Abstract
This paper is rather challenging. Most certainly, there will be many pros
and cons about the contents of this research after people have read it.
Essentially, it is a scientific study which refers to an issue that is quite sensitive
in today s world: the relationship between the state and the Church in the field
of social services. According to the findings of the study conducted here, in
Romania there is a relationship of complementarity between the Church and the
state in what regards social work. In order to demonstrate it, along with
theoretical issues, this paper also presents the findings of a study that focused on
the relationship between DGASPC (Directorate General for Social Work and
Child Protection) and the Church in Romania. Although we live in an age in
which sociologists talk about an increasingly obvious process of de-
Christianisation at the institutional, state, etc. level, it seems that at individual,
group, or even society levels (in the countries whose national culture is deeply
connected to Christian life) we may notice a consolidation or a return to
Christian values depending on the particular situation of the case at hand. One
of the great debates of recent years, regarding the European Union and the
mentioning of Europe s Christian roots, emerged with the proclamation of the
European Constitution. Several thinkers, politicians, researchers, etc. objected
to the European Constitution precisely because Europeans had rejected the
Christian origins of this continent. Most negative reactions against the European
Constitution came from East-European countries, where states are not
proclaimed to be secular, like those in the West, and whose people show much
higher levels of religiousness, either by practicing Christianity intensely or by
declaring themselves Christians for the most part. After the legacies of the
Ancient world, Christianisation is the second decisive layer for Europe ,

said. In order to talk about the European Union, the countries of the
European Union, and the state-Church relationship in its member countries, we
should also ponder on the importance of Christianity in history.
The paper is divided into four main chapters, which encompass both
theoretical and, particularly, scientific aspects of research in child protection
institutions, relative to the state-Church relationship in the field of social
service.
The first chapter is an incursion into the history of the idea of adjusting
to newness in a European context (subchapter
1.1.).
Starting from the traditional

of the ecclesiastic-philanthropic approach, the chapter follows the
development of the national system of child protection laws (subchapter
1.2.),
aiming to identify the place and the role played by the Church and the priest as a
complementary form of intervention. The next subsection, (subchapter
1.3.)
analyses the manner in which the Romanian child protection system adapted to
the European one, following the UN convention on the rights of the child
(1990)
and the elaboration of the first governmental strategy on the rights of the child
(1997).
Child issues are then seen in a larger context, that of globalisation,
which is detailed in subchapter
1.4.
The last subdivision of the chapter is
devoted to European integration, to the manner in which the Church is
perceived by the new European structure. Special attention is paid to a case
specific to Romania, but which is congruent with the principles of the European
Union, that is, the profession of specialty inspector (priest), integrated into the
organisation charts of public services; this situation is exemplified by a case
study referring to such a position from the DGASPC of
Caraş-Severin
County.
Chapter II presents the main stages of ecclesial social service, as
follows: the apostolic-philanthropic stage, the patristic stage specific to the
beginning of the institutionalisation of ecclesial social service for people with
special needs, the Middle Ages stage, in which the Church was involved in all
the actions that aimed to assist the vulnerable segments of Romania s
population, the modern stage, in which, following the state s separation from
the Church, a different network of care for this population segment developed,
or actually, diversified; the contemporary stage is presented as the natural
continuation of social work services within the Church itself, the social-
missionary sector of the Orthodox Bishopric of
Caransebeş
being included into
this endeavour as an example of pragmatic complementarity between the
Church and the state in the specialised care offered to people in distress, and
mainly to children.
The third chapter analyses the Romanian social care system, with
special focus on child protection, thus making easier the analysis, in the fourth
chapter, of the role of the Church in social services, and particularly in child
protective services, during the current stage, that of European integration. The
legislative aspects of the Romanian social service are seen from a
complementary perspective, this time in relation to social sciences.
The DGASPC of CS County is seen as an experimental model of
complementarity between the public system of social work and Christianity,
wherein the priest holds a well-delimited as well as operational place within the
organisation chart of the service. A remarkable achievement in this field is the
opening of two chapels within two placement centres run by the DGASPC CS.
Chapter four presents the scientific research which led to the findings
supporting the complementarity between the Church and the state even today.

Abstract
We discuss the idea according to which modernity should not be imperatively
linked to secularisation. The analysis of the relationship, established at the
national level, between DGASPC and the Church reveals that the presence of
the ecclesial segment in the Romanian institutional system of social work is
both important and necessary, showing that the relationship established between
the DGASPC and the Church in Romania may be used as an example for the
other countries of the European Union in what regards the collaboration of the
state and the Church in the field of social service. Also, as a parallel between
Romania and other European states in what regards the cooperation between the
state and the Church in social work, the chapter includes several interviews
from other European countries.
From this point of view, Romania is a country which may become for
other countries (in which the state is declared to be secular) a model of
complementarity between the state and the Church in what regards social
services. A return to the values which gave and are still giving meaning to
being, namely, Christian life, is to be expected.
