A Political Biography
Abstract
Some time ago,
Juliusz
Poniatowski
(1886-1975)
was as well-known as
Eugeniusz Kwiatkowski.
He was related to the king of Poland, but was much
closer to peasants than to aristocracy. An active
Legionist,
Pilsudskťs
follower,
member of a peasant party and of the Polish parliament, superintendent of the
Krzemieniec
High School, minister of agriculture. He was a friend of Maria
Dąbrowska,
a chief of
Jerzy
Giedroyc. An emigre who returned to his country.
A politician and economist.
What kind of man and politician was Poniatowski? Was he a peasant activist
or
Piłsudskis
follower? What induced a politician born to landowning family
to fight for a landowner reform? Why he decided in
1927
to accept a job at
Krzemieniec?
Why in
1934
he returned to political activity? What was driv¬
ing him in
1957
when he returned to Warsaw and took up a job in the Polish
People s Republic?
The book presents Poniatowski s political activity in three chronological
parts.
The first part presents Poniatowskis family roots and the beginnings of
his political activity. It includes his activities during the First World War, first
in the Polish Legions, then in Lublin National Department, Central National
Committee, Polish Peoples Party and in the Polish Military Organisation (POW)
and the secret A Convent. The height of his political activity was a function
of minister of agriculture and provisions in
Ignacy
Daszynski s government
m
November of
1918.
The second part is devoted to Poniatowski
s
activity in the Second Polish
Republic, the most busy period in his activity. It presents his role as the rep¬
resentative of the Polish Peoples Party
Wyzwolenie
in the
Sejm,
his achieve¬
ments as the minister of agriculture and state properties in
Wincenty Witos
government in
1920-1921
and his efforts to establish school of agriculture
at Czarnocin. Much space was devoted to Poniatowski s activity in Volhynia,

mainly as a superintendent and inspector of the
Krzemieniec
High School
1927-1934.
The second part closes with a chapter describing Poniatowskis
achievements as a minister of agriculture and landowner reforms in
1934-1939.
The last, third part of the book, presents Poniatowski
s
life in emigration
and after his return to the country, from his internment in Rumania, through
his works in the Society for Work for the State, to his departure to France and
activity at the Society for the Free Intermarium. It presents the circumstances
of his return to Poland in
1957,
his scientific works and participation in the
Krzywe Koło
Club.
Poniatowski was neither a typical
Piłsudski
s
follower nor peoples movement
activist, but initially he was successful in both political groups, he was one of
leading activists of the Polish People
s
Party
Wyzwolenie
and at the same time
he was a close associate of
Piłsudski.
When after the May Cup of
1926
the ways
of the PPP
Wyzwolenie
and the
Sanacja
Camp began to part, he resigned from
politics, which could be interpreted as a split up with the peoples movement.
When working in Volhynia, Poniatowski engaged himself in the development
of education and improvement of the Polish-Ukrainian relations. He opened
the
Krzemieniec
High School for national minorities and made it a centre of
culture and education, radiating out to the entire Volhynia.
In
1934
Poniatowski returned to active politics. As a ministry of agricul¬
ture he emphasised the importance to better the situation of small farmers and
landless inhabitants of the country. The most important for him was to carry
out a landowner reform. Until now many wooden houses, called Poniatowska
could be found in the Polish countryside.
Poniatowskis agricultural policy was interrupted by the outbreak of the
Second World War. The agricultural minister left the country and remained
abroad to
1957,
convinced that it would not be right to return to Poland.
He became one of the leading representatives of
Piłsudskis
camp. In the
Intermarium Organisation he was seeking for the possibilities for cooperation
between Central-Eastern European countries.
In the
mid-1950s,
observing the changes in Poland, he reached the decision
that it would be more profitable to be economically active in the country than
politically in emigration. For this reason, despite criticism, in
1957
he retur¬
ned to Warsaw, thus distancing himself from
Piłsudskis
foUowers remaining
abroad. In the Polish Peoples Republic he resumed his research into economic
problems which he sidelined in emigration. He got interested in the agricultu¬
ral education and structure of Polish farming.
