SUMMARY
Ideas in Vaclav Klaus s policy
During his presence in political life of the Czech Republic, lasting more than
20
years, Vaclav Klaus became the subject of numerous, often categorical evaluations
formulated by publicists, journalists and politicians, both in his country and abroad.
Only few made an effort to determine the sources of his public opinions or the reasons
of his actions. The problem stipulated in this book refers to Vaclav Klaus s ideas and
their influence on the decisions and political choices he made. The study covered
all of his most important public life spheres
—
internal and international politics
(especially the one referring to European integration), economy, social issues and his
philosophy of life.
The world of Vaclav Klaus s ideas is created by opinions and values typical, on
one side, to liberalism, and on the other
—
to conservatism. In the field of economy
he emphasises the superior role of an individual, freedoms and equality of chances,
he opposes to an excessive interference of the state in functioning of the market and
a citizens life, at the same time presenting an attitude attributed to the modern version
of classic liberalism focused on economical issues
—
libertarianism. As a conservative,
he points to the state and its democratic structures as the only area where social
relations can be shaped, he rejects the term of a civil society treating it as a threat for
democracy, he protects the place of a national country in European integration, and
he also represents a conservative philosophy of life. Klaus rejects an attitude that
conservatism and liberalism are contrary to each other, he even thinks that liberalism
is a part of conservatism protecting the freedom of action and sharing the faith in
a spontaneous development of the world and rejecting the vision of a welfare state.

Summary
In his statements, Vaclav Klaus uses references to both ideological classics with ease,
knowing also the arguments of their critics. However, it is difficult to notice a special
expansion of the theses we already know. Klaus rather deepens their meaning, showing
their topicality and pays attention to their practical meaning. He does not confine
himself to repetition of the main arguments of liberalism and conservatism, but he
does not examine it in a critical way either. Klaus does not refer to great topics that
used to be present in the Czech political thinking, he rarely closes his conceptions
limiting them only to his own nation and country. He does not think of the sense of
the Czech history, he does not try to characterise the criteria of being Czech and he
does not try to find the goal of the Czech nation s existence. His concepts do not grow
out of universal ideas, typical for the modern political thought.
Klaus
s
ideas are not new and he cannot be considered as a creator of a new ideology
or an intellectual trend, however there is no doubt they are really present in his life,
creating a coherent and consistent system. Klaus is a man of ideas and they are important
to his decisions and political choices. So, he is a politician of ideas.
Although being attached to his values, for more than
20
years of fulfilling the most
important functions in the country, Vaclav Klaus often had to choose between the
things he wanted and the things he could do. He presented great pragmatism when
implementation of the accepted political plans required an ideological compromise. He
is not a theoretician who could have the comfort of promoting the truth he thinks are
right, regardless of the circumstances. He is a politician who wants to build the world
according to his own vision. He came to the politics with some luggage of ideas and
convictions and he quickly understood that an effort related to their implementation
must be related to pragmatic compromises.
It is difficult to anticipate which of the opinions on Klaus would become permanent
when he is not present in the political life anymore. However, there is no doubt he has
left his stamp in his times not only as a politician, but he shaped the situation he has
influenced not only with his decisions, but clearly with his ideas and opinions as well.
He is one of a small group of contemporary politicians who have decided not only on
the things now and here , solving current problems, but they have also shaped the
existing reality and have given a new character to their place in the time and space.
