REFORMS AND REVOLUTION
(1875-1877)
Summary
The current study is dedicated to the ideological and political acts
of Bulgarians in Istanbul during the last few decisive years before the
Liberation of Bulgaria from Ottoman rule in
1878.
In the middle of the
nineteenth century the Bulgarian community in the sultans capital be¬
came an important cultural and political centre, which played a leading
role in the movement of enlightenment, the struggle for autonomous Bul¬
garian church and the cultural development of the Bulgarians within the
boundaries of the Ottoman Empire. During the years of the Eastern Crisis
(1875-1878)
among that Bulgarian community new political tendencies
started to crystallize and take ever more distinct shapes, finding realiza¬
tion both in and out of the country. It is those tendencies that are the focal
point of research here.
The introduction reveals the formation, role and place of Bulga¬
rians in Istanbul in the transition from traditional to modern society. The
main parameters of their demographic potential; their economic, educa¬
tional and cultural activities are studied in comparison with other major
ethnic and religious communities, inhabiting the big city. The attitude of
Bulgarians in Istanbul towards political and national consolidating pro¬
cesses is also investigated.
The first chapter has an introductory character as well. It reveals
the projects and the development of the public debate about the idea of
Istanbul becoming in a way a capital of the Bulgarian revival. The prob¬
lem is important and essential, since its solution in one or another direc¬
tion would predetermine the destinies of the Bulgarian population in the
imperial capital, as well as its role in defense of national identity and in
the struggle for liberation. The text is divided into two paragraphs where
the events are studied in chronological order: the first one includes the
period from the 1840s to 1860s and the second one concentrates on the

870s. The first paragraph explores in consecutive order the specific ac-

tions
and the vicissitudes in solving the problem of the future seat of the
Church leader, following the events from the first programme demands of
Neophyte Bozvely and Ilarion Stoyanovich (the future bishop of Makari-
ople) in
1844-1845
to the firman establishing the Exarchate in
1870.
At
first sight it seems that familiar events and people are investigated. How¬
ever, they are represented in a new perspective. Emphasis is laid on the
fact that although in the royal decree establishing the Bulgarian Exarchate
the matter is solved in a way consistent with the canons of the Orthodox
Church, by allowing the Exarch to reside in Tsarigrad (the South Slavonic
name for Constantinople/Istanbul) the Sublime Porte managed to satisfy
its own political interests and also, to a certain degree, the interests of
some foreign diplomats in Tsarigrad.
At the beginning of the second paragraph of the first chapter a short
historical review is made that shows how the accelerated process of dis¬
integration made impossible the rise of a united national centre. With the
issue of the firman about the Exarchate and because of the policy of the
Sublime Porte the problem of the seat of the Exarchate not only remained
unsolved but became even more complicated. It caused passionate debates
in the press and opened the door to the proclamation of the schism on the
part of the Patriarchate. At the end of this paragraph the author gives promi¬
nence to the fact that the dispute was resolved not by the arguments of the
parties at issue but by the power of the Sublime Porte, which preferred
to have the leader of the Bulgarian Church watched and controlled from
close-by by the authorities in the capital of the Ottoman Empire.
The second chapter of the monograph is devoted to the legal politi¬
cal actions of the Tsarigrad Bulgarians from the beginning of the Eastern
crisis of
1875.
That period was not only brimming over with interesting
ideological struggles, but it also led to a considerably more radical frame
of mind in the society as a whole. The period is divided into three stages
determined by the events going off in the country connected with the
attempted insurrection in September
1875
and with the reform acts of
the Sublime Porte issued at the end of the same year. Special attention
is paid to the activities of M. Balabanov,

Vaklidov and the newspapers published by them:

(Eastern time) and emphasis is
justifiably laid on their role in setting forth new, more radical demands for
reforms capable of changing the status of Bulgarians within the bounda¬
ries of the Ottoman Empire. A programme for wide political autonomy

for Bulgarians was put into words through various press materials. A
petition campaign carried out in early
1876
is defined in the research as
a result both of the activities of the evolutionist circles and as a rever¬
beration of the activities of the revolutionary circles inside the country
that were willing to take ever more drastic steps in order to throw off the
foreign yoke.
The third chapter of the book is structured in three paragraphs.
Here the author studies the activities of the Bulgarian colony aimed at
revealing to the world the truth about the Turkish atrocities in suppressing
the April Uprising in Bulgaria, as well as the diplomatic mission of Dr.
Tsankov and M. Balabanov to the governments of the Great Powers du¬
ring the summer and autumn of
1876.
In this chapter, apart from a closer
and thorough scrutiny of well known events, new facts and interpreta¬
tions as well as unknown sides of the life and work of such important
public figures as archimandrite M. Kusev, Exarch
Antim
I, St. Panaretov,
N.
Gerov, T. Burmov,
Dr
V. Karakonovski, Panaret, bishop of Plovdiv,
and other eminent people among the Bulgarians along the Bosphorus are
revealed. The author studies the connections of the Bulgarian commu¬
nity with the
protestant
missionaries, teachers in Robert College, as well
as with foreign correspondents and diplomats, residing in the Ottoman
capital. A new well-grounded viewpoint about the idea of the imaginary
uprising of the Bulgarians which rose among the evolutionist circles, is
developed in this chapter. The author states that this position took shape
among some Bulgarian political figures in Tsarigrad not because of social
motives but for propaganda and tactical aims
-
it was used to increase
the effect of the news about the Turkish atrocities on public opinion in
Europe and Russia.
The fourth chapter of the book is dedicated to the second wing of
Bulgarians in Istanbul, led and masterminded mainly by
Dr
St. Choma¬
kov. He supported the idea of closer relations with English policies in the
Orient and with the reforming powers in the Ottoman Empire led by Mid-
hat Pasha. The author upholds the opinion that
Dr
Chomakov did not rep¬
resent blind Turkophilia characteristic for some circles in the Bulgarian
society, but led policy whose aim was to obtain stronger positions for the
Bulgarians within the boundaries of a reforming and renovating empire.
Special attention is paid to the conflicts between
Dr
Chomakov and Ex¬
arch
Antim
I, on the one hand, and between
Dr
Chomakov and the Rus-
sophile circles, on the other. It is emphasized that
Dr
Chomakov remained

relatively isolated and later on, because of his attempts to discredit the
Exarch and the Bulgarian diplomatic delegation in front of the European
governments, he fell into discredit himself. One of the achievements of
research here is that it reveals the excessive extent to which Chomakov
was bound to and dependent on the moves of the English ambassador Sir
H. Eliot, as well as the inordinate trust which Chomakov had towards the
constitutional movement, organized by Midhat Pasha and the new Ot¬
tomans . The failure of the plans
ofthat
Turkish statesman meant the end
of the idea of improving the legal status of Bulgarians by constitutional
changes. That event inflicted a heavy blow on
Dr Chomakov s
authority
and predetermined his future fate as politician and public figure.
The last chapter of the book is dedicated to the relief campaign
carried out after the suppression of the April Uprising and to the attitude
of the Bulgarians towards that campaign. Special attention is paid to the
Bulgarian Women s Charitable Society in Istanbul and its role in those
tragic for Bulgarians months. The deeds of foreign benefactors such as
Lady E.
Strangford
and J. Long are not ignored either. Their relations
with the Bulgarians are revealed and a conclusion is made that in turbu¬
lent times like those foreign political interests were often hidden behind
noble charity.
In the afterword the author synthesizes the results of his research
on the political and charitable activities of Bulgarians in Istanbul in the
years
1875
to
1877.
General conclusions are made both on the internal
and international political background. It is stated that regardless of their
differences Bulgarians in Istanbul all gave their essential contribution to
the cause of the Liberation of their country from Ottoman rule.
The current research has the ambition to present a more complete
and adequate view of the troubled times preceding the restoration of the
Bulgarian state after centuries-long interruption. Using a wide range of
studies the author is both respectful to the contributions of other scholars
and at the same time willing to fill out or correct statements if necessary.
The research is based on an extensive database of primary sources inter¬
preted objectively and properly. The author aspires to show insight into
historical details, which often give new unexpected dimensions to the
events and the people involved.
