in Poland's foreign policy
in the transition period
(1989-1992)

Summary
A broadly defined decision-making is an important research field regarding foreign policy of a state.
It embraces both the stages of the decision-making process, its participants and an analysis of
decision situations, as well as the structure of the system where that process takes place. The cen¬
tral concept in the decision analysis conducted in the present study is the national decision-making
centre. It comprises the essential actors of the decision-making process and relations between
them. Another crucial component in the analysis are the system's capability to adapt to regime
change, forms of inter-ministerial coordination, relations between the various elements and the
scope of their autonomy.
The study focuses on a section of the work of the national decision-making centre, covering
foreign policy and the impact of regime change on both the structure and the function of the
centre. The relation arises from the fact that the decision-making system in foreign policy should
be perceived as a subsystem/element of a greater whole, i.e. of a political system. As such, it is
subject to the logic and mechanisms of that system. The author's analysis of the impact of regime
change on the transformation of the decision-making system covers both the formal-legal and
functional aspects. The former refers to the restructuring of the authorities involved in the sys¬
tem, the emergence of new participants (the President or the Senate) and the removal of the relics
of the previous system (such as the State Council) with negative connotations. The author provides
a clear overview of the positions of the various system participants in foreign policy decision mak¬
ing, as well as their relations and mechanisms of cooperation or subordination. In the centre of
interest are the most significant actors: the President, the
Sejm
[lower house of the parliament],
the Senate, the Government headed by the Prime Minister and the Ministry of Foreign Affairs. The
formal-legal basis for the analysis of the system participants' competences is made up of consti¬
tutional acts, that is revisions of the
1952
Constitution, as well as laws and other acts referring
directly or indirectly to foreign policy.

Summary
Another aspect analysed in the study is the actual functioning of the decision-making system
in foreign policy. The author has identified the main manifestations of and reasons for its dysfunc¬
tion, including the shortcomings of the formal solutions, unspecified roles of the various actors,
impact of interpersonal relations between holders of key state offices and, generally, types of per¬
sonalities of politicians involved in taking key foreign policy decisions.
The analysis covers the period of
1989-1992,
marked by important political and constitu¬
tional developments.
1989
is regarded as the year marking the beginning of Poland's transition,
although some threads in the study go further back in the past. The end of the analysed period
is marked by the adoption of the so-called Small Constitution of
1992,
an event that opened the
period of transformation, i.e. change of the political regime leading to the consolidation of dem¬
ocracy in Poland.
The analysis of the decision-making process in Poland's foreign policy conducted in the study
is based on a traditional approach in line with the theory of action, with particular emphasis put
on the organisational type of decision analysis, supplemented by the micro-social type taking into
consideration interactions between participants in the decision-making group, and the psycho¬
logical type taking into account the personalities of the key decision makers involved as well as
their leadership skills. The study examines the formal-legal competences of the key decision mak¬
ers and how these competences are implemented in practice. The functioning of the various com¬
ponents of the system is presented as a dynamic structure, taking into account the mutual impact
of particular decision-making bodies, communication channels and coordination mechanisms.
The book consists of three parts. Part one looks at the circumstances which determine the
operation of the decision-making system and are essential for its future functioning. Of key im¬
portance
—
in this part
—
for the whole study is the section concerning regime change, con¬
ceptual ambiguities and divisions those processes are subject to. This part also discusses some
non-systemic
—
albeit significant for foreign policy-related decisions
—
conditions such as: inter¬
national situation, economic and social determinants, impact of leaders and personalities of various
high-ranking officials, bureaucracy as an inhibitor or driver of transformation, as well as agendas
and visions of foreign policy pursued by the main political parties represented in the Parliament.
Part two examines the formal-legal competences of the various participants in the system,
with each of them
—
i.e. the President, Government, Prime Minister, Foreign Minister,
Sejm
and
Senate
—
being discussed in a separate sub-chapter. The period of
1989-1992
still featured many
solutions taken from the previous system, hence for each actor analysed, competences are divided
into those continued and those newly developed. The identification of the competences and the
position of each actor in the system is based on constitutional acts and acts of lower level derived
from the previous periods
—
the
1960s, 1970s
and
1980s.
Part three is closely connected with part two, as it examines the actual dimension of the oper¬
ation of the decision making system. The analysis covers the functions of the President, Govern¬
ment, Prime Minister, Foreign Minister,
Sejm
and Senate as components of the decision making
system. While distinctions between those authorities are made, particular chapters devoted to
them are not self-contained parts; rather, they are interlinked and form an integral decision-mak¬
ing system. The empirical analysis presented in this part is based on repetitive cases, regularly
occurring phenomena and mechanisms, as well as anomalies that can be found in that repetitive
pattern. It is a description and reconstruction of actions taken by particular system participants
that has allowed the author to observe some rules and formulate general conclusions on the basis
of the inductive method.
Due to the complexity of the subject matter, the study employs several research methods:
systemic analysis supplemented with decision analysis, empirical analysis, institutional (organ¬
isational) analysis, historical analysis, functionalist analysis with elements of behavioural analysis,
and statistical analysis.

The analysis conducted in this study has demonstrated that changes in the formal-legal dimen¬
sion of the decision-making system after
1989
were not fully reflected in the functional dimension.
The main decision makers, particularly the President, took actions mostly aimed at expanding
their competences or scope of authority up to the point of resistance from the other actors in the
system. The decision-making process in Poland's foreign policy itself was neither well-thought-out
nor consistent, and until the adoption of the Constitution of
1997
competences in foreign policy
were divided between the two arms of the executive power with neither intending to clearly de¬
fine their mutual relations. With regard to the impact of regime change on the decision-making
process in foreign policy, the analysis carried out in this study leads to the conclusion that a con¬
tract-based change of regime causes old mechanisms and systemic solutions to be solidified, thus
slowing down the pace of the system's evolution and of changes in the content of foreign policy.
Foreign policy of such a state is more cautious and balanced, with changes being of evolutionary
rather than revolutionary nature. Additionally, the foreign policy decision-making system during
regime change is marked by ambiguity and instability; it tends to be incidental, highly person¬
alised, dispersed and poorly coordinated. The Government proved to be the most durable element
of the decision-making system in Poland's foreign policy after
1989,
while the emergence of new
elements of the system
—
mainly the President, but also, to a certain extent, the Senate
—
as
well as changed powers of the
Sejm,
led only to a relative repositioning of the Government. The
position of the Government was, therefore, strongly affected by changes in the other elements of
the system.
