This book examines how governments in Nigeria may achieve their laudable
aspirations if they apply the concept of strategic appraisal/assessment
(SA)
in the effort to achieve good governance (GG) and sustainable development
(SD) in the country. It justifies the need for governments to institutionalise
strategic environmental assessment (SEA) alongside the prevailing
environmental impact assessment
(EIA)
process, to improve existing
environmental protection processes and SD measures in Nigeria. Using
SA
as a benchmark appraisal technique of plans, policies and programmes,
it attempts to evaluate the decisions and actions of governments in
relation to projects evaluated in the case-study chapters. It argues that
SA
of decisions and actions has great potential to improve governance and
human wellbeing in Nigeria. Although Nigeria is making progress towards
SD, it is far from achieving the Millennium Development Goals (MDGs),
which are minimum targets expected of global nations, by
2015.
The book
echoes that good governance and sustainable development are indivisible
and recommends that the goals of living in an enduring, eco-based and
natural law-oriented, modern Nigeria, should be realised with the aid of
GG, efficiently directed to achieve a progressive and sustainable economy,
rooted in sound science and excellent arts and social sciences.
This book is a great addition to existing literature on SEA for three main reasons.
Firstly, it is centred on the role of SEA in governance, emphasising the fundamental
role of SEA in science-policy interface, where SEA literature is rather limited.
Secondly, it develops the concept of
SA,
using such untypical strategic cases in
SEA literature as Nigeria s Bonny Local Government s microcredit scheme. Thirdly,
it communicates the realities of politics and its related government planning and
developmental challenges in Nigeria to the entire world.
