RESUME
Dear reader,
The questions concerning the building of a reliable system that can guarantee the
stability and prosperity of the national security of the protected country have not arisen
recently. These questions have began their existence in the very origin and development
of society and the country as an expression of its political organisation on a certain
territorial frame.
With the development of the modern information society, the rapid globalisation
processes and the long gone abolition of the world tension from the cold war era,
bigger and more serious challenges come to the surface. By breaking the limitations it
turns out that the created and suported with the years confrontation is giving its yield.
Worldwide and in the media, the problems of terrorism, extremism, racial segregation,
the undefined recognition of some newly formed states or state-like formations by
the developed democracies and the international political community as well as other
phenomena find their ever stronger reflection.
These challenges do not allow even today, after so many years, to heel the wound of
the last world war and the ongoing regional armed conflicts. Despite the huge amount
of knowledge and technical equipment the world possesses, it is still not possible to
fully overcome the contradictions among the different states.
These controversies lie in the foundation of the reocurring in different dimensions
and levels of the everlasting collision between the intelligence interests of the foreign
country and the national interests of the protected state.
The book presents a contemporary view of the condition and the dynamic changes in
the counteraction on the intelligence field between the two counter parties
—
the foreign
intelligence and the counterintelligence of the protected state.
In the process of counteraction phenomena occur, which are the core of the rising
conflict interaction between the enemies under consideration.
In the course of the research under thorough analysis are placed the essence and
content aspects of the counteraction; the place, role and meaning of the relation social-
intelligence conflict; organisation and management of counteraction. Proper significance
is attributed to the whole system of counterintelligence measures for counteraction,
which are designed, planned and executed with regard to achieving synergetic effects.
The book is an attemt to draw a scheme of a contemporary organisational model of
the counteraction process, which is a major scientific contribution with practical and
applied value.
In the epicentre of the beginning of the counteraction, the signal principle is
considered dominant with regard to detected intelligence threat. This means that security
services undertake a system of specific measures to counteract the foreign intelligence
only in cases, when clear and present symptoms of threat and vulneration of the stability
of the state are discovered.
The research thoroughly examines the specific features of the counteraction
to foreign intelligence violations which are plotted, planned and carried out by the
overt intelligence, clandestine intelligence, and technical intelligence. The attention is

directed to outlining the specific features, characterising the significant organisational
and managerial strategies and practical approaches in the different types of intelligence
that can be found in the security media separately or in unique combinations.
In the process of counteraction are marked the systems of special features which can
help identify signals or proof of presence of foreign intelligence or covert information
means and sources, functioning under its instruction.
The combination of features envisaged here is unknown as at the moment in scientific
and public spheres. Nowadays researchers and experts are very modest in their attempts
to systematise them because of the fear not to uncover in front of the reading audience in
some form or another current operational, sensitive or other intransitive data, concerning
different counteraction panels.
A speciphic emphasis is placed on the various situations of proactive reaction in the
process of counteraction. Major types of counterinvestigation operations are studied, as
well as the peculiarities in their organisation, preparation and implementation with the
purpose of achieving strategic benefits and advantages for the protected state as a whole
and its security services in particular.
In conclusion, we can say that contemporary forms of conflict interaction between
the foreign state and its investigation interests and the protecteed state and its national
interests require a significantly higher level of managerial culture on the part of the
counterinvestigation,
reengineering
in the organisational design on institutional level
of the structural frame, modernisation of the functions and priorities, innovative and
creative thinking at the planning and implementation of the activities.
The major objective in the counteraction process is not to allow interruption of
the line of conflict interaction between the two opposing states, but to work for its
suspension and reproduction. This is the content of the modern theory of counteracion
philosophy. In this context, there will be fewer cases of prosecution of revealed foreign
intelligence agents and secret collaborators and more cases of implementation of the
more unconventional and inexplicable international-law institute of the so called spy
exchange . The latter comes to explain some cases of disclosed, running at the present
moment operations of counteraction among states in different parts of the world.
Counteraction is an everlasting and reproductive process and state of communication
at interstate level. It is supposed that it will lose its importance when countries, percieved
as social constructions, will fade and disapper from the social space and a common
social harmony will be reached among people in their existence and life.
The book is designed to increase the special knowledge capacity about the theory
and practice of counteraction to foreign intelligence assaults in the context of national
security protection. It aims at achieving cognitive effects in the conscience of a wider
range of readers, unprejudiced, uninitiated in the secrecy of intelligence combat. The
scientific research is directeed at specialists and experts in the sphere of national security
as well.
