SUMMARY
The shift in the force ratio in the World War II European theater
allowed the Russian troops to reoccupy, in the Spring of
1944,
a part
of the Romanian territory
-
Basarabia
the northern of Bucovina. On
the
23
of August
1944
Romania left the alliance with Axis and joined
the United Nations Coalition. After this date, the Red Army was no
longer,
de
facto, on the territory of an enemy state.
Moscow did not take into consideration the politicakmilitary
events which started to take place beginning with the afternoon of the
23
of August
1944.
The Russian troops continued the offensive on
the Romanian territory. Having no obligation and commitment
towards the new authorities in Bucharest, the Soviet Union, by the
middle of September
1944,
occupied most of the Romanian territory,
including the Capital and the strategic points of the country.
The signing of the Armistice, on September
12/13, 1944,
by the
Romanian gouvernment and the United Nations did not put an end to
the military occupation of Romania. There was created a huge
discordance between the
de
jure and
de
facto international political-
juridical status of Romania, in the sense that, according to the
Convention of the Armistice, it continued to be a sovereign and
independent state with certain limits and restrictions agreed upon
according to articles
3, 14, 16, 17
and
18.
In fact, by the abusive interpretation of the Convention of
Armistice, the Soviet Union maintained the military occupation of
Romania with the help of the Red Army.
The end of the second World War and the ceasing of the
hostilities in Europe,
de
jure, put on end for good to the possibility
that the Russian troops should freely move on Romania s territory.
Therefore the Romanian government considered as justified the
end of the status of the country being military occupied and the
establishing on legal bases of the cooperation between the two armies
and states. On June 2nd
1945
it addressed
tö
the Control Allied

Commision. The Soviet military occupation bodies did not give a
positive answer to Romania s requests and brought new troops that
were deployed in
Banat, Oltenia,
the
Prahova
Valley and
sout
of
Moldova.
Taking into consideration the fact that the Russian troops almost
two years after the end of the war were still stationed in Romania
without any legal grounds a situation which canceled its status of
independent and sovereign state, that the upkeeping of Russian troops
would cost the Romanian state about
40%
of the total expenses due
to the carrying out of the Convention of Armistice and that due to the
effort and sacrifices made in the Western Campaign it deserves a fair
treatment, as a subject not as an object of international relations, the
Romanian gouvemment paid a greater attention to the discussion of
article
21
of the Peace Treaty Draft with Romania.
This referrend to the withdrawal of the allied forces
90
days
from the coming into force of the Treaty. But Yalta functioned
irreproachably.
The Soviet Union reserved itself the right of keeping armed
forces on the Romanian territory in order to ensure the ways of
communication to Central Europe. This allowed that the effect of the
chases clauses stipulated in the
preambule
of article
21
should extend
only over the Anglo-American troops that were present in Romania
and cancel this effect for the Russian troops. As a result it was
legalized the presence of the Russian troops on the Romanian
territory!
Once that the Peace Treaty was signed Romania s status of
occupied country was not only
de
facto but also
de
jure. The
presence of the Russian troops on Romania s territory had a negative
effect on the society as a whole. On the political level, Stalin s
Conception that any state will impose its social
sistem
as far as its
army can reach was put into practice up to its last consequences.
In order to change the political regime and set up a gouvemment
that was entirely at the beck and call of Kremlin, Stalin used presence
of the red Army as a support and the Romanian Communist Party as
an instrument. After the setting up of Dr.
Petru
Groza s
gouvernmen*
the political life continuied according to the Soviet model.

The political parties that opposed the sovietization of the
country were brutaly eliminated, starting with
1948
the
Comunist
Party became the main political force in Romania.
On December
30*1947,
the monarchy was abolished, Romania
became a popular democratic republic. The dictatorship of
proletariat became a reality. Without exagerating or lazing the blame
for the high-handed proceedings, plunders, crimes and abuses of the
whole Red Army, which stationed or transited the Romanian territory
in the period
1940-1941, 1944-1948,
one must reveal the fact that the
presence of the Soviet troops had a traumatic effect on the society.
The country was abusively deprived of its economic, human and
financial resources. One cannot make an accurate statistic evaluation
of the quantity of economic substance of which Romania was
deprived with the help of the Red Army.
The value in dollars of the expences paid by the Romanian
gouvernment from the date Romania got out of the antiSoviet war until
the date when the Peace Treaty was signed was over

billion dollars.
Out of this sum the acquisition of goods and the forced requisitions
made by the Russians amounted to about
425
million dollars and the
support of the ocuupation army to about
325
million dollars.
The Romanian society, on the whole, opposed to the Soviet
military ocuupation in very different ways and forms, from the
protest against the abuses and the unlawful acts commiteed by the
Red Army troops to the armed resistence which witnessed various
periods of manifestation and intensity until the spring of
1948.
