Rudé Právo
and Restitution of the
Rudé Právo
Identity in Year Zero
(1990).

of the property restitution discourse and
the rhetorical strategies for constructing the justification of and (de)legiti-
mizing property restitution.
This study analyses the mass media (the Czech communist press) dis¬
course of property restitutions one year after the revolution of
1989.
The
author is inspired by the approaches and procedures of Critical Discourse
Analysis in investigating the discursive and extra-discursive practices of the
communist/left wing traditional newspaper
Rudé
Provo.
From the perspec¬
tive of symbolic power as control, she analyzes the newspaper text as well
as the social context in which the text was produced. She reconstructs the
institutional and organizational transitions of the
Rudé
Pravo
daily, whose
social position and identity changed radically during
1990,
from a Commu¬
nist Party affiliated newspaper to a private left-wing newspaper. In a Section
entitled Contexts, she introduces the ways changes in the newspaper's con¬
text were controlled. Her goal is to shed light upon the actions leading to the
newspaper's changing social position and identity conversion during
1990.
The Section entitled Texts represents the publication's core. Here the au¬
thor analyzes the establishment of the restitution media agenda (agenda
setting", „priming") but also the discursive practices and rhetorical strategies
for presenting, de-signing, or „framing" agendas and contents. Restitutions
are selected as a case study, example, and evidence of retrospective discourse
about the communist past because they represent the injustices done dur¬
ing communism and as a result of communist power actions. The analysis
also focuses on the issues of rhetorical (dis)continuity and actors' attitudes
to their own past, including the ways to rectify or remedy it. That is why the
author chooses the
Rudé Právo
as the only mass media outlet affiliated with
the communist party after the revolution.
The author links a discursive, narrative, and recursive frame analysis
of the Czech communist press with the Boltanski and
Thévenot
theory of
justice and the theory of retrospective/transitional justice.
Olga Šmídová-
Matoušová
describes the establishment of the restitution agenda and suc-

cessive crystallization of the restitution discourse during „year zero" after
November
1989.
She also observes the discursive area on a more general
scale, i.e., in the economic reform and transformation discourse.
In addition, she analyses the media representation of restitutions inter-
textually, in the contexts of interrelated or competing discourses of justice:
„the old structures", „competition between ownership forms", „breakdown of
cooperative farms
(JZD)",
and „economic reform".
The key scenario for constructing the restitution discourse found in the
text sample is represented by the „justice frame" of property restitutions.
The Boltanski and
Thévenot
theory is used to generate the basic formal fea¬
tures of the justice frame from the total population of justice-related texts in
the one-year period. In this way, the author formally reconstructs the
Rudé
Právo-style
restitution justice scenario by telling a short story or drama that
consists of two chapters:
(1)
how the injustices were done and
(2)
how they
are going to be remedied.
In the first, diagnostic chapter of the reconstructed justice scenario on how
the injustices were done, the search for legitimate remedies to communist-era
injustices is linked with stories of the past in which injustice, guilt, and the
necessity and form of remedy are justified
(justifier
stories). While injustices
as historic facts were not put in question, responsibility for them is sought
or inferred neither at the personal level nor at the collective level. It was „the
system", „the regime", „communism" that caused injustices and harms.
The second, prognostic chapter of the reconstructed justice scenario
deals with the future remedies of past injustices. This chapter as a whole
represents one big warning from the ways such past injustice remedies were
likely or even bound to bring about new injustices and suffering to the inno¬
cent. In this
Rudé Právo
scenario, as developed throughout
1990,
restitutions
as a way to remedy injustices were not presented as a legitimate solution but
rather implicitly delegitimized as new injustice. This was not affected by the
explicit acknowledgement of the fact that injustices were done (under com¬
munism) and should be remedied.
Another way to delegitimize restitutions and undermine their justi¬
fied character was represented by the attachment of the left-wing restitu¬
tion discourse to the „economic reform" discourse in Fall
1990.
At that time,
plans were passed for a radical „economic reform" that was personified by
its „father"
Václav
Klaus and enjoyed nearly unreserved support by the Czech
general public and leading political forces (The Civic Forum). In late
1990,
the restitution discourse was subordinated and reframed by the reform dis¬
course. In the
Ruàé
Právo
articles, restitution justice was discursively subor¬
dinated to the justice regime of the market (economic) reform, which was

presented as a more universal, more general, and fairer re-privatization sce¬
nario. No principal questions were raised about the necessity of market re¬
form and denationalization.
The
Rudé Právo
justified the higher good of market reform by arguing
that it was based on equal opportunities
-
ownership and enterprise op¬
portunities
-
for all citizens. The reform was thus represented as universal;
restitutions as particular. The reform was offered as a solution which, at the
time of the launching of market economy, offered „equal opportunities" for
prosperity and growth to all. The free market would take care of fulfilling the
opportunities through an objective, fair mechanism of justice. The reform
would create market immediately, quickly, while restitutions would impede
market and defer universal prosperity for the entire nation.
The communist regime was conceptualized as a natural disaster which,
in fact, had affected all citizens. We all had suffered from economic under-
development, a shame and injustice to us all. The market was the only sec¬
ond chance we all deserved, given the experienced ineffectiveness of planned,
fully nationalized economy. On the background of the negative collective ex¬
perience with full nationalization and abolishment of private property under
communism, privatization and free, laissez-faire market were presented as an
exclusive, historically inevitable alternative.
All those and other ideological features helped the left-wing
Rudé Právo
discourse succeed in connecting with the dominant political discourse of the
radical
Václav
Klaus reform. The
Rudé Právo
restitution and reform discourse
successfully colonized the contemporary hegemonic political discourse of
the radical economic reform as well as the
neoliberal
laissez-faire market dis¬
course. The re-privatization ideology, as produced by the newspaper, was also
in line with the contemporary common sense and popular ideologies of the
Czech general public. In
1990,
the privatization ideology re-presented the core
of the transformation mythology. There was remarkable convergence between
the constructions of the Klausian
neoliberal
privatization ideology and reform
argumentation, on one hand, and the left-wing or communist privatization
ideology which was represented by the
Rudé
Provo
and aimed at undermining
the legitimacy of restitutions, on the other hand. This finding should, how¬
ever, be supported and verified through further comparative research.
