one hand, there was artificial policy of full employment, and on the
other full lack of motives of workers for better and more productive production.
After the initial, primarily ideological, mobilization and economic growth in
years after the revolution, most of these countries have entered stagnation and
economic difficulties. Precisely in this economic dimension, i.e. inefficiency of
state-planned economy it is necessary to look for main conditions of disintegra¬
tion and falling of socialist systems. Therefore, one of the first questions after
the failure of socialism was the issue of transformation of state into other forms
of property, primarily private and shareholder.
Therefore, analyses in monograph show that decade flows of transition pro¬
cesses in post-socialist countries develop at different pace and content. Europe¬
an Bank for Reconstruction and Development measures the success of transition
by eight main indicators whose order of significance is the following:
—
privatization of big companies;
—
privatization of small companies;
—
restructuring of economy and the role of the state;
—
liberalization of prices;
—
foreign trade liberalization and foreign exchange system;
—
anti-monopolistic policy;
—
reform of banking sector and liberalization of interest rates and
—
securities market and non-banking financial institutions.

Evaluation
of the achieved level of transition is measured from

tionally with 4+), and economies of post-socialist countries are evaluated by
synthetic indicator. If it is less than
2,
particular economy is not considered as
economy in transition. According to experts of this bank, the highest synthetic
indicator, as a measure of achieved transition level, has Hungary
(3,5),
then
Poland and Slovakia
(3,25),
Slovenia
(3,125),
Estonia, Latvia and Lithuania
(3),
while for Russia it is
2,875,
and Yugoslavia only
1,625 [2].
When it comes to transition in Serbia, studies in monograph and PhD thesis
confirm the fact about distinguishing three periods:
-
period prior to wars
—
reforms from
1988—1991,
-
period of sanctions by UN (June
1992),
blockade by
EU
and NATO bombing,
-
period after wars until today.
In the first period, tendency towards the reform is obvious: "internal conver¬
tibility" is introduced, hyperinflation is stopped, privatization is attempted
through the evolution of forms and shapes, announced the plan for sanation of
a country,
restauration
of country is achieved and clear orientation towards the
stimulation of foreign investments is achieved.
Lack of political consensus both regarding the fate of former Yugoslavia and
key issues of transition, disintegration of country and war in close environment,
sanctions and overall policy of international community towards FRY, devas¬
tation of country and most vital potentials, lack of basic system laws or their
restrictive character, as well as a series of other factors have jeopardized the
majority of initial transition steps and determined the future.
There are a few ideas and transition problems, where in studies in PhD thesis
and this monograph, we came to facts and data, so we can mention:
-
social-economic understanding of transition,
-
ethical-political understanding of transition,
-
economic-systemic problems of transition,
-
normative-legal problems of transition,
-
general and special characteristics of countries in transition.
Reform processes as an accompanying phenomenon of transition is followed
by numerous reforms, such as:
-
legislation reform,
-
reform of state governance and administration,
-
reform of education with personnel education.
These characteristics of economy required for basic transition model of
SE
European countries to include the following components:
-
privatization of state-owned companies,
-
liberalization of prices and abandoning state subventions as an integral part of
liberalization of domestic trade,
-
elimination of barriers for establishing new private companies and economic
organizations,
-
liberalization of financial market,
-
liberalization of foreign trade by abandoning import quotes and export per¬
mits,
-
closure of foreign trade organizations owned by the state,
-
establishing efficient management of economic organizations,

balancing of the state budget by increasing taxes and reduction of consump¬
tion of public sector.
In
2011,
the economic and social changes in Central and Southeastern Eu¬
rope have shown the existence of two models of transitional reforms in the way
from the planned economy to market economy. First we observe it in developed
countries that have managed to implement the accelerated liberalization and pri¬
vatization, as well as a broad
macroeconomic
stabilization. This has allowed the
development of institutional infrastructure that has facilitated the development
of all forms of markets and encouraged economic growth. In countries with less
developed economies and a rudimentary market infrastructure, these processes
have been more modest in scope and are accompanied by numerous political
and other constraints, structural imbalances, the bypassing of legal norms and
marginally unstable production and prices.
First, more developed model of transition is observed in Central Europe:
Hungary, Poland, the Czech Republic and Slovenia.
Transition, defined as a change of the economic system and economic struc¬
ture of the former socialist countries in line of the construction of the market
system, is the first step that this country must take in order to be able to make it
to the
EU
and to be able to meet its accession criteria. The transitional changes,
in turn, should enable the acceleration of economic growth and the achievement
of several key forms of
macroeconomic
equilibrium, which is another set of
conditions (in addition to legal, political and other) that must be fulfilled to en¬
able the former socialist countries

On the other hand, the transition in South-Eastern Europe followed the pre¬
vailing degree in another, more rigid model of the transition. Of course, in ad¬
dition to common features, there are significant differences between countries
in transition
-
so that the above distinction of transition models is conditional.
EBRD
-
European Bank for Reconstruction and Development classified all
countries in transition in two groups. First group includes "countries of more
developed phase of transition" and the second includes "countries of less devel¬
oped transition phase". Criteria that served for this classification were based on
qualitative evaluation of particular fields of transition. This evaluation served
for the formation of transition indicators that refer to three key elements:

companies,
2)
market and trade,
3)
financial institutions.
Countries of Southeastern Europe
-
Albania, Bosnia and Herzegovina, Bul¬
garia, Croatia, Former Yugoslav Republic Macedonia, Romania, Serbia and
Montenegro
—
are classified in the second group. However, Serbia, in terms of
transition results, can hardly be compared to other members of the group because
it was exposed to sanctions, isolated and exposed to NATO bombing in
1999.
This scientific monograph gives indicators through the analysis of real over¬
view of situation in society, not only in Serbia, but in other transition countries
as well, that

Europe is the least developed part of the continent, which in
its history has not recorded longer period of economic stability and prosperity,
unlike central European countries, which were among the most developed coun¬
tries before the Second World War.
