The Order of Respublica:
Sixteenth-century Polish Political Thought
and the Classical Republican Tradition
One of the main goals of this book is to demonstrate that the Polish republican
discourse of the sixteenth century was not only influenced by the ancient republi¬
can tradition, but can in itself be seen as a contribution to the classical republican
tradition. The most important aspect of the approach presented in this book is its
focus on the normative foundations of the political order oi respublica, as well as
an attempt to present a well-thought delineation of the classical republican tradi¬
tion, which was deeply influenced by Aristotle in contrast to modern versions of
republicanism.
The concept
oí
respublica
(rzeczpospolita,
commonwealth) and the concept of
order (in the normative and institutional sense) are two fundamental categories
of the analysis presented here; the order of respublica reflects the normative and
institutional foundations of
de óptimo
statu reipublicae,
the best polity that can
be obtained. It is argued that these categories best depict the essence of a repu¬
blican theory of politics that many authors have presented, which belongs to the
ancient and early-modern republican tradition that in many respects differs from
modern republicanism.
The starting pint of the analysis is the classical republican tradition with its
ancient origins and early-modern revival, and the concept of respublica which is
central to it. Despite growing interest in that tradition, its origins, main concepts
as well as its time scope and significance are not always clear in the scholarly li¬
terature. The introduction therefore brings clarification as to what is meant here
by the classical republican tradition. It is also argued that Renaissance political
thought in Italy, England and specifically in Poland can only be understood in
the context of this revival of interest in the ancient political ideals

(Ari¬
stotle) and res
publica
(Cicero), and the theory of a free, self-governing political

community based on the rule of law and active citizenship that aspired to achieve
the common good.
The first chapter discusses the ideas of a well-ordered respublica or a mixed po¬
lity in Aristotle and Cicero, as well as in the works of Greek and Roman historians.
This remarkable development was to have a tremendous impact upon the politi¬
cal thought of Renaissance humanists, which underwent a radical transformation
that led to a departure from medieval political theory. Classical republican ideas
of respublica, justice, law, virtue, citizenship and the harmonious order of a mixed
polity were widely used and modified in accordance with political experience in
the northern Italian republics
-
especially in Florence and Venice -England and
Scotland, and also in Poland, which by this time was called
Rzeczpospolita.
Their
political discourse, which had both a theoretical and practical character, searched
for the best foundations of civitas
libera, a
law-abiding, free political community
that was either a republic (mixed government) or a mixed monarchy (monrchia
mixta,
like in the case of Poland and England). The way these ideas were used,
modified and applied in a given empirical context (Florence, Venice and England)
is discussed in chapter two.
The second part of the book presents an analysis of Polish political thought
in the sixteenth century for which the most important point of reference was
the concept of respublica
(rzeczpospolita)
and the classical republican tradition.
A number of Polish or Polish-Lithuanian authors of the time, above all
Stanisław
Zaborowski, Jakub Przyłuski, Andrzej Frycz Modrzewski, Wawrzyniec Goślicki,
Stanisław Orzechowski, Andrzej Wolan, Krzysztof Warsze wieki, Łukasz Górnicki,
Sebastian Petrycy
of
Pilzno,
contributed to the theoretical republican discourse of
Rzeczpospolita;
this also had a practical character for it referred to the problems
and institutional arrangements of the Polish
monarchia
mixta.
The starting point
of the analysis is thus a discussion of the historical and political context, including
the constitutional arrangements of
Rzeczpospolita
and the rise of humanism in
Poland in the fifteenth century. This context helps to understand the development
of republican theory in the sixteenth century and its main concepts, which were
particularly inspired by Aristotle and Cicero, and also by Gasparo Contarini and
his treatise on the constitution of Venice.
In chapters four and five the analysis focuses on a number of crucial normative
categories of the Polish republican discourse that include the concept
oí
respubli¬
ca, political community, justice and law, the paradigm of liberty, virtue, common
good, citizenship, education and customs that are discussed as representing a co¬
herent normative political theory influenced by the classical republican tradition,
even if it was limited, to some extent, to the empirical context of
Rzeczpospolita.
It is argued that among these categories liberty was always seen by Polish authors
as conditioned by the teleological character of respublica, and by the moral foun¬
dations of the political order, including above all civic virtue and the responsible
and virtuous conduct of citizens, both rulers and ruled, whose main duty was to
contribute to the public good. Corruption was inimical to liberty. Thus the moral

and civic character of citizens, and not just the institutional order of the mixed
constitution, was seen as vital for the attainment of res
publica,
the best political
order that can be. It does not mean, however, that the institutional order was of
no importance; all republican authors argued in favour of a mixed government
comprised of monarchical, aristocratic and democratic elements. In the Polish as
well as in the English context, however, these elements were to coexist in the mo¬
narchical political form later called
monarchia
mixta,
or monarchical republic!
This view was very much in accordance with the ancient republican tradition for
which respublica could have a monarchical or aristocratic or even popular form
of government as long as it was at the same time a government based on the rule
of law that preserved the common good. Polish republican authors of the sixte¬
enth century disagreed as to which of the elements of the mixed constitution sho¬
uld be strengthened; some argued in favour of a stronger monarchical element,
some supported a senate and thus wanted an aristocratic element to play a pre¬
dominant role. Close examination of these issues in the last chapter demonstrates
that it is possible to talk about several republican projects in Poland at the time
as well as in later epochs, but there is no doubt that in the sixteenth century, the
republican projects were predicated upon the belief that the mixed constitution
of respublica would not only be the best guarantee of its normative foundations,
but that it could not function well without them. Therefore a number of thinkers,
above all
Andrzej Frycz Modrzewski,
called for the improvement of
Rzeczpospo¬
lita,
referring above all to its normative and moral foundations.
This is the first monograph that attempts to analyze the republican heritage of
sixteenth-century Polish political thought as belonging to the classical republican
tradition, while also discussing the meaning, concepts and the time-span of that
tradition.
