SUMMARY
The issue of cultural landscape is increasingly becoming a public question. Land¬
scape contributes to the formation of local cultures and is a basic component of
the European natural and cultural heritage, contributing to human well-being and
consolidation of the European identity. It is an important part of the quality of life
for people everywhere. Landscape planning and management should respect the
continuity of human activities because cultural landscape is a result of long-term
nature-culture interactions. The process of landscape planning, landscape care and
landscape management should be based on active participation of local people, it
means a shared responsibility of state and local authorities, owners and users of
the landscape. Such ideological approach is stressed in the European Landscape
Convention: each party of the Convention should establish procedures for the
participation of the general public, local and regional authorities, and other parties
with an interest in the definition and implementation of the landscape policies
(Council of Europe,
2000).
The measures at regional and local level cover, among
other things, the
cruciai
question of public awareness, i.e. campaigns for informing
and educating the public.
The book informs about the results of the research project of the Ministry of
Education of the Czech Republic: The implementation of the European Landscape
Convention in intensively utilised type of agricultural landscape with signs of historical
landscape design activities
—
the pilot study at the
Nové Dvory
—
Kaåna
region.
The
project is aimed to concrete questions and answers how to implement the Con¬
vention in the common agricultural landscape outside specially protected areas.
It serves as the first example of the implementation of the Convention on local
level in the Czech Republic.
The basic aim of the project is to work out effective measures to guarantee
landscape sustainability, respecting both natural and economic potential of the
present cultural landscape as well as the protection and development of its natural,
historical and cultural values. In accordance with demands of the Convention, the
emphasis is laid on the participative approach to landscape planning, especially
as concerns application of participative SWOT analysis to elaborate scenario of
further landscape development.
Five partial goals were defined in the project:
•
Knowledge of historical development of the model territory including wider
territorial links, determination of evolutional steps and junction points of the
landscape development.
•
Assessment of historical and recent landscape changes in the context of social,
economic and environmental development.
•
Complex analysis of the present state of the landscape, identification of its
use, natural, economic and cultural potentials.
•
SWOT analysis
—
definition of strengths and weaknesses, possibilities and risks
of future developments.
•
Proposal of alternative scenarios of future landscape developments, for¬
mulation of landscape quality objectives as a basis for landscape planning,
management and protection.
Results of the first two tasks aimed at historical development of the landscape
in the model area are presented in the previous book of the author team
(Lipský,
Šantrůčková,
Weber
et al.,
2011).
A detailed analysis and assessment of the pre¬
sent state of the landscape, its SWOT analysis, alternative scenarios of the future
development of the landscape and definition of landscape quality objectives are
included in this second book.
The project was executed as a pilot study in the model area
Nové Dvory
—
Kačina
—
Žehušice,
situated in the Central Bohemia near the well-known former
wealth mining town
Kutná Hora
(Kuttenberg).
It represents a nice example of an
intensively used agricultural landscape with significant signs of historical landscape
design activities that trace back to the Baroque and Augustan Age. In this area,
comprehensive research has been going on within the mentioned project since
2006,
and the whole area is covered by databases of natural and socioeconomic
conditions.
The model area is situated in the lowland along the lower reaches of the
Doubrava
and
Klejnárka
rivers, near the river
Labe.
It is comprised of
21
cadastral
territories
(15
administrative districts) of an overall area of over
113
km2. The flat
relief of the
Čáslav
basin amounts to
200—239
m
above sea level and it may reach
300 m at most at the top edge of the fault-slope of the Iron Mountains
(Železné
hory).
A considerable part of the territory is taken up by wide alluvial plains of
lower streams of
Doubrava
and
Klejnárka.
Despite the simple geological and
geomorphological structure, a mosaic of soil types is developed in the area. De¬
pending on the substrate, there are chernozem, brown soils. Cambisoils, rendzinas
and fluvisoils prevailing here. Fluvisols together with gley soils cover
37%
of the
interest area. The soil mosaic closely corresponds to the distribution of potential
natural vegetation, in which alluvial softwood and hardwood forests in alluvial plains
prevail (elm-oak woodland, bird cherry-ash woodland, alder carr). The potential
vegetation of alluvial forests should cover about
50%
of the area, oak-hornbeam
forests
34%
and acidophilic oak forests about
12%.

san-
dy
substrate can be found while on the slopes of the Iron Mountains there are
silver fir-oak and woodrush-oak woodland. In spite of little broken topography,
the area comprises

biochors of the second vegetation degree and there are
two biochors of the third vegetation degree in the spur of the Iron Mountains.
Climatic conditions are favourable for agriculture: the vegetation period is rather
long and not too dry.
Because of convenient natural conditions, the region has been settled and used
for agriculture more or less continuously since the Neolithic Time. The present
structure of rural settlements has been developed during the Medieval colonization
from the 12th to the 14th century. Most of forests in the area were cut down and
changed into fields at that time. Large fish ponds systems were built in wetlands
along rivers during the
1
5th and the
1
6th century. Fish breeding was one of the most
successful branches of feudal business that time and water bodies covered more
than
10 %
of the area in the
16—1
8th centuries. Count Bernard
Věžník
who owned
the
Nové Dvory
domain around the year
1700
founded several hunting areas and
pheasantries, rebuilt the castle in
Nové Dvory
and built the large Baroque garden
around it. The trace of his Baroque landscape is still discernible. One hundred
years later,
Johann
Rudolph Chotek founded the
Kačina
chateau as a representative
aristocratic residence with a large landscape park around it. The whole landscape
of the
Nové Dvory
domain was designed like an ornamental farm. The
Kačina
chateau represents the most important construction built in empire style in the
Czech Republic; it is a dominant point of the present cultural landscape as well.
The intensification of agriculture led to drying up the ponds at the beginning of
the 19th century and cutting down woods and shrubs on productive soils in alluvial
flood plains. By regulating the
Doubrava
river, systematic drainage and ploughing
bottom land, the natural development of the wide alluvium on the lower course
of
Doubrava
was changed. Wet meadows along water courses were drained off
and completely changed into arable lands in the second half of the 19th century.
Water streams have been straightened up and canalized. These activities signifi¬
cantly changed the historical landscape. However, dramatic change has come in
the second half of the 20th century.
The socialist collectivisation of agriculture running since the
1950s
in the Cen¬
tral and Eastern European countries of the former Sowiet block was many times
presented as a typical example of the fast landscape structure changes caused by
deep political, social and economic changes in the life of the society. There have
been many changes throughout history, but those that have occurred since
1
950s
have no equivalent in terms of their speed and extent in the Czech rural landscape.
According to official instructions, parcels of arable land were unified so as not
to be interrupted by meadows, pastures, shrubs or other elements hampering
efficient cultivation. During the transition to a socialist large-scale production,
landscape structure changed rapidly towards its significant simplification. The
traditional character of the Czech rural landscape with its small-scale mosaic of
patches visible on black-and-white photographs from the mid of the 20th century
has changed into large-scale landscape of collective openfields. Agricultural land¬
scape was perceived as only a monofunctional place for production subordinated
to requirements of all the time heavier and more efficient agricultural machinery.
New large farm buildings arose outside of the traditional villages. The size of field
plots, decrease in the area of permanent grasslands, chemization and intensification
of agricultural production reached its apogee in
1980s.
The current cultural landscape is predominantly used for intensive farming with
a prevalence of arable land. Landscape matrix is formed by large-scale collective
open fields with small patches of woods and rural settlements. The largest pro¬
portion of arable land was found in chernozem. Moreover, during the observed
period of
230
years it increased from
72%
to the present over
82%.
Similarly,
high or even higher ploughing was in the past also in brown soil, then it dropped
slightly to a little less than
80%
today. In alluvial and gley soils one can notice a
definite trend of intensification related to drainage of the soils.
Special attention was given to the land use changes in alluvial plains and flood ar¬
eas. In the region under review, inundation areas are delimited with the streams of
Doubrava
and
Klejnárka
for Q5, Q20 and Q100 (5-year, 20-year and
1
00-year flood).
In the inundation area of the 100-year flood, permanent growth of arable land
is significant. The proportion of grassland (alluvial meadows here) dropped from
31.5%
to
8%
in the inundation area. The most extensive liquidation of meadows
took place as late as in the 20th century. Also the proportion of forests dropped
from
23%
to
14%
today. Permanent reduction or even complete liquidation of
water elements in the area is alarming, yet characteristic: their proportion has
dropped from
13.2%
to mere
1.6%.
Thus the landscape of the inundation area of
the 100-year flood, which corresponds approximately to the narrower delimitation
of the alluvial plain, underwent a significant change. From the mosaic of alluvial
meadows, small fields, alluvial forests, ponds and wetlands which was present in
the 18th century it has changed to an intensively exploited agricultural region of
collective open fields. It has gone from a naturally polyfunctional landscape to a
mostly monofunctional region which is difficult to pass through and is limited to
one function^ the production function. These changes have naturally had a negative
effect on biodiversity, environmental stability and the landscape character of the
alluvial region. The ecological stability of the landscape has decreased and the
overall development, from the perspective of landscape ecology, is considered
negative. As for the rational and ecologically positive features of the development,
the increasing afforestation of low fertile sand soils is one of them.
Despite of intensive agriculture on rich soils, a number of historical landscape
structures from
16—
19th centuries, as relics of former landscape design activities
are among characteristic features increasing cultural, aesthetic as well as natural
values of the present landscape. More diverse landscape structure with a higher
ratio of woodlands and line elements of scattered greenery is found particularly
in the core part of the area in the broad surroundings of the
Kačina
and
Žehušice
castles. This secondary landscape structure, which is especially apparent in air
and satellite photographs, is both a reflection of the above-mentioned mosaic of
soils, and a result of systematic, aesthetically motivated landscape forming in the
18th and 19th centuries. It is characteristic that most of nature protected areas,
biocentres
and
biocorridors
which are delimited within the local and regional
ecological network came into existence by the effort of man in places of former
or even current game-parks, pheasantries, ponds, quarries and alleys. Thanks to
the historic development, the
Kačina
Game Preserve and the
Žehušice
Game
Preserve represent important green islands of increased biodiversity in the region
with intensive agriculture and an environmentally stabilizing core within the entire
Čáslav
Basin. The former game-park around the
Kačina
castle in the area of
197
ha
has been declared as an important European habitat of the
NATURA
2000
sys¬
tem and the gene base for

forest tree species (oak, lime, European ash, black
alder).
Present state of the landscape and its use was analysed and assessed in
5
thematic areas:
natural conditions (natural potential);
historical and cultural conditions (historical and cultural potential);
social and work conditions (social potential);
•
economic conditions (economic potential);
•
development strategies of municipalities.
The composition of the research team from different specialists such physical
and social geographers, landscape architects, historians, biologist and specialists
in agriculture and forestry and close collaboration enabled to study the landscape
in depth and its complexity. The detailed scientific examination was only the
first step of the research project. Making connections with local community and
municipal authorities and identification the important problems and conflicts in

collaboration
with them is equally important. Participative approach, it means
work with local people by form of interview, questionnaire examination and
organizing workshops in the model area plays an irreplaceable role in the project.
According to the requirements of the European Landscape Convention, the aim
of the project is to stimulate local people, authorities and stakeholders to interest
actively in landscape issues. If people are given an active role in decision making
on landscape, they are more likely to identify with the areas where they spend
the working and leisure time. If they have more influence on their surround¬
ings they will be able to reinforce local and regional identity and its distinctive
features.
Eight workshops for local community including especially invited municipal
and state authorities were organised. The main aim of all workshops was to
attract local people and important stakeholders as well as local authorities into
the process of discussions about landscape and its future. On the basis of their
reactions, the most active players were identified and basic relations with local
community linked-up. Some workshops were prepared in collaboration of
locai
schools. Modified ECOVAST method of landscape identification was used to
manage the workshops with local people. The purpose of the method developed
by ECOVAST (European Council of the Village and Small Towns) is to identify the
character of the landscape. In the first step, people identify important features
and driving forces in their landscape according a simple matrix. In the second
step, they should mark the most important of them. During the second part
of each workshop people should say their opinion about positive and negative
features of the region and try to
define
their visions how to develop and manage
the present landscape.
Different players enforce their often contradictory claims and interests in the
landscape. Interests of different stakeholders were critically evaluated. In the next
phase, SWOT analysis
—
strengths, weaknesses, opportunities and threats of the
researched area was elaborated based on detailed scientific knowledge about the
landscape as well as on the results of all previous workshops, interviews and ques¬
tionnaires. SWOT analysis was divided into five main topics (as mentioned above)
and was made for each topic separately. The reason for it was better perception
of each topic (natural potential; historical and cultural potential; social potential;
economic potential; potential of development of municipalities).
Preliminary results of the SWOT analysis were discussed and specified during
following workshops with local people. They could add new points to SWOT
analysis based on their reflection. All participants of the workshop were also
asked to evaluate the importance of individual statements of SWOT analysis
from the point of view how are they important for the state and development of
the region. Different opinions of stakeholders, specialists and representatives of
local community helped to identify existing and potential conflicts concerning the
present state and future development of the landscape. Following serious conflicts
were identified in the model area:
•
Management
of water streams and demands of nature conservation.
•
The state and management of fish ponds.
•
Plans for development of villages and their impact on the landscape.
•
New objects and technologies in rural landscape.
•
Transport conflicts.
SWOT analysis and identification of different interests in the landscape was a
base for elaboration

different scenarios of further development of the landscape
in the researched area: integrated scenario, segregation scenario, exploitation
scenario and decay scenario. For each scenario, impact on the landscape was
evaluated and changes in land use were balanced. The scenarios were repeatedly
consulted with local community during further workshops with aim to define
one scenario respecting preferably natural, historical and cultural values of the
landscape as well as demands on development and economic prosperity of the
region. The final scenario resulted as a combination and intersection of integrated
scenario and segregation scenario. The proposal was discussed with stakeholders,
municipal and state authorities and local community to reach a general agreement
about the scenario.
Finally, definition of landscape quality objectives was elaborated, proposed land
