Mass and Cartel Parties: Sources of Theory
for Interpreting the Development of
ČSSD
and
KSČM
in
2000-2010
This publication presents the results of research on the development of
ČSSD
(the Social Democratic Party) and
KSČM
(the Communist Party) in the Czech
Republic over the first decade of the 21st century
(2000-2010),
with primary
attention devoted to the second half of the decade. The research was guided
by two basic questions. First, how have
ČSSD
and
KSČM
changed over the
past decade, ie. what empirically observable organisational characteristics
can be identified in connection with these parties, and how can they be cat¬
egorised on the basis of those characteristics. The research and categorisa¬
tion drew on cartel party theory (Katz, Mair). Second, how can the observed
transformation be explained. The authors aimed to trace the more general
and direct causes of the transformation, the exact course of change, and its
timing. They drew on cartel party theory generally and multi-stream theory
(Kingdon, Zahariadis) specifically.
In response to the first research question the authors observed the follow¬
ing characteristics pertaining to
ČSSD:
election campaigns are professional¬
ised, partly externalised, and are run in part through the party s permanent
organisational components directly subordinate to the party leadership and
in part through ad hoc contracts formed with external actors. The operations
of the parry and its election campaigns especially are supported by financial
resources rather than the activity of party members. Campaigns are very ex¬
pensive and leave the party very dependent on the organisation of elections
and on election outcome; at the very least they are to some extent self-refer¬
ential in nature. The main source of funding both for election campaigns and
for party activity in general is the state; however, a key role in initiating this
mechanism is placed by the convergence of state resources and the parry s
own resources. Membership fees play a marginal role in the total volume of
the party s financial resources. Decision-making power is concentrated within
narrow leadership circles extending into the highest ranks of the parry s rep¬
resentation in Parliament and the government. In relation to this and the na¬
ture of the election campaigns the party is characterised by greater personali¬
sation, the phenomenon of charismatic leadership , and a focus on a narrow

group of leaders or directly on the party chair. In this context, organisational
change has an ambivalent effect. The centralisation of the decision-making
process within a narrow circle of top leaders and primarily in the hands of the
party chairman certainly leads to greater efficiency in the organisation of elec¬
tion campaigns, but this centralisation has also been accompanied by strong
personalisation, both inwardly and outwardly, which has on the contrary re¬
duced the effectiveness of election campaigns (the anti-Paroubek movement
as a mixture of anti-communism and a lack of aesthetic appeal of an individ¬
ual). With the small number of party members, party membership becomes
a marginalised category, the distinction between members and non-members
is more relaxed, and individual membership comes to take precedence over
position in the organisational hierarchy. However, this trend, spearheaded by
the centralising aims of the parry s leadership, does not produce a top-down
model but rather a compromise in the form of a new model, a stratarchy, in
which the centre and the lower ranks of the party hierarchy are mutually au¬
tonomous. The difference between members and non-members is not diluted,
but given the weakness of the membership base and the needs of election
campaigns political personnel tend to be recruited among not just party mem¬
bers but to a growing extent also from outside the party.
Organisationally
ČSSD
thus fulfils or shows an evident tendency towards
fulfilling the typological definition of a cartel party. These characteristics or
tendencies are particularly evident in the years
2006-2010,
but many of
them originated in some features of development during the first half of the
first decade of the new millennium (e.g. centralised decision-making, a mar¬
ginalised membership base, the transformation of the party s funding base).
The authors observed the following characteristics for
KSČM:
election
campaigns were primarily internalised
-
although in the second half of the
observed period not exclusively so
-
and were based mainly on the collective
efforts of party members, with financial resources playing a small role. State
contributions played the biggest role in party financing, while membership
fees were of marginal significance, both economically and symbolically. In¬
ternal party mechanisms were democratic in the sense that they secured
close ties between the party leadership and the membership base, prevented
the centralisation of decision-making, and allowed the membership base to
preserve the status quo. Members generally played a key role in the function¬
ing of the party.
KSČM
thus did not undergo the same organisational trans¬
formation as
ČSSD,
and in the typology of political parties its organisational
characteristics make it more a mass type than a cartel type of party.
To answer the second research question the authors primarily drew
on multi-stream theory, which explains the process of decision-making in

a modern complex organisation as the outcome of the action of a player
so called entrepreneur , an initiator of change, who takes advantage of an
opened window of opportunity, when he tries to couple three mutually in¬
dependent streams of events (problems, solutions, politics) driven each by
their own logic. In this sense the organisational transformation of
ČSSD
was
a response to structural pressure exerted by the nature of the party system
and institutional conditions (above all the increasing frequency of elections
combined with a shallow electoral base, inter-contamination of electoral are¬
nas, a weak membership base) and to a situation of crisis (in particular,
recurring election failures, even in elections that were founded on the pro¬
gramme priorities of
ČSSD).
Steps towards solutions had existed earlier, but
at a certain point they accelerated sharply, and this was caused by the fact
that roughly around the middle of the first decade of the new millennium
when a window of opportunity opened and the stream of problems coupled
with a stream of solutions (a management approach, political marketing)
and the stream of politics (personnel changes, a sharp increase in financial
resources). The result was a new model of election campaign that gradually
brought about and legitimised the introduction of a number of changes to
the internal functioning of
ČSSD
and influenced events even in areas that
were not directly related to its functioning. Specifically, using multi-stream
theory the authors identified three reasons why changes occurred quickly and
dramatically in some areas while in others they proceeded more slowly (the
difference between steps taken within the direct authority of the centre and
steps taken within the authority of other levels of the parry hierarchy) and
why not rarely they went even further than the initiators behind them had
intended, or why they led to a different outcome than expected (the changes
were accelerated by earlier development or an unexpected convergence oc¬
curred between earlier development with different motivations and new de¬
velopment, a typical example being the centralisation of decision-making).
KSČM
did not experience the same organisational transformation as
ČSSD,
in part because of the different place it occupies in the parry system,
and in part owing to its inert organisational structure and more generally
its logic and the motivation of actors inside the parry. In the
1990s
KSČM
survived the change in regime that had just occurred and managed to adapt
to the environment of the new regime. For
KSČM
as an organisation this was
an undeniable success. The common denominator of most factors behind
this success was the party s organisational conservatism and the stability of
a membership base with a united identity. Or at the very least that is how
it appeared to actors inside the party. The membership base rooted in the
organisational structure was not however just a source of success for the

party s survival,
it also limited the possibility of any kind of change and
functioned as a dependable defender of the ideological and organisational
status quo. This is especially apparent during the first decade of the new
millennium. The structural pressure that was felt by
ČSSD
was also felt by
KSČM,
but it was far from as strong, and the window of opportunity for
change never appeared, so
KSČM
followed the trajectory of
ČSSD
either with
a delay or not at all.
