Summary
The 20th century was marked with particularly stormy political and social
events. Wars, revolutions, numerous transformations of political trends and bor¬
derlines, plus ethnic conflicts as well as relocations of populations to an un¬
precedented extent
-
caused a great deal of misfortune and injustice. The inci¬
dents were particularly visible in Central Europe, taking on extremely brutal and
cruel forms on the former East Borderlands of the Republic of Poland.
The political situation shaped as a result of the World War
Π
prevented tak¬
ing up solid research on such fields as functioning of educational and public
organisations on the territories formerly administered by Poland, and after the
war remaining within the borders of the Union of Soviet Socialist Republics.
Hence, the knowledge of the former East Borderlands of the Second Republic of
Poland has not been fully consolidated yet, nor have all the research areas been
sufficiently elucidated. In the meantime, providing care for children deprived of
parental care, and often left with nothing to live on, had a dimension not only of
natural, humanitarian action and relief aid, but also involved working on preser¬
vation of the mother tongue of the youngest generation of Poles, threatened with
loss of their sense of national identity. On the territories inhabited by multina¬
tional population, in the situation
ofmerging
of different cultures, religions and
completely contradictory interests, tutelary activities had wide social, political
and economical dimension as well.
Viewing the situation from a wider historical perspective, it should be noted
that the eastern frontiers of the former Republic of Poland
-
despite their ethnic
and cultural diversification
-
they were pervaded with Polish culture. For centu¬
ries, until the partitions, those territories formed an inseparable part of the Polish
state. Sparsely populated vast territories invited immigration from central re¬
gions and formation of numerous Polish borderland settlements. This migration
from overpopulated areas, created favourable conditions for expansion of Polish
culture, which was a natural phenomenon
-
similar trends had been observed in
the history of many nations, especially at the times of their economic prosperity,
political resilience and capability for cultural expansion. The territories, which
were called the Eastern Borderlands in the Second Republic, had been the target
of Polish populating and place of creative work. As a result, Polish population

has become to a large extent autochthonous and, because of that, Poland was
obliged and had the national interest to hold the territories in its possession. That
was why after the rebirth of the Polish state in
1918
Polish Army so persistently
battled for recovery of the Borderlands.
In the inter-war politics, an important task of state authorities was maintain¬
ing Polish national identity of the borderland community. In order to do that life
in the borderlands was stimulated with intellectual, cultural and financial aid.
Uniting the Borderlands into one conscious and responsible organism identifying
with the rest of Poland was a goal of a joint attempt of the entire Polish society .
At the same time, however, other nations inhabiting the multinational Republic
of Poland demanded their rights and the state authorities complied with the de¬
mands in different degrees. Attempts were undertaken to curb the chauvinistic
and nationalistic feelings without questioning the rights of minorities to religious
freedom and cultural development, because they posed a threat of incontrollable
outbreak of ethnic tensions and conflicts. These factors affected the situation of
children in the north-east borderlands of the Reborn Polish state, where the ori¬
gins of Polish educational and welfare organisations dated back to the turn of the
19th and 20th centuries. The Vilnius area was particularly active in this field, as
there was the highest need for fast reaction to people s poverty and for positive
mitigation of misfortunes and their consequences. These actions were based on
Christian values and, at the same time, on rich achievements of tutelary and edu¬
cational nature, subordinated to targets resulting from the idea of maintaining the
national and cultural identity of the young generation. It was a great achievement
of public organisations, as it was their moral obligation to take welfare and edu¬
cational actions in a situation when the institutions of the newly formed state
were not functioning properly. The organisations continued their endeavours to
secure welfare and basic education to the youngest members of the community
after Poland had regained its independence and the Vilnius district had been
reunited with the Motherland. The tasks were carried out not only by the Polish
community, but also by national minorities, particularly by the Vilnius Jewish
community. It was the public organisations that took upon themselves solving
the most complicated educational problems according to the traditional ideal
derived from their native historical experiences which helped Poles, as well as
other ethnic minorities, to survive even without their own, independent state¬
hood. In their welfare, tutelary and educational practice, all the organisations,
Polish as well as Jewish and Orthodox, were motivated by one goal: providing
selfless aid to children, adolescents and adults who were lost and helpless in the
face of challenges and threats posed by complicated reality, in which they were

unable to manage their own affairs. Serving this cause, in their daily toil, they car¬
ried out their ancillary, welfare, tutelary and educational tasks as well as they could.
Earlier traditions and forms of child care were continued in the
internar
pe¬
riod in Poland, as well as in the entire Europe. At the same time, the war and its
tragic effects as well as increased awareness of the needs of children resulted in
an impulse to take up various actions, not only lifesaving, but also developing
the system of child care and, later on
-
to endeavour to create a model of education
and upbringing which would allow attainment of the assumed goals and values.
Polish initiatives in the field of taking care of children and adolescents ex¬
pressed patriotic aspirations and were also the result of the effect of the native
tutelary conceptions combining tutelary activities with a childcare and educa¬
tional programme. Similar tasks were carried out by societies of ethnic minori¬
ties, who cared for values connected with the necessity of preservation of lan¬
guages, traditions, cultures and denominations, which were basis for continuity
of generations as well as ethnic and cultural history.
The work done by the societies was on one hand the work for the benefit of
Vilnius community, whereas on the other hand, which should be most emphati¬
cally stressed
—
was the work of this very community, who considered it their
duty to perform all sorts of charity tasks, such as: educating orphans and chil¬
dren from the poorest, also pathological, families, education of the unemployed
and quite often depraved adolescents, helping the sick and the lonely. This
means that the area of welfare and educational of ancillary nature of the societies
covered a wide range of affairs concerning financial and spiritual aspects of life
of the inhabitants of the Vilnius region.
Universal, humanistic values motivating tutelary activities occurred side by
side with values connected with such concepts as the nation, national culture, the
reason of state. Ethnical and cultural diversification of Vilnius community and
social and political tensions that they gave rise to made it impossible to create
a homogeneous system of care and education. Of course, the
universalism
of the
idea of charity moderated the tensions to a large extent, but is could be observed
that individual ethnic groups developed their aspirations separately
-
inhabiting
common area, they formed separate religious, ethnic and cultural groups. Hence,
apart from societies formed by the Polish community of the inhabitants of Vil¬
nius, there were also Jewish, Byelorussian (Orthodox) and Lithuanian societies.
The style of rescue activities of individual societies shows very clearly that it
was work created and developed thanks to help of specific people who provided
aid to others not only through their organisational skills, but also through provid¬
ing financial, sometimes surprisingly generous, aid to other people. Many socie¬
ties were able to organise schools, run hospitals, establish poorhouses, provide
vocational training, sponsor access to guilds, establish orphanages and conduct a
wide range of different, often original, activities due to mortgage legacies of
land, houses, as well as due to considerable financial donations which, apart

from limited financial support from the Budget constituted an important entry in
their balance sheets.
Charity actions implemented by the community of Vilnius were not basically
different in their forms from the initiatives undertaken by communities on Polish
territories and they were often combined with a wider range of organisational
ventures covering with their scope almost the entire area of the former Republic
of Poland; however, majority of the initiatives was of local scope, aimed at pro¬
viding aid and support for the inhabitants of Vilnius and the region of Vilnius.
This local, community character of activities reveals its specific nature, formed
by regional conditions and peculiar circumstances. The region of Vilnius was
different due to its complicated political situation
-
the territorial and national
submission of the Vilnius region was the subject of aggressive dispute between
Poland and Lithuania.
Spécifie
character of the region was also affected by so¬
cial and cultural factors, including considerable ethnic diversification projecting
onto presence of a large number of cultures, languages and religious denomina¬
tions. This diversification implied a number of ethnic and cultural conflicts tak¬
ing place apart from social, economic antagonisms, but at the same time induced
to look for compromise solutions and ways to provide harmonious, amicable
cohabitation within the frames of the local community. Implementation of the
objective meant the necessity to focus attention on the issue of appropriate up¬
bringing and education, which would allow maintenance of a national and cul¬
tural identity on one hand and development of civic attitudes and tolerance and
sensitivity to the needs of other members of the community.
It is also interesting to note that in spite of the said diversification the Vilnius
societies enjoyed high degree of trust as they were replies to the needs resulting
from social, economic, as well as cultural or political factors. They also owed
their position to the fact that they did not disregard the spiritual sphere, charac¬
teristic for individual communities. Polish societies had very clear connections
with Christian values, national aspirations and the heritage of Polish cultural
tradition, whereas the societies created by the Jewish or Byelorussian communi¬
ties served the purpose of preserving cultural and national identity, including
preservation of traditions and religious principles to which individual circles of
Vilnius community remained faithful.
Education open to tolerance and respect for other people was of great impor¬
tance in an ethnically and culturally diversified society. In this respect, activities
of Vilnius societies deserves particular recognition, because
—
despite conflicts
or difference of opinions
—
none of the societies promoted nationalistic slogans
nor did any of them fuel negative emotions. The dominating attitude was charac¬
terized by moral sensitivity combined with practical training the members in
performing their community and vocational roles, acting in conformity with the
principles of amicable cohabitation, one s own heritage and the sense of one s
national identity based on tolerance. In the region of Vilnius, where Roman

Catholic, Orthodox, Protestant and Jewish temples functioned side by side and
cooperated with one another, formation of an identity without tolerance could
have been very dangerous. Therefore, the societies formed the identity through
releasing cognitive initiatives of their members, based on reference to the com¬
munity experiences and historical ties.
It should also be stressed that activities of Polish and Jewish cultural and
educational associations, which creatively continued and developed achieve¬
ments of the earlier generations and formed the attitude of responsibility for the
affairs of not only the local environment, but also of the Republic of Poland as
their multinational homeland.
This monograph is of historical and pedagogical nature, and this is why the
following methods were applied:
—
historic-comparative, which was used first of all for identification and selec¬
tion of problem issues and for comparative analyzing of the collected mate¬
rial;
-—
monographic, which was used for examination of documents containing
descriptions of an organization structure and for assessment of welfare and
educational actions of societies, organizations, associations and institutions;
—
inductive (direct establishing facts), which was used mainly for disclosing
facts on the grounds of source information, read in instructions, class regis¬
ters, statutes, rules and other analyzed documents;
—
deductive (indirect establishing facts), which was used for disclosing facts
on the grounds of their symptoms (reports, opinions, information);
—
statistic, used for processing numerical data, allowing to determine new
facts. Available fragmentary information on the examined phenomena was
used for analyzing archival materials.
Studies and articles published in popular periodicals turned out to be an im¬
portant source of information. During the interwar period, the press was very
diversified in terms of ideology, goals and contents. Reference literature in¬
cluded publications by well known educational columnists and pedagogues illus¬
trating welfare, upbringing and educational activities, as well as growing welfare
and educational needs of children.
Works about pedagogues, tutors and welfare activists of the interwar period
and their achievements were important for broadening knowledge about the
issues connected with childcare and upbringing and education of children.
Monographs on the issues concerning the history of Jewish educational system
in Poland and Jewish culture. The publications allowed proper understanding of
source materials concerning Jewish system of education as well as taking into
account wider cultural and historical contexts which had become elements of
social and political factors. A detailed list of publications can be found in the
bibliography. Apart from those, rich archival and printed sources have been used
to prepare this paper. They contain information concerning activities of
numer-

ous societies for development of child care, upbringing and education in the
interwar Poland.
It should be added that the highest cognitive value could be found in the arti¬
cles published between
1918
and
1939
and later on, which were published in
popular information publications.
The fundamental source materials for this study were archive records. Ap¬
propriate materials kept in the Library of Vilnius University, the Library of the
Lithuanian Academy of Sciences in Vilnius and the National Library in Warsaw
were also used. Nor can preliminary archival research in the Lithuanian State
Historical
Archives,
in Vilnius, the Lithuanian State Archives of New Records in
Vilnius, the Archives of New Records in Warsaw, the Lithuanian National Li¬
brary in Vilnius, as well as preliminary press and literature research on the sub¬
ject be omitted.
The publication comprises six chapters, in which a system of chronological
issues is presented concerning topics connected with care and education pro¬
vided to children who need help and issues connected with upbringing and edu¬
cation. Organization structures of societies, organizations and institutions were
analyzed, and to their mainstream activities and goals particularly those con¬
nected with their activity in the years
1918—1939.
When describing the most
important events, social factors of welfare and educational activities in the
interwar period were stressed, as well as the values which guided the organiza¬
tions in their everyday work.
Factors determining welfare, upbringing and educational actions in the re¬
gion of Vilnius in the Second Republic are discussed in Chapter One. An outline
of selected aspects of political and social situation in the region of Vilnius al¬
lowed to attract attention to a number of important issues affecting welfare and
upbringing activities and to the diversified ethnic. Language and cultural struc¬
ture of the community in the context of the situation at that time.
In the Chapter Two, legal determinants of welfare, upbringing and educa¬
tional actions organizations are discussed. Legal frames forming activities of
associations established by ethnic minority communities are also described in
this chapter.
In Chapter Three, the authoress discusses concepts, forms and methods of
welfare and educational actions carried out by different societies in the region of
Vilnius, presents their organization structures and implemented objectives.
Chapter Four discusses welfare and educational actions carried out in the re¬
gion of Vilnius by different societies, which joined in carrying out the values of
the national and state education, cultivated social and moral upbringing and, at
the same time propagated such values as: work, religion, self-reliance, initiative,
sensitivity. Programmes of activities and statutes of societies outlined not only
the trends in educational work, but also implemented pedagogical ideas based on
systems of values moulded by principles of religion, ideology and outlook.

Chapter Five focuses on issues connected with Jewish education, its reli¬
gious, cultural and socio-political determinants. Organisation forms of Jewish
societies as well as methods and basic objectives of action are also presented.
The issue of lay education is also discussed, based on the case study of a school
system created by the Jewish Cultural and Educational Association Tarbut .
The role of sports and physical culture in the systems of educational activity
of social organisations in the region of Vilnius is discussed in Chapter Six.
The work is closed with a conclusion and bibliography, which are a form of
supplement and extension of the discussed issues.
