Kosovo and
Metohija
is a naturally predisposed "geopo¬
litical fortress7' and a key part of the "central area1' of the Bal¬
kans. This area has always been strategically and economically
significant and such role has not substantially changed throughout
history. Its undoubted "geopolitical magnetism" has always at¬
tracted the pretensions of its neighbors and interests of regional
and world powers alike. The cross-linked interest vectors in the
"Balkan geopolitical junction" have obviously been thick and
interwoven exactly at the Kosovo-Metohijan zone. In this zone
there are adjacent to each other the macro-units and counter-stra¬
tegic penetration directions of some global maritime and overland
concepts, which represent contrasted matrices for functioning of
both the current and future world order. In such globally impor¬
tant Balkans, the West has

identified Serbian lands
and peoples as a "Russian vanguard" which needs to be weak¬
ened in the long run. Due to such neo-Kennanistically articulat¬
ed regional (the Balkans) strategy- of containment. Kosovo and
Metohija
has been transformed from a geo-cultural, geo-political

geo-economi

Serbian advantage of power to one of the main
"balance factors'' of Serbia.

From being a historical center of the Serbian nation, state
and culture, which was an integral part of the (Byzantine-)Ortho-
dox civilization, after
centuri
e s
-long Ottoman occupation and ls-
lamization, Kosovo and
Metohija
has become an object of Great
Albanian expansionistic ambitions. Secessionist movement of
Albanian national minority in Serbia, in particular in its Kosovo-
Metohijan region, is subordinated to this geo-political project,
which has been supported by the Western and Islamic powers. In
1878
an all-Albanian unification was designed which implied a
several-times larger territory than the historical and ethnical Al¬
banian area in the Balkans. Since that period up to date there have
appeared several options of "Great Albania", which in territorial
terms have not differed much from one another, encompassing
northwestern Greece, a larger part of modern state of Macedonia,
the eastern belt of Montenegro, Kosovo and
Metohija,
Raska
and
the southeastern region of Serbia. Fragmentation of Serbia and
persecution of Serbian population culminated with the aggression
of the NATO member-states in
1999,
followed by their endeavors
to establish the "state of Kosovo" out of the secessionist creation
and to provide its recognition from as man}7 world states as pos¬
sible, even attempting to force Serbia to recognize it.
The crisis focal point in Kosovo and
Metohija
has existed
for a long time and at the turn of 20th and 21st centuries it became
one of the most acute European and world problems. The great
Western powers have been trying to bring it to an end and thus
prevent it from growing into a so-called frozen conflict which
may become active when geopolitical conditions allowing for it
arise. However, fast suspension of the problem does not imply
that the problem is solved in the long run. Hitherto ideas and ac¬
tivities related to resolving the "Kosovo issue" can be classified
into three groups: a) retention Kosovo and
Metohija
within Serbia
(abolishment of the province status and centralization of Serbia;
the status of a unit within federalized Serbia; establishment of two
regions in Serbia as a regional state; the status of a province with
different levels of autonomy, according to the formula "more than
autonomy and less than independence".

b) division of Kosovo
and
Metohija
with or without connection of one part to Albania,
i.e., with or without Serbian renunciation of the seceded part of

which implies that Serbia, too.
accepts/recognizes it (various forms of postponed "Kosovo in¬
dependence" and unconditional urgent secession through armed
rebellion supported from abroad.)
After the
1999
war Kosovo and
Metohija
have been militar¬
ily occupied and administered by the states which participated in
the aggression on Serbia. Soon after that they started to transfer
most of the administration and security affairs onto the secession¬
ist structures of the Albanian national minority. At the same time,
they prevented political, economic, cultural, educational and oth¬
er functioning of Serbian institutions in Kosovo and
Metohija,
indirectly disenabling the return of the expelled Serbian people
to their homes. In this way they directly stimulated illegal cre¬
ation of the "independent Kosovo'* despite the binding Resolu¬
tion

by the Security Council of the United Nations, which
guarantees the territorial integrity of Serbia. When in
2008
the
self-proclaimed Kosovo Assembly under the absolute control of
the Albanian national minority representatives declared indepen¬
dence, it was immediately recognized by the United States of
America and leading states of the NATO and European Union,
which had participated in the aggression on Serbia in
1999.
Fur¬
thermore, in the following months and years they diplomatically
and economically lobbied among other states to do the same. De¬
spite this, a smaller number of the world states have recognized
the "independent Kosovo" and, as the time goes by, this process
is becoming slower. However, a true paradox of this post-modern
geopolitical experiment is an endeavor of the political establish¬
ment of Serbia to involve this state into the Western integrations
(the
EU
and NATO), even though they themselves openly imple¬
ment fragmentation and reduction of the territory of Serbia. In
this way Serbia has been brought into a position of a civilization-
ally, politically, economically and militarily-strategically schizo¬
phrenic and disrupted state, which might have catastrophic con¬
sequences for its
alture.
