The Infantry
Depa rtment
of the Ministry of Military Affairs
(1921-1939)
Summary
During the
ί
921-1939
the infantry was acknowledged as the basic and most numerous
type of weapon used by the Second Polish Republic s Army. Apeaceful infantry organisation,
introduced in
Î921,
survived until
1939
with just a few modifications. Until the outbreak
of the Second World War, it was believed that in spite of introducing the air force, armour and
artillery into the militant actions
-
the infantry will be still the main fighting unit.
In
1921
the First Infantry Department have been created
-
an organisation engaged
in the affairs of the infantry at the Ministry of Military Affairs. Until the
1926
together with
the General Staff, the department was responsible for preparing the infantry for the time
of peace and war. The Department presided over the infantry s education, as well as the
functioning of the infantry s units, gendarmerie, recruiting offices, The Border Protection
Corps, Army s Orchestras and tanks.
Together with the military and civil institutions, the Department was involved in
research on the new organisational structures of the tactical formations, units, sub-units
and their weapon equipment. It was responsible for introducing innovative solutions to the
programs and instructions regarding the infantry s trainings. The
1st
Infantry Department
was also responsible (until
1928)
for the management and recruitment of the infantry.
It administrated the budget of schools and trainings of the infantry s contingent, gendarmerie,
tank drivers and musicians from the infantry s regiments. It was also responsible for its filling
and implementation. From
1925
the Department was in charge of the physical education and
the basic training.
Between
1927
and
1935
the Infantry Department carried on the mentioned above tasks.
It was still a subject to The Ministry of Military Affairs, cooperated with, among others, the
General Inspector of the Armed Forces, the General Staff, the Corps District Command,
Commanders of the large formation and Commandants from the infantry s schools.
From
1927
the Department was no longer in charge of the physical education and the
basic training of the gendarmerie and tanks (from
1929).
From
1935
the Department was

involved in organising the formation of the National Defence. It was one of the last tasks
allocated to the Department.
The activity of the
1st
Infantry Department between
1921
and
1939
was a complex
and important one, as it determined the infantry s development, its level of training and
equipment used by the unit. Responsible for implementation of the mentioned tasks were the
heads of department:

Seweryn Ferek-Błeszyński,
Col.
Józef Stefan Ćwiertniak,
Col.
Kazimierz Bogumił Janicki,

Bronisław Prugar-Ketling, Gen. Wacław Piekarski.
Answers to the fundamental questions put at the beginning of the work regarding
the Department s role in the overall actions concerning the preparation of the infantry to
the war, and also about its productivity and efficiency while the existence of another mode
of functioning, is not that clear.
The activity and performance of the
1
st (Infantry) Department was influenced by several
negative factors that eventuated from the contemporary situation in the Ministry of Military
Affairs. The factors included, among others, too frequent restructuring changes at the Ministry
of Military Affairs, as well as the changes concerning the Department s subordination, which
did not promote the effectiveness. Moreover, the Department s employees did not have
a good professional experience, most of them were incompetent, which resulted from the
accidental selection of the body responsible for the infantry s recruitment.
One of the false moves was placing the
1st
(Infantry) Department at the Ministry of
Military Affairs. Since the infantry
-
according to the ideologies, was the primary weapon,
the rest of the departments should be helping and supporting the unit. Whereas, depriving
the Head of the
1st
(Infantry) Department decision making, significantly increased the time
needed for implementation of the prepared ideas, as it needed many arrangements with the
other departments and authorities from the Ministry of Military Affairs.
In turns, the decision of
Józef Piłsudski
concerning a reorganization of the general
military forces after
1926,
effected in an unfavorable organizational and jurisdictional
changes of the Ministry of Military Office, Headquarters and the General Inspectorate of the
Military Forces.
The functional segregation of the Polish army (which lasted from
1921 )
for the peaceful
patch and a war patch has broken the uniformity of the tactical relations. Surely, the Infantry
Department had played the crucial role in organization of the infantry, its arming, training
as well as education. The solution was due to its competence.
Questioning, if the Infantry Department had made a total effort to rearm and to train
the infantry should not be answered unambiguously. In this area of action the Department
has done a lot in connection of raising the militant value of the infantry. However, if we were

drawing a comparison with the infantry of our neighbors, in many ways the Polish Infantry
was not an equivalent partner during a militant clash. The main mistake of the decision-
makers was an expensive living of the high amounts of the infantry units. At the same time the
infantry has been not fully equipped with technical resources, transport and battle resources.
The reduction of founds cannot be an excuse in this matter. Nowadays, retrospectively, it
could be believed that it would be more profitable to keep a smaller yet better equipped
army. At the same time the infantry fighters training system must be positively assessed.
In difficult financial circumstances the system assured the preparation of vocational personnel,
as well as the training of the active duty or reserve soldiers.
Whereas, the officers training must be estimated disapprovingly. The demand of the
highly educated personnel was much bigger then it couid be provided by Martial Academy
and Military Higher Education Centre. Also reducing the study at the mentioned Academies
up to two years enabled students only the preparation up to the operational level. The
presented situation did not favor the theoretical or practical studies, especially when the
army s management was not always finding the subjects useful.
Only just since
1927
the operational level drills have been organized both for the
commands and the headquarters. So, the qualified officers were the driving force of the
army s training and the success of the cavalry, the infantry and the artillery. The officers
commitment and creativity has shown up during the tactical and operational training which
was organized by the superior staff. From
1928
the training has been based on the Polish
practices and not only the French ones.
The attempt of modernizing and expanding the armed forces in
1936-1939,
should be
considered in a positive way. The Infantry Department participated in the conceptual and
practical works of the implementation plan, which was developed in order to implement
the new equipment and infantry s armament. It made a great effort to organize and equip
the infantry in the air guns, cannons, indirect fires and artillery pieces. It contributed to the
production of armour-piercing and anti-aircraft weapon by the infantry, which significantly
increased the importance of the infantry s defense. The drawback would be the small number
of owned weapons. They did not manage to measure up to the other local armies in terms
of armaments and equipment, especially in the artillery and anti-tank weapon at the level
of infantry s division.
The infantry was not the only type of weapon covered by the modernization program,
which turned out to be a bad approach. The dispersal on different types of weapons, together
with the financial restraints of the state and army caused the modernization of the armed
forced as a whole, however did not go through a qualitative revolution.

The work s construction is a problem-chronological, which allows presenting the
intervening process very clearly. It consists of five chapters, an introduction and a conclusion.
It was also supplemented by the personal and geographical index, as well as the
iconographie
materials. It contains attachments which documents the contents of the individual chapters.
The first chapter entitled The Ministry of Military Affairs between
1918-1939
presents the Ministry s origin, organisation and functioning in a chronological order.
The second chapter, The Polish Infantry in connection with other European Armies
between
1921-1939,
presents the organisational development of the infantry s units, caused
by implementing new equipment and armament, as well as the tactic s improvement.
An analyse of utilising the infantry in the Polish war doctrine, has been performed. The
development of the Polish Army capability, in proportion to the German and Red Army, has
been evaluated.
The third chapter
-
The Infantry s Department Personnel between
1921
and
1939,
presented the Department s structural and personnel solutions in terms of the efficiency
in implementation of the assigned tasks.
The chapter number four
-
The competences and scope of work of the Infantry s
Department, where the tasks of the Departments were being evaluated, as well as the jobs
of the important central military authorities institutions, carried out on behalf of the
infantry.
The fifth chapter
-
The Role and tasks of the Infantry Department in the personnel s
education, training and raising the Infantry s soldiers, presented the origins and activity
of the infantry s personnel education, the training and education of the infantry s soldiers
at the military units, the Department s achievements in the area of development of regulations,
instructions, training programs and also the costs for their own needs, needs of the contingent
and infantry s school.
In the case study, the author do not judge the department, but evaluates its performance,
the achievements and defects, in order to get as close as possible to the truth.
