advocacy of a new conceptualisation of political culture has as metho¬
dological and theoretical backing „the return of the grand theory in the human
sciences * on the one hand and the historical context of its origin on the other.
Political science is the only social science that came into being directly in
the United States; in other words, it had no match or precursor in Europe. In
American social science a special link was developed between democracy, he¬
terogeneity and prosperity. A balance founded on a complex dialogue betwe¬
en political science and vernacular institutionalism was developed between the
idea of cultural diversity and Americanism. It was in this context, an essential
field of political science in the USA, that political culture was originally con¬
ceptualised. For its methodological underpinning, the idea of political cultu¬
re took over the methods of empirical social sciences. The concept of political
culture was first used by Parti
(1936)
in the journal American Political Science
Review, although this variation of the concept did not spread until the
1950
s.
Gabriel A. Almond and Sidney
Verba
laid the scientific foundations for the
concept of political culture, bringing it in a big way into not only political sci¬
ence but the social sciences in general. This founding concept of political cul¬
ture, a child of the behavioural revolution and the objectivist approach to po¬
litics, searched for stances, opinions and value judgements about the political
system and different aspects of it, providing a useful and reliable understan¬
ding about politics. In discussions about the concept, Almond and
Verba
wide¬
ned the theoretical origins and fields of investigation. Numerous political sci¬
entists made particular contributions to the concept, especially R.
Dahl
(the
idea of a polyarchic political culture), A. Liephart (the idea of consociational
political culture), R. Inglehart (the concept of modern and post-modern poli¬
tical culture) and R. Putnam (testing out the ideas of political culture and the
idea of social capital).

However, like all grand ideas, that of political culture too provoked, from
its very beginnings in academe until this very day, a critical debate in which
political scientists took part together with philosophers, psychologists, socio¬
logists, historians and lawyers. From the
1980
s on a
number of ideas of poli¬
tical culture that went further along the axis of the „founding concept were
put forward. Integrated and the most conceptually important were those vi¬
ews that were expounded in their books by
Rohe,
Podunavac, Welch, Skovajsa,
Schuppert and others. Taking their cue from the concept of Almond and
Ver¬
ba,
they moved along two tracks. The first was that which went through the fi¬
eld of political communities, attempting to find supports in culture for the in¬
terpretation of politics. The other track goes along the broad and winding path
of culture and the understanding of politics deduced from it.
Political culture, like man in Descartes and his critic Pascal, was „somet¬
hing between God and nothing . As inter-esse between culture and politics,
political culture is not preordained, but defines itself, decides itself: the possi¬
bility of freedom and self-determination in the inter-esse. Without that field of
freedom, there can be no creative imagination or the foundation of the theo¬
retical and cognitive vocations of political culture.
Hence the conjunction and between politics and culture has a crucial me¬
aning. It is their constitutive reciprocity. But for us to discover this essential
in the idea of political culture we first have to put forward the understanding
of politics and culture, and then discover what this and, or political culture,
is. This problem was noted by Almond too, and twenty years after he founded
the idea of political culture, he wrote his famed treatise The Intellectual Tradi¬
tion of Civil Culture, in which he explained the theoretical foundation of what
was then the already grand idea of political culture. Nevertheless, this account
did not rebut the main drift of criticism, which said that political culture, in
his idea, and in the idea of his successors, was understood in a restricted ver¬
sion (government, power, institutions) and culture was locked up in opinions,
views and orientations that were expressed to a politics so understood.
The cultural turn in the social sciences (Alexander,
1988)
mostly came into
political science via anthropology, with the Geertz understanding of culture as
a string of
semiotic
practices and public forms having a decisive importance,
particularly for its dominant paradigm
-
political culture. The idea of politi¬
cal culture discovered in this the capacity of this
semiotic
form to be analysed
and to show that culture determines structure and political action. Accordingly,
political culture acquired a new perspective, from which it was possible to se¬
arch not only for what some political constitution is, but also how it is shaped
in the world of life
(Rohe).

was enabled by a political theory and philosophy that in spite of the me¬
taphysical tradition turned, for example, to „historical thinking , phenome¬
nology, post-structuralism. At the same time this was the time of large cultu¬
ral, social and political changes: the origin of post-industrial society; the crisis
of modernity and the coming into being of the post-modern condition, that is,
of the end of the big narratives and the individual s turning to the world of li¬
fe and the search for identities in an age determined by identity and network
(globalisation) and so on. This perspective directed the concept of political cul¬
ture towards the discovery of a system of meaning around which everyday li¬
fe goes on and which determines both its understanding of political commu¬
nity and its own political identity.
However, for the thinking of political culture the
reaffirmation
of the idea
of the public has a special importance. From political theory and philosophy
(Arendt, Geertz, Habermas,
Taylor, Rawls, Parekh and others) we have inhe¬
rited the understanding of the public space
(der öffentliche Raum)
or the pu¬
blic sphere
(Öffentlichkeit)
as the kernel and field of both culture and politics,
or political culture. We take this as the originating position of the reconcep-
tualisation of political culture: its concept; fields, principles and methodolo¬
gical concepts; and its contemporary valency. This journey would go by and
over culture as
organon
that replaces policy and politics as total rule that in¬
vokes culture as ideology. It is based on optional openness and imagination of
culture and at the same time and yet not paradoxically on the principle of po¬
litical understanding that does not rely on a priori principle, but contains the
formal conditions for the possibility of the individual to act in concert with
the action of others or of everyone. It has then, freedom for all as pupil in the
eye of the political body.
This is an attempt theoretically to redefine the concept of political cultu¬
re and to show political culture not only as a major and indispensable topic,
but also as the determining point of view or approach of contemporary poli¬
tical theory.
