Summary
The present book is entitled Organizational structure and functions of the Council
of Brest-Litovsk
1565-1763.
The monograph consists of eight chapters. The first
one discusses the common issues for different types of councils in Brest: the
genesis of the district and the genesis of the Council of Brest, convening and in¬
forming the nobility, venue, time, devotion used before councils, council members,
the order to sit during the sessions, the attendance of the participants, methods
of decision-making, function of the person starting the sessions, function
of the marshal of the council, influencing the decisions of the councils, protests,
councils safety rules and records of the councils.
The remaining chapters refer to the legal bases for the functioning, the com¬
petencies and practices of various councils, whereas councils during Inter¬
regnum period are characterized in one chapter (4th). Similarly, in one chapter
(8*),
serving of the military service is discussed. The analysis presented in these
chapters has shown that the competence of the Council of Brest passed far-
reaching transformation during this period. The reason of which was often re¬
lated to the unification process with the Crown. In comparison with the rest
of the Grand Duchy of Lithuania, the Council of Brest had a specific geographic
location, which enabled to transfer some of the principles of operation for
the council from neighboring
Podlasie
voivodship. Characteristic trends rela¬
ted to this, were especially strongly manifested during the Interregnum period, i.e.
the late 16th and early 17th century. There were also some differences which distin¬
guished the functioning of the Council of Brest from the Crown Council within
a few centuries.
The parliament, as the central authority, could extend or reduce the func¬
tions and competencies of the Council of Brest. Nonetheless, the council mem¬
bers could influence the legislation of the Grand Duchy of Lithuania, as well as
the nationwide legislation. Additionally, council had an impact on the activities
of the highest appeal instances by sending council deputies to the Lithuanian Tri¬
bunal and the Revenue Tribunal.
The activity of council was strongly influenced by magnates, which had goods
at the Brest district. Different political orientations represented by magnates

often negatively affected the course of the council. Lack of compromise of¬
ten caused splitting or breaking of the council. It may be noted, that in the first half
of 17th century magnates participated more often in the council sessions. Probably,
this allowed strengthen their position and prestige in the Brest district. However,
in the 18th century their political aspirations related to councils were performed
with numerous customers.
At the end of this book there is an annex which contains a list of members of par¬
liaments and deputies to the Lithuanian Tribunal during the years
1569-1763.
Presented in this book, the organizational structure and functions of the Coun¬
cil of Brest certainly does not give the proper image for all administrative dis¬
tricts of the Grand Duchy of Lithuania. For some of the issues related to councils
there is a need to put and analyzed together the records from all the administrative
districts of the Grand Duchy of Lithuania. Perhaps, such a comparison in the given
period as in the Crown, would make some of the differences in the functioning
of councils of individual administrative units of the Grand Duchy of Lithuania
more visible.
