The conference, held on
14
and
15
April
2011
in Blagoevgrad, entitled
„National Unification of Bulgaria
(1940-1941)",
was attended by senior Bulgarian
scholars and young researchers from the Bulgarian Academy of Sciences,
Macedonian Scientific Institute
-
Sofia, universities, archives and museums,
studying the foreign policy, the economic development, the culture and education
and the building of state and administration carried out by the Bulgarian State in
the newly liberated lands inhabited predominantly by Bulgarian population. The
presentations, published in this collection, by means of unbiased facts and methods
of historical science clarify basic questions related to Bulgarian politics during
the national unification of the Bulgarians from
1940
to
1944,
including Dobruzha,
Western Outlands,
Vardar
Macedonia and the Aegean region.
-
The reasons are examined in detail for the government in Sofia to take a
very responsible and major political decision for invasion of the Bulgarian troops
in Yugoslavia and Greece in April
1941.
-
The process is further clarified of the emergence of the Bulgarian people's
self-government, after the withdrawal of the Yugoslav army and the administration
of Skopje; the extremely cordial welcome is shown of the Bulgarian army by the
local population in its entering into the region after April
19, 1941.
-
The development, structure and functioning is traced out of the Bulgarian
state administration in Macedonia and Thrace in the first half of the
40
s.
-
The role of the Bulgarian state is identified for the elimination of the
effects of the German-Yugoslav and the German-Greek war, and for reconstruction
and expansion of infrastructure (especially railways) for the normal functioning
of economic and cultural processes in society. The directions of investment flows
are investigated from Bulgaria to Macedonia and Thrace for the development of
railway and road network as well as new installations.

The tracking down, gathering, and release from captivity of the Bulgarians,
mobilized as soldiers in the Yugoslav army are clarified as well as the care taken
by state authorities for their returning home. Excellent and friendly relations which
existed between soldiers of the kingdom of Bulgaria and the local population were
illustrated as well as the military mobilization and training of young people from
Macedonia as Bulgarian army soldiers.

The restoration of the diocese of the Bulgarian Orthodox Church in
Macedonia and the restoration of the long forbidden spoken Bulgarian language in
liturgy in Christian churches are explained.
-
The role of the Bulgarian government for the revival of cultural life in
Macedonia is revealed, including the establishment of the first „National Theatre"
in Skopje and its financing from the budget of Bulgaria, which made it possible to
develop extremely fruitful theatre activity in the course of four year. The revival of
cultural centres in Macedonia furnished with Bulgarian literature and the building
of the „Union of community centres" in Macedonia is shown as well as the work of
the National Museum and National Library, established by Bulgaria there.

The role was highlighted of the Macedonian Scientific Institute

Sofia, to
support cultural revival process among Macedonian Bulgarians.

The role of Bulgaria was traced out for the creation of Skopje University
„Tzar Boris III Unifier" laying the foundations of serious academic study in the
Bulgarian language in this part of the Balkans. The normalization of the educational
process in schools was also traced out and their supply of textbooks and all necessary
materials.

New evidence is given concerning the role of the newly established
Bulgarian periodical press in Macedonia, especially the newspapers „Totality
of Bulgaria" and "Macedonia", the magazine „Macedonia" and dozens of local
newspapers and commemorative sheets, published in the first half of the
1940
s.
The annual exhibitions are recalled of newly printed and old books, organized in
the cities of Macedonia in the period from
1941
to
1944.

Attention is paid to the positive response among the Macedonian
Bulgarian emigration in the United States, Canada and Australia to the processes
in Macedonia at the time of national unification, undertaken on the initiative of
Bulgaria after
1941.
-
The crucial role was traced out of Fifth Bulgarian army to guard the borders
of Macedonia, and to avoid arbitrary action by the Greek, Italian and Albanian
factors residing in the southern and western boundaries of the area. Precise figures

are given, related to the enormous scale of Bulgarian military and civil property,
which the wartime administration left in Macedonia, after the evacuation of the
area after September
5, 1944.

The role of national liberation organizations, activists, intellectuals and
public figures that left a trace in the nation unification process in
1940-1944
is
examined.
-
The truth is not saved about the counteraction exercised by the Bulgarian
police to the performances of leftist elements in Macedonia, compatible to the
attitude
ofthat
institution to the communists and left agrarians in the old borders of
Bulgaria.
-
The fair, peaceful mission of the Bulgarian state, its investment, creative,
cultural, educational and recreational role in the „new lands"
-
Macedonia,
Dobrudja, Western Outlands and Thrace is analyzed with scientific method.
-
Historiographical issues on the subject are outlined, which have impact on
the contemporary foreign relations between Bulgaria and its neighbours.
The collection includes one of the most valuable „golden pages" in the all-
Bulgarian history relating to the processes during the Second World War, when the
Bulgarians in Macedonia, Thrace, Dobrudja and the Western Outlands experienced
a kind of national revival partially overcoming the spiritual damages as a result of
the denationalizing policy of the previous years.
Lessons can serve as a basis and an example of how, in the conditions of
modernity, relationships can fruitfully be developed, especially between Bulgaria
and Macedonia, as long as the truth about the past be understood and explained
benevolently in order that current and future generations in the two neighbouring
and kindred countries could benefit.
The manifestation of goodwill in explaining the past is an important
condition for the appearance of normal, good neighbourly relations and natural,
constructive partnership between the governments in Bulgaria and the other Balkan
countries.
