SüMMAÄY
Trying to overcome the traditional analytic nihilism of papers
dealing with Czechoslovakia in
1968,
stemming from the military oc¬
cupation, the author has selected the concept of freedom of speech
as the focal point of his work. As a comparative study, this work eval¬
uates the different interpretations of its role and meaning and identi¬
fies five autonomous approaches.
The Party dogmatists consider the freedom of speech to be a source
of counterrevolution. But it is not enough; they go even further and
construct a spy theory in which counterrevolution in the media was in
preparation for many years before
1968
and is organized during the
reform year together with antisocialistic forces, both domestic and for¬
eign. The key argument for the dogmatic point of view is the absence
of its interpretation in the media during the period concerned. The
dogmatic interpretations were made official by the military presence
for the twenty years following
1968.
The reformers try to integrate freedom of speech in their reform
and go even further, attempting to make it an instrument for its en¬
forcement. Instead of becoming a mere tool, freedom of speech in
the media becomes an element of autonomous control, in itself po¬
litically uncontrollable. The reformers hesitate between its repeated
restriction and their attempts for consistency of freedom of speech
as part of the reform. The invasion of Warsaw Pact armies turns the
situation around, but without any effect on the tactics of the reform¬
ers, who continue to use the media to endorse their newly normal¬
ized reform.
Realistic criticism focuses on the manifestations of irresponsibil¬
ity in the press, which on the one hand threatens the reform, while on
the other hand it is not able to depart from the temporary system of
reformed Communism. The realists, however, are not unified and exhibit
various preferences: some focus on the military presence itself and
decide to stay devoted to socialism under the new conditions, aban¬
doning both reforms and freedom of speech; others turn their back to

socialism and blame freedom of speech for having part in the causes
of the occupation.
The unnamed , non-members of the Party, interpret their self-es¬
tablishment as an opposing political movement both theoretically in
the media and practically by establishing parties. Some of their man¬
ifestations tend to converge toward the present power elites while
some are more divergent. Several even propose criticism against the
system. However, their influence remains no more than a source of
interesting subversion.
Finally, the radical democrats approach freedom of speech as an es¬
sential condition for their politics, together with plans for reconsti¬
tuting the society as an autonomous political entity. Their attempts
to articulate the reestablished existence of public opinion are nev¬
ertheless from time to time accompanied by an overestimation of
their own role. They tend to substitute journalism for politics and
become, from a certain point in time, a power of its own with little
democratic responsibility.
Considering the centrality of the freedom of speech in Czecho¬
slovakia in
1968,
the different voices of the Prague Spring, interpret¬
ing the role of freedom of speech as a source of counterrevolution, an
instrument of reform, a manifestation of irresponsibility, the focus
of subversion and a space for articulation, corresponded to the dif¬
ferent interpretations of the meaning of the period as a whole. Al¬
though not in its entirety, those who preserve radical democracy at
least as a possibility are the ones able to overcome the tank-induced
trauma and have the courage to persist in thinking socialism without
the tanks.
