Summary
The presented research "The Persian Cossack Brigade:
1879-1921"
deals with the political-military aspects of creation and develop¬
ment of the regular force organized by the Russian military officers
in Iran in
1879.
Throughout the nineteenth century, the Qajar dy¬
nasty
(1797-1925)
of Iran undertook several unsuccessful attempts
to build a regular army under the guidance and tutelage of profes¬
sional European military missions. These continuous attempts of
military reform reached its peak with the foundation of the Persian
Cossack Brigade.
The senior officer from the Russian General Headquarters com¬
manding the Brigade, formally declared "in charge of the training of
the Persian cavalry", was actually given great authority. He was ac¬
countable only to Iranian War Minister. But in the middle of 90's,
since the Persian Cossack Brigade turned into the best trained and
drilled military detachment in the Iranian army, its status rapidly
advanced
—
the Brigade reported to the Prime Minister and then
ultimately to the Shah. Formally, the Brigade was guided by politi¬
cal instructions deriving from the Russian envoy to Tehran, as well
as from the command of the Caucasian military district.
Due to the renewal of the Anglo-Russian historical rivalry, which
re-emerged in Iran at the very end of the nineteenth century, the
Russian leadership took steps for strengthening the Persian Cossack
Brigade as a potential lever for political influence and control. So,
the Persian Cossack Brigade served Tsarist Russia and the Qajar dy¬
nasty dutifully
—
particularly in maintaining Russian hegemony
vis-
à-vis
the British in the northern part of Iran.

During the Constitutional movement in Iran the Persian Cos¬
sack Brigade showed itself as a personal bodyguard of Mohammad
Ali Shah
(1907-1909)
defending him in his struggle against the
Constitutionalists. The participation of the Persian Cossack Bri¬
gade in the coup d'etat of
1908
sharply altered the Iranians' atti¬
tude towards the Brigade, transforming its image from a respected
military institution into a discredited unit feared and resented by
many Iranians.
Since the victory over the absolutist regime in July
1909
the
Constitutional government failed in its attempt to dissolve the Per¬
sian Cossack Brigade or at least, eliminate the Russian officers from
the Brigade. The only change which was "achieved" by the Consti¬
tutional government regarding the status of the Brigade was that
henceforth the Brigade was directly subordinated to the War Min¬
ister. But, in fact, the Brigade remained under full Russian control.
Moreover, the Russians succeeded in foundation of new Cossack de¬
tachments (otryads) besides Tehran, in the principal administrative
centers of Northern Iran, carrying out the Russian political agenda
in that part of the country.
Having violated Iran's declared neutrality in the World War I
(1914-1918)
Russia and Britain used its soil to fight against the
Central Powers in Iran. As far as the Brigade wasn't able to carry out
independent military operations against them, it served as an auxil¬
iary force to the Russian army. Any way, at the end of
1916,
without
approval from the Iranian authorities, the Russians transformed the
Brigade into the Cossack Division.
Following the downfall of Tsarist regime in Russia in February
1917,
the Russian Provisional Government that came to the pow¬
er continued the Tsarist policy along the same lines regarding the
Persian Cossack Division. Although Russia was Britain's ally in the
war, the re-invigoration of the Cossack Division's role in Iran dur¬
ing the war was regarded as a real threat to British interests in Iran.
But the situation changed dramatically in the result of the Octo¬
ber coup d'etat of
1917
in Russia, when the Bolsheviks relinquished
the rights over the Persian Cossack Division and demanded its'
disbandment.

The new military and political situation in Iran, emerged in the
country at the end of
1917
and the beginning of
1918,
when the
Russian forces were leaving Iran for Russia: gave to Britain a strong
incentive to seize the Division. The seizure of the Division was car¬
ried out in two stages
—
respectively in
1918
and
1920
when the
Iranian Colonel of the Division
Reza Khan
(the founder of Pahlavi
dynasty) took the leading part in it. Thanks to him the British man¬
aged to dismiss the Russian officers from the Cossack Divsion and
take a full control over it.
Under the threat, imposed by the Bolsheviks to the territorial
integrity of Iran, and immense impact of their anti-British propagan¬
da, that expected to be intensified after the signing of the Soviet-
Iranian agreement, the British planned to counter it by the build¬
ing of anti-Bolshevik belt along the Soviet-Iranian border. According
to the British calculations, the emerged Iranian nationalism in the
form of dictatorship could be an effective barrier against the Bolshe¬
vik ideology. In February
21, 1921
that is five days before the sign¬
ing of the abovementioned agreement, by the assistance of detach¬
ment of the Persian Cossack Division under the command of
Reza
Khan the British organized and guided the political coup d'etat.
Since
Reza Khan
became initially a commander of the Persian
Cossack Division and a War Minister, he actually carried out the
British plan related to the reorganization of the armed forces of Qa-
jar Iran. |
