Summary
This book, The Denuclearization of Ukraine, Belarus, and Kazakhstan, is
a study based on an evaluation of local primary sources and publications
of Western origin. It describes the beginnings of the foreign and security
policies of post-Soviet Ukraine, Belarus and Kazakhstan after
1991.
The
key aspects of these policies are exemplified through the shaping of
attitudes of these newly independent states towards the nuclear weapons
inherited following the Soviet collapse.
The core question that this book strives to address concerns the
motives behind the decision of these three post-Soviet republics to
embark on complete nuclear disarmament. Similarly, the book explores
the factors that influenced these countries to renounce the nuclear
option, accede to the Nuclear Nonproliferation Treaty, and disarm.
In terms of organization, the book opens with an introduction to
the topic, providing the analytical framework. The core consists of three
separate case studies examining the denuclearization policies of Ukraine,
Belarus, and Kazakhstan, respectively. The concluding essay attempts
to explain the chosen paths of denuclearization in a comparative
perspective.
The analysis finds that Ukraine, Belarus, and Kazakhstan all made the
decision to renounce the nuclear option under the pressure of exorbitant
political costs associated with attempts to keep the inherited nuclear
arsenals. In this context, particularly the feared response from the major
powers in event the three countries went nuclear as well as further losses
stemming from their missed opportunity for integration into the world
community proved decisive for newly independent Ukraine, Belarus,
and Kazakhstan to disarm. Adding to this was that maintaining of an
independent credible nuclear deterrent would have required significant
resources, which were unavailable to any of the three countries, as well

as the insurmountable barriers, both military and technical, for assuming
their inherited nuclear arsenals under own operational control.
The book concludes by arguing that neither Ukraine, nor Belarus or
Kazakhstan emerged as Soviet nuclear successors by choice, but rather
as an unintended byproduct of the historically unique situation which
arose from the collapse of a nuclear superpower. The experience of these
three post-Soviet republics can nonetheless prove valuable and, as such,
deserves further investigation as the lesson learned could eventually help
avoid past mistakes when coping with the more pressing cases of nuclear
proliferation which might lie ahead. |
