Summary
The study analyses a critical period in Russian history in
which the Stalinist faction of the Bolshevik party carried out
a fundamental transformation of the country. This resulted
from the war threat perceived in
1926/1927,
which stressed the
necessity to assure the defence of the Soviet Union, showing
in this context the weakness of the Soviet economy which had
already been ailing before World War I. The war threat also
showed that the Bolshevik party had little control over the
rural areas, being largely unable to use their production of
foodstuffs to finance the planned industrialisation.
The struggle over the direction of further developments
was won by the Stalinist faction, which completed the transi¬
tion from an oligarchic government to a dictatorship of one
man, Stalin, and a state controlled by military and bureaucra¬
tic methods. Towards the end of the
1920s
it forced through
and put into practice its concept of accelerated modernisa¬
tion of the country in the form of hasty socialist industriali¬
sation and forced collectivisation. Both phenomena became
the core of the transformation of the country with a number
of accompanying phenomena, including marked changes in
the social structure of the population, with forced expulsions
of peasant farmers and small traders, despite the rapid rise of
the working class and the marked urbanisation of the country.
The decade-long changes included compulsory transfers of
millions of kulaks which 'necessitated' the creation of a clas¬
sic system of forced labour camps known as the Gulag. The
collapse of agriculture during the forced collectivisation re¬
sulted in a widespread famine in
1932-1933,
and the famine
and the forced transfers caused an uncontrolled influx of the

rural
population
into towns and a dramatic increase in crime
and other pathological phenomena in society. The Stalinist
regime attempted to counter this by controlling people's mo¬
vements and operating a system of internal passports.
Initially subject to control over the rural areas and their
resources, the rapid development of the industrial base was
exploited by the arms industry and by the Red Army, which
started a complete rearmament and built up brand new types
of armed forces. After some hesitation, Moscow's foreign po¬
licy also underwent a radical change of orientation following
Hitler's rise to power, beginning to ally itself with France and
attempting to pursue a policy of collective security. Although
Stalin's modernisation operations laid the foundations for
the economic power of the USSR, it was one of the most bru¬
tal periods in the country's history, when a heavy price was
paid for the economic successes in millions of human victims
and a shift in the country's political system.
