Politics as Absurdist Drama. Vaclav Havel in the Years
1975-1989
This book about Vaclav Havel s eventful period in an era of rigidity was begun
a year before his death and completed a year after it. I therefore cannot yet
allow myself to speak of Havel s second, or rather posthumous life. We have
not yet crossed the line, and do not enjoy the advantage of enough distance
to make interpretation of our objects of study easier. By contrast, the living
reality that was transformed into history before our eyes brings to our inter¬
pretation the advantage of the seen and experienced. This slice of history is
bounded by two events that shape it into a dramatic arc
-

to the moment at the end of December
1989
when he replaced this politician, who had symbolized rigidity and forget¬
ting , as President of the Czechoslovak Socialist Republic. Into this period
of nearly fifteen years is concentrated a singular story about freedom and
responsibility: the kind of freedom that has to be bought with sacrifice, and
the kind of responsibility that summons to great tasks.
In the era of enforced political stability and social homogeneity when it
seemed as though all the clocks had stopped, Havel s time ran differently
-
as
it does in a drama. We could call Charter
77,
along with what preceded it
in the years
1975
and
1976,
an existential experiment in a corked bottle
inside which some could see, but the inhabitants of Socialist Czechoslovakia
were not supposed to look. First the dictatorship for a brief period exposed
it to the full light of its floodlights, and then it was supposed to disappear
into the darkness forever. Havel, along with other signatories of the Charter,
strove to ensure that this would not happen and that their bold entree
-
for
most of his fellow inhabitants of Socialist Czechoslovakia certainly accept¬
able in content, but altogether unacceptable in form of delivery
-
remained
a burning light of civic opposition to the dictatorship. This was a deposit
that would bring an uncertain payoff in a future that no one could foresee.
However, Havel s sense for the spasmodic theatricality of history and his
social imagination allowed him to envisage an end to rigidity and a grand
return of memory within the foreseeable future. This kind of prescience
appears quite admirable. In the post-occupation lethargy, for a society sub¬
merged in an atmosphere of abandon all hope , it was not at all something
self-evident. Havel was able to embody hope for those who sought it.
In moments of accelerated personal development
(1977-1979)
and at
the end of our period of accelerated societal development
(1987-1989)
he

was confronted more unremittingly than at other times by the power of the
state, which claimed an absolute monopoly on public speech. As the sovereign
political power it interpreted the world and considered its own statements to
be imperative. And confrontation with this sovereign power is the linchpin
of the book, which observes the strange and remarkable tension between the
powerlessness and the power of dissidents. A series of ambivalences takes
shape, arising from the fundamental contradiction inherent in Charter
77,
which was a political cause par excellence but nevertheless could not as¬
sume political responsibility. The power of dissent lies in its independent
parallel existence and ability to persevere in its own truth even in the
face of repression. Its powerlessness lies in its inability to change the given
state of society. Dissent is an instruction manual on how to live free, but
not a program on how to implement freedom on a wider scale. If a society
finds itself in a rigid (consolidated) condition, dissent is considered to be
an inspirational sign of existential revolution; in a time of political thaw it
can of course also be considered a non-productive unpolitical politics. Havel
himself embodies this paradox. History puts outstanding personalities in
extraordinary situations. It is then that they show what they have in them
and how they hold up in the test of great collective movement that we call
history. Yet this book is not only about (existential) power and (political)
powerlessness; that would be a very reductive approach. It also seeks to show
Vaclav Havel in the role of creator and defender of independent culture as
the most effective fermenting agent of freedom within dictatorships. Within
culture lies the focal point of free identity in its potential for awakening
societal consciousness and conscience
-
which in a dictatorship are hidden
and so very hard to control.
I have labored my way into the heart of the matter through period texts.
With a very few exceptions I have refrained from using the method of oral
history
—
quoting remarks and insights from more or less knowledgeable
persons. I understand text in its wider conception
-
as a discursive product
or artifact created by a dissident, exile, party propagandist, interrogator
from the secret police, or other period actor. Essays, proclamations, letters,
petitions, interviews, and also a class analysis of Charter
77,
articles in
the daily press, interrogation protocols, court sentences and the like contain
concentrated testimonies about the problems and figures of the
Husák
era.
Usually they are the work of a concrete subject, but at the same time they are
deeply contingent on their place and time. They imply certain meanings, and
tend toward a concrete signification
-
this means that the texts contain more
than they immediately say. They are connected with individual and collective
loyalties, motivations and strategies of negotiating within the framework
of the central plot formed by the conflict of dissent with the dictatorship.

More concisely stated: the selected texts are the bearers of structural testi¬
monies (discourses, expressions, gestures, symbols, etc.), which in various
conceptions
-
from those of the regime to those of the opposition
-
represent
the sense of existence during the so-called normalization era. I could per¬
haps define my method as analysis of texts and demonstration of testimo¬
nies. I understand a text with its testimonies as its own kind of figure and
character. All the actors were very particular about what they testified and
wrote
-
the author of The Power of the Powerless, the writer of the article
Castaways and Intruders, the interrogator from the State Security agency
when he wrote up the protocol from an interrogation. The regime produced
speech about legality (which it rationalized), dissent created speech about
truth (that liberates)
-
and both did so in order to legitimize their acts and
to justify their own existence. It would naturally be erroneous to think of
these forms as firmly anchored in and expressive of an unchanging reality.
They originated and functioned within a continuous process of negotiation.
This process may be characterized as a discourse that connects the texts
and testimonies with interests and power structures. Analysis of these dis¬
courses offers

chance to trace how in the last years of the existence of
the communist dictatorship and especially at the end of
1989,
the language
of truth becomes the language of power.
