Summary
Scientific research considering the political thought in Poland has almost a
100
year old tradition,
which was ignited by the work of
Wilhelm Feldman:
'The history of Polish political thought
1864-
1914'.
However, until today a holistic synthesis of political thought belonging to the opposition, cov¬
ering even the last several dozen of years, has not been published. The following key events in Po¬
land's history during the 20th century and especially the political crisis in the period of the People's
Republic of Poland did not bear fruit as far as some considerable synthesis summing up the state of
research over the political thought of particular political parties and this, what was written during
other research inspection, considered the groups which were active mainly during the
Interbellum,
or referred to research methods.
The term 'political thought' is still controversial, disputes and different evaluates presented by pol¬
itical scientists, historians and lawyers. Due to its extensiveness, used research methods and sources
(platform documents, manifestos, appeals, analitycally-journalistic articles, open letters or private
corespondence) of the leaders and first-line activists it is possible to analyse the programme change
and political ideas of particular oppositional groups. The definition differences stemming from the
divisions into oppositional types are not always of help to choose a correct research method. Accord¬
ing to some researchers, for instance Roman Wapinski, a political thought in its clcaressence does not
exist. Therefore, it is vital to head for making the research problem more precise as well as working
out the grid of concepts and adjusting it to the conceptual area of scientific research.
Polish political opposition, relatively not numerous during the
70s
of the 20th century (consisting
of about
1000-1500
members), was divided due to different ideas and presented differentiated atti¬
tude to such issues as: the state, sovereignty, independence, the nation, the government, the law sys¬
tem reform, the education system reform and to regulate contacts with the neighbouring countries
as well as with other countries and nations.
With the pace of time political opposition began to propose their own platform propositions and
deal with basic issues. It questioned the right of the government (The Polish United Workers' Party)
to represent the society and speaking on its behalf, but it did not deny the basic geopolitical condi¬
tions of Poland with the exeption of Confederation of Independent Poland and Fighting Solidarity.
The unique platform was worked out by Young Poland Movement, which opted for subjectiveness
of the nation, national sovereignty and bringing back the general humanistic values originating from
the Latin civilisation to the nation. Platform propositions of YPM brought some controversy among
activists of
KOR
(Workers' Defence Committee), who did not agree with the vision of the state and
the nation presented by the YPM activists.

Establishing in September
1980
the Independent Self-governing Trade Union 'Solidarity' and
quite rapid rearranging the union into a mass social movement, which was involved in talks with the
government about improving the system of managing the country, imposed pressure and sometimes
achieved compromising solutions beneficial for the society, this all created a new situation for previ¬
ously operating oppositional groups. Quite a large number of oppositional activists for example from
Social Defence Committee, Workers' Defence Committee, Confederation of Independent Poland and
sporadically some other oppositional groups, started a cooperation with 'Solidarity', what with the
pace of time brought some results as far as paltform and organization was concerned.
The platform of'Solidarity' enacted in autumn of
1981
during the 1st National Convention of
Delegates (NCD) in Gdansk entitled 'Self-Governing Peoples Republic and covered relatively wide
area of propositions considering the modernization of the country's economy, introducing a social
control of media, reform of courts, prosecutor offices, restricting the rights of the Security Service
and Militia. Solidarity demanded introducing outlook, social and cultural pluralism in the country
as a base of functioning democratic system in the state.
Declaring in Poland the Martial Law on the 13th of December
1981
and imposing restrictions
on the citizens' rights (personal immunity, housing immunity,
confídenciality
of corespondence, the
right of gatherings, freedom of speech, freedom of print, freedom of associations, mass meetings,
marches, demonstrations and suspending 'Solidarity' made the leadership of the union change the
aim and operating methods and create new political platform of temporary meaning.
The increase in the governments repressions, interning of activists, arrests and detentions of
members and sympathizers of the union caused a crisis in the leadership of'Solidarity'. The fiasco
of secretly operating Temporary Coordination Committee (TCC), which decided to gain lime instead
of opposing the government, led to a division in the unions structures and establishing a radical or¬
ganization 'Fighting Solidarity' preferring radical fight methods. Suported by TCC strategy, firstly
considering the general strike, next a long march or a positional fight did not bring the expected
results in
1982.
After suspension of the Martial Law the opposition did not take any energetic ac¬
tions. In
1982
the following arrests of the unions local leaders among others
Władysław Frasyniuk,
Eugeniusz
Szumiejko, Jozef
Pintor,
caused some organizational torpor,
lhe
underground leadership
believed that the apparatus of power may have been prone to concessions and make the system of
power more liberal.
The fact that speeded up the disintegrational processes in Poland was the erosion of Peoples
Republic of Poland political system and slow changes in the Soviet Union initiated by
Michail Gor¬
batschow
(perestroika,
glasnost).
In the middle of the
80s
of the 20th century the country's party-na¬
tional apparatus was eager to start estimating talks with a part of the opposition (generally licensed),
which with the pace of time led to the 'round table' talks.
Platform of Polish opposition was not particularly original and no matter what the trends and
orientations were, was based on the disputable issues related to the type of the country's authority,
the range of country's intervention into some parts of the economy or introducing moderate eco¬
nomical and social reforms. The changes that took place in Poland after
1989
show how little of the
Polish political thought from
1976-1982
was taken into consideration during the social-political
transformation in the country. |
