THE WARS OF THE PEOPLE S TRIBUNE.
A CASE OF
ANDRZEJ LEPPER
One of the greatest dangers of modern democratic regimes is undoubtedly
demagoguery. The plague of this phenomenon is unfortunately inherent in the
political systems based on the rule of demos, which define people or nation
as their sovereign, and transfer the most important political decisions to the
majority of the citizens or their representatives. Thus, demagoguery becomes
a tool used by all environments and political parties, regardless of their ideology
and doctrine. We can find examples of demagoguery in social democrats, liberals,
and conservatives, populists and Christian Democrats. However, demagoguery is
particularly important among to those representatives of populist parties whose
communication and political programs are usually nothing more than just this
demagogy. The Wars of Peoples Tribune is a study which concentrates on such
demagogic practices of
Andrzej Lepper,
the leader of the populist party called the
Self-Defense group of Poland.
Lepper appeared in the public life in the early nineties as the leader of one
of the agricultural unions. The first decade of his activities was a period full of
events that ended up on the front pages of newspapers and outraged the political
elite and the media. Public lynching together with shaving off the hair, dumping
of imported grain on the railroad tracks, blocking roads and public buildings,
burning effigies of Prime Ministers and Ministers, and his statements which were
full of such expressions as knave loafer bandit or killer were all part of his
everyday life and are just some examples of Lepper
s
public activity.
2001
was a turning point in his political career. As the head of the Self-Defense
he became a Member of Parliament and stood at the head of a third political force
in the Polish Parliament. Famous attempts to civilize Lepper and to absorb
him and his party into the political system failed
-
he was not even tamed by

the position of deputy speaker of parliament, which he soon had to part with. In
2005 -
after the failure of the planned coalition of the Civic Platform with the Law
and Justice
-
the leader of the Self-Defense supported the minority government
of
Kazimierz
Marcinkiewicz, and in the second round of presidential elections
officially supported Lech Kaczynski as a candidate for President. In this way, in
2006,
he became the Deputy Prime Minister and the Minister of Agriculture in
the offices of the Law and Justice. Lepper was accused of complicity or at least
responsibility for the outbreak of a so-called land scandal, a sex abuse scandal,
followed by accusations and ejection from
Jarosław
Kaczynski s government and
electoral defeat in
2007.
Lepper s brief career begs the question about the key to this success.
Demagogic practices allowed him to create himself as the people s tribune and
fighter for peasants and workers rights (sic!). But it would not be unusual
and the success of other populist party leaders could be interpreted in the
same way, regardless of the time and place of their activities. After all, ancient
Roman populists, with the Gracchus brothers at the helm, Russian Populists,
the activists of the American Populist Party in the 19th and 20th centuries the
representatives of Brasilian populism of Getulio Dornelles Vargas, Argentinian
Peronism, populism of Vladimir Meciar in Slovakia and Peruvian populism of
APRA
party used analogous forms of media and communicated with the public
in a similar way. But the most interesting in Lepper
s
discourse are the threads of
a warlike character, which are extremely significant from the point of view of the
effectiveness of his impact on the citizens. This monograph is an invitation to the
world of
Andrzej
Lepper
s
wars and also a study of his political statements which
framed this world of wars .
In The Wars of Peoples Tribune the author presents an interpretation of evil in
the Third Polish Republic, which the leader of the Self-Defence Party promoted
and disseminated among his constituents (Part I: The evil of the Third Republic in
Andrzej
Lepper s interpretation). In his opinion the Third Polish Republic could
not be just, joint and several, as it was founded on the anti-national betrayal of
the communists and post-Solidarity opposition, whose symbols were the Round
Table (chapter titled The origins of the Round Table). The elites of the Third Polish
Republic
-
whether of Solidarity or post-communist origins
-
were considered
by Lepper and his associates to be traitors, who had renounced their concern for
the national and public interest for their own political purposes and individual
ambitions. The leader of the Self-Defense warned against all those traitors and
collaborators who hid in the European and international institutions, government
offices, public and commercial media, which
-
in his opinion
-
had little in
common with independence (chapter titled The omnipresent enemy). In his
discourse Poland is therefore presented as a country in which there is a constant

conflict between the rich and the poor, honest and thieves, those who work and
those who take advantage of their work (chapter titled
Тіге
Republic of Poland

Republic Divided). These divisions can be overcome only by Lepper s and his party s
support and joining the war on the world of elites which is the world of evil.
Lepper shows himself as one of the major participants in the war which
has been taking place in Poland since
1989
(Part II: Lepper
s
war against the post
Round Table evil)
-
this is a brave war on post Round Table governance, but very
difficult to overcome. The author shows ways in which the leader of the Self-
-Defence Party attacks the most important activists of political groups hostile to
him, such as
Aleksander
Kwasniewski,
Jerzy Buzek and Leszek Balcerowicz, and
makes them scapegoats (chapter titled The omnipresence of scapegoats). Lepper
tries to unmask the intentions and objectives of the biggest political parties
(chapter titled Mendacious politics) and presents his interpretation of the process
of political transformation in Poland after
1989,
with particular emphasis on the
issues of privatisation and the so-called sale of national heritage (chapter titled
Opposition to privatisation)
.
In Lepper s political jargon the Third Polish Republic
is a country ruled by incompetent and unscrupulous politicians who become the
heads of state and leaders of the nation (chapter titled Opposition to incompetence)
through skilful use of social engineering and new media in the eyes of a large
part of Polish society. The recipe for victory against evil, which he shows to his
voters, gives him the full power and eliminating once and for all the traitors of the
political game under the sign of the Round Table.
In The Wars of Peoples Tribune the author also shows the media behind the
wars conducted by the populist Self-Defense (Part III: The war of media with the
populist knights). It was the media that took on the task of revealing the truth
about Lepper and his party (chapter titled Incommensurability of demands
and practices). They
onen
reported about unlawful practices of Lepper s party
members or the leader himself (chapter titled Rape on the rule of law), criticized
the lack of any real political program of the Self-Defense Party, and the absurdity
of some of its political, social and economic demands (chapter titled Substantive
vacuum). The object of this analysis was also the methods adopted by some
activists of Self-Defense characteristic
-
according to some journalists
-
for
political troublemakers, not for responsible politicians, who can take responsibily
for the fate of the state and society. In this way the media, which was critical about
Lepper and his party, formed part of the Lepper s interpretation of socio-political
reality in which the media were only unwilling puppets of the post Round Table
treacherous elites.
The wars, which Lepper fought with the so-called political and media elites
for over a decade gave him a permanent place in Polish public life, and they
eventually led to his defeat. Although his party hit political oblivion after the

elections, without even obtaining

of the votes, which made it uneligible
for subsidies from the state budget, Lepper made his mark in the history of the
Polish Parliament as the Deputy Speaker of the Polish Parliament, Deputy Prime
Minister, the Minister of Agriculture and Rural Development, an MP, a leader of
a party which often decided about the political fate of parliamentary voting. It is
possible that his political activity, and in particular his political jargon, has had
an impact on Polish political culture and parliamentary customs. This thesis is
therefore a study of the warlike rhetoric of the creator of the phrase Balcerowicz
must go and its impact on the overall populist interpretation of the socio-political
reality after
1989.
