Résumé
Czechoslovakia and the Holy See
This text and the publication itself deal with the issue of diplomatic relations
between the First Czechoslovak Republic and the Holy See in the inde¬
pendent Czechoslovak state's first decade of existence.
During complex and often dramatic negotiations marked by mutual
ignorance, prejudice and demonstrations of strength, not only was the
regulation of diplomatic relations involved and the fraught relations be¬
tween two sovereign states, but above all the resolution to the issue of the
position and influence of the Catholic Church in the political reality and the
ideological atmosphere of postwar Czechoslovakia. A resolution to many
years of efforts was eventually found in an accord that was symptomatically
described as a modus
vivendi,
i.e. a means of co-existence, concluded in
early
1928.
For the Catholic Church the initial period of the existence of the
Czechoslovak state was very complicated. It had lost its privileged position:
Austro-Catholicism was now definitely a thing of the past and the Church
could no longer rely on the power of the monarch or the central authorities
of the monarchy. It had to get used to the new situation in the new
conditions under the Republic. It was also troubled by an internal crisis that
manifested itself in the emergence of a new national Czechoslovak Church
and the defection of many members due to the rise in freethinking,
modernist and progressive ideological trends. Hence for many Catholics the
Republic meant the end of the "good times".
At the same time the political issue of the Church became an endurance
test for the young Czechoslovak state. Many Czechoslovak authors and the
like considered that just as the Republic had "dealt with" Vienna, sym¬
bolizing the Empire, so it would also deal with Rome as the symbol of the
Catholic Church, perceived as one of the mainstays of the hated
Habsburg
Empire.
In the Czech environment in particular we witness a huge anti-Catholic
campaign that resorted to tendentious historical stereotypes representing
the Church as a decaying, obsolete organization that went against the

interests of the nation. The reality, of course, was far more complex. The
new Republic did not succeed in achieving a settlement with the Church and
nor was it able to do so. Thanks to its position and influence, particularly in
the eastern parts of the new state, the Catholic Church assumed an in¬
fluential position whereby its standpoints and views could not be over¬
looked. Moreover, despite the large number of defections the majority of the
population still professed Catholicism. On the other hand, however, the
Church was unable to entirely promote its views in the new circumstances.
The influence of modern trends, as well as the new Czechoslovak Church
and other Christian denominations along with various progressive groups
was not insignificant.
Hence after some hesitation the new state had to decide on a com¬
promise solution that reflected the real influence of the Catholic Church
and radical demands from some Czech "progressives". Here the Czecho¬
slovak government played the role of arbitrator. Its tactics consisted in an
effort not to break off all ties with the Vatican, even though radical "pro¬
gressive" circles tried everything to achieve such a rupture. It was clear to
the Czechoslovak side that it could not suddenly break off mutual relations
that had been built up over centuries, and the publicized separation of
Church and state would mean the state lost the control over the Church
which it had meant to maintain in view of the objective influence and status
of Catholics in society as a whole.
Hence the government did not in any way allow for a radical break with
the Catholic Church. It was more concerned with limiting Church
influence, particularly in education and culture, with measures involving
formerly compulsory religious instruction, the equal validity of civic
marriage ceremonies, burial methods and so forth.
On the other hand an alliance between the Church and the state was of
benefit to the Catholic Church itself, at two levels in particular. The first was
the not insignificant financial issue involved in the conservation of Church
property and the provision of state subsidies for Church operations. It was
of course important to the Church that in view of worldwide developments
Czechoslovakia gave Catholics the opportunity to operate freely and did not
restrict the rights of the Catholic Church to any substantial extent. The free
operation of the Catholic Church was evident in a number of areas, both
intellectual and cultural, as well as in the field of charity, demonstrating that
the Church was able to establish itself in the new conditions of the Republic.
Its activities in this key area of modern history are of indisputable relevance
and should come to be a subject for systematic historical treatment.

Naturally, each side got to know its opponent in its own way, testing it to
see how far it could go. As a result we can witness within these mutual
relations foot-dragging, provocations and affairs of the most varied kind.
Paradoxically, the most famous of these, the Marmaggi Affair, however much
it was perceived at the time to be a sore point in mutual relations, ultimately
helped to clarify them and to achieve the modus
vivendi,
which opened up
an entirely new stage in mutual relations, when in those troubled times of
international political crisis during the
1930s
the Catholic Church emerged
as one of the mainstays of
internar
Czechoslovakia. It is not by chance that
we have added the subtitle From enmity to cooperation to the title of our
study
-
for the shift in mutual relations between Czechoslovakia and the
Holy See during the interwar period was truly remarkable.
Our study presents a first attempt at a comprehensive treatment of this
issue. We are aware that much within it has remained in rough outline or
unsaid, but we believe that it will promote a fruitful discussion between
specialists and will provide an incentive for further research work in this
area.
