The focus of this study is Montenegro s rhetoric.
The aim of dealing with this topic is to, based on available reso¬
urces and authentic materials, review:
The first, to emphasize the important issues that characterize
Montenegrin rhetoric, and whether and how, at all stages and state
forms, the historical development of Montenegro
—
the Illyrian king¬
dom, the Narons convention and

of the most developed and largest Balkan countries.

back in time, as well as in the present day, and whether we can ascribe

nation, speaking of population density, and economically the most

veloped, the strongest military and political nation is not the one that |
continues to last, but the one that has the greatest spirituality, which
proves the fact that Montenegro, despite being a small country, lasts
more than millennium, mainly due to the spiritual and moral force
of its residents, that

military and political force could have „defi¬
nitely broken or forced to comply;

third, where and at what level of development is the Monte¬
negrin rhetoric compared to European and global rhetoric?
The importance of these cognitions arises not only from the fact
that Montenegrin rhetoric
—
despite a realistic assumption that it
exists and endures since the very beginning of Montenegrin society
and the state, and that in process of their historical existence, rheto¬
ric had great and important role, the same one as it has in other so¬
cieties and countries
—
has never been a subject of a special scienti¬
fic interest, at least not studied as a whole, critically evaluated from
the point of principles and criteria of modern rhetoric, clearly „posi¬
tioned in relation to other facts of cultural and spiritual life or expli¬
cated as far as its ontological and other bases in domicile ethos and
thymos are concerned.
Besides eliminating the consequences caused by the gap in know¬
ledge, not only of the finest layers in a complex milieu of Montene¬
grin spirituality in the narrow sense, but rather of these in psycho¬
logical, ethical and political structure and culture of the Montene¬
grin state and society in general, cognitions that imply to this study
are important because contemporary Montenegrin society is on its
way of democratic development, which necessarily means rapid and
radical realignment of the authoritarian with civil outlook and rela¬
tions, and thus makes it
—
wanted to or not
—
to face the impera-
tive
to accept, along with other important assumptions for the achi-
g evement
ofthat
attempt, and within its own historical reality, in the

best, fully alive ideas of:

open, equitable and humane community of people, created

on
the basis of their firm belief in its sense, necessity and capability,

which implies not only the sacred right to ask and to be asked
(consul¬
ted), to inform and be informed, but also the power to properly, wi-
sely
and usefully convert what has already been learnt to the appro-
priate
code of ethics, as well as to permanent system of mutual rela-
tions in general;

coexistence of those thinking otherwise, which means scrupu-
losity in expressing their own opinions and tolerance towards the opi¬
nions of others, i. e. cherishing the dialogue in which there s respect
for the individuality and personal integrity of all persons, where the¬
re is no obstruction and discrimination, in which all possible disagre¬
ements, disputes and conflicts keep within a peaceful and reasonable
exchange of arguments;
rational and functional verbal communication, which is cha-

racterized on the one hand, by short, clear and simple messages and,
on the other, by its accurate, stylistically and linguistically appropria¬
te, ethically based and aesthetically adjusted expression.
Knowing all these facts means to have the control over one s own
spirituality, which
—
when appropriately „operationalized
—
can
have, and usually does, very important function: for instance, as an
urge for greater and more complete recognition and use of its authen¬
tic cultural heritage in achieving the essential requirements and ta¬
sks in transforming processes in question, and as a psychological and
ethical encouragement for actors of this process to raise and increa¬
se efficiency of personal participation in it through the appropriate
rhetoric skill. Knowing, however, how much and in what way dome¬
stic rhetoric expresses the reality of social subjects that are enforced
to go through various temptations and challenges of history, and du¬
ring that course, experience many changes and go through many sta¬
te-legal forms, is an important
postulation
both for understanding
the nature of rhetoric itself, and, even more, the role it plays in crea¬
ting of their cultural and spiritual essence and existence in general.
The objective of this study and its achieving hasn t been started
from the usual (trivial) assumption that the narrow geographic area
and limited demographic capacity, along with „general unfavorable hi¬
storical circumstances (years of famine, constant wars), are the main
cause of Montenegro s lagging behind others in the cultural and spi¬
ritual development, and that these facts inevitably had to have a ne¬
gative impact on all its „spheres , including rhetoric. On the contrary,

this study has been started from the well-known statement of
Mon-

tenegro s cult Poet, that in Montenegro, „if there is no place to live in,

there is the place to narrate , and not for any kind of narrating, but

narrating „from which our generations will suck the eternal power of

soul . The basic hypothesis of the study, in conformity with this, is:

that Montenegro, as a small country, could only be held by ^
her persistent, strong and determined creation, accompanied by

propriate rhetoric;

that just as Montenegrin creation wasn t anything else but

valrous and heroic, so the Montenegrin rhetoric was daring, intellec-
ä
tuai,
visionary and resistant to all the temptations that legally accom-

pany
this type of expression and affirmation of man s generic essence;

that there aren t many places in the world, if any at all, whe-

re, as in Montenegro, in general, and unquestionably, the rule applies
that a word is one of those valuable gifts with which nature has favo¬
ured man, that he must not
—
if he wants to preserve his human ha¬
bitus
—
ever and at any cost ignore;
Two types of indicators were used to test the hypothesis:

those one with historical and theoretical background which
implied a certain analytic view;
—
those that directly and at the „first sight offer insight into the
„factual situation of Montenegrin rhetoric.
Indicators with a kind of historical and theoretical background,
which imply a certain analytical review, relate to: the cultural develop¬
ment of Montenegro (whose analysis should have shown whether cer¬
tain formal „historical lag of Montenegro on the path of civilization
behind other countries in closer or further surroundings
—
is expres¬
sed, among other things, by the fact that some of these countries had
schools of rhetoric, with books whose content is still current, a who¬
le millennium before Montenegro emerged as a state
—
actually had
consequences on the development of its rhetoric, and if so, how did
they reflect on); architecture of Montenegrin rhetoric (whose analysis
should have shown whether the manner in which it is being constitu¬
ted and „profiled in various stages of development follows the gene¬
ral, universal requirements and principles of historical and theoreti¬
cal relevance in the area, and whether it corresponds, in each stage of
development considering the essence, form and content, argumentati¬
ve techniques and aesthetic-ethical characteristics, to what the world
considers as necessary prerequisite for good rhetoric skills; structu¬
re of Montenegrin rhetoric (whose analysis should have shown whet-
^ her, regarding the various types of speech it cherishes, in other wor-
g ds
—
genre diversity, keeps up with other rhetorics, and in regard to
w
what things, if possible, aren t at their level, or in what things is abo-
<
ve
and in front of them). As an indicator that, nevertheless, directly,
j£ at „first glance , offer insight into the „factual situation of Montene-
o grin rhetoric, an overview of selected Montenegrin speeches
—
of all
g
types, all relevant authors of all time
—
has been taken and given in

the form of some kind of anthology.
-u The subject matter analysis and its results confirm its hypothesis.

In fact, it is indicated in two things.
§
The first, relates to the fact that the Montenegrin rhetoric aro-

from the particular cultural and spiritual, especially psychological
£
and ethical being of people and state, whose main subject
—
the
citi-
û zen
—
more than any other „ancient qualities and virtues, is charac-
л
terized by awareness: that only life of a free man is meaningful; that
man s freedom can not be brought by none other than himself; that
ways and means of winning freedom are not, once and for all, given
in advance, and that freedom is repeatedly won in a manner determi-

ned
by factual, not ideally contemplated circumstances.
The citizen, a Montenegrin, that creates his history in inconcei¬
vably difficult conditions, is great, therefore, fearless and indestruc¬
tible, simply because he is a man
—
an ordinary, normal person. He
loves freedom, justice and fairness, but the price of these never rates
without scaling of his own efficiency. He is able to be cruel and va¬
in, short-tempered and arrogant, but also brave and prudent enough
to deal with himself, correct mistakes and take the consequences of
injustice once done. He is familiar with philosopheme „A drowning
man will clutch at a straw , but is also characteristic of being enthusi¬
astic, in whose honor Gladstone pronounced the famous apotheosis:
„The size of human action and human nature doesn t mainly depend on
the stage dimensions where it occurs He is aware that his power against
the large (states and armies, opponents and allies) is very limited, but
he never ceases to act according to his historical experience that tells
him that the one who stands up for himself is not minor. He never
gives up fighting for his ideals, and never forgets what Adam Smith
once put so nicely in a sentence: „Our happiness or misery depends
pru
manly on our spirit!
That is the reason why Montenegrin rhetoric is a speech of free¬
dom, humanity, faith and hope.
Therefore, it radiates defiance, pride and devotion to the idea of
justice, freedom and equality.
And that is why Montenegrin rhetoric is optimally able to deal
critically with itself and others and is, as such, indeed human, hono-

urable, chivalrous and heroic.

The second thing, very important for reviewing the final results ^
of this study, is that Montenegrin rhetoric, besides having the hig-

hest
psychological and ethical qualities, stands out in all other
ele-

ments
in science that are considered relevant for general quality and
s
range of this type of man
s
spiritual creativity and knowledge. This,
g
directly and clearly, confirms its architecture, which includes all well-
g
known rhetoric important elements (conceivability, purposefulness,
g
adequateness, accuracy, expressiveness, and compatibility with the
re- ¿
quirements regarding accuracy, brevity and clarity), and its structure,
z
which consists of all known forms of speech (epic, narrative and pa-
g
negyric, through military, political and judicial, parliamentary,

demic-poetic and scientific).
Therefore, rhetoric of Montenegro, such as it is, created as an ex¬
pression and an important component of a truly authentic culture that
also has increasingly developed architecture and structure, deserves a
place in the very top of this man s ancient art and skill.

Certainly, the rhetoric of Montenegro belongs there according to
its characteristics and values, and besides what has already been men-
tioned, includes also the following:
—
methodical and criticality, complexity and power of drama-
tic composition, exalted spirituality, ethical and reflexive authenti
city and liveliness;
—
topicality of the content and the universality of the message;
—
autonomous, attractive and persuasive style;
—
unique confrontation of contrast, gradation and symbols;
—
a good choice and meaningful use of decorative figures;
—
outstanding general contribution to the constant struggle of
man to maintain humanity and resist temptations of animality wit¬
hin himself.
A selection of typical Montenegrin speech of all genres is given in
another part of the study, which is also an opportunity for the ones in¬
terested in the subject to verify soundness of this summery in
concreto.
