Due to the necessity of reconstruction of the historical existence of an objective pic¬
ture of the people, events, and processes that have occurred in the Ukrainian lands, the end
of
20 -
beginning
21
century differ significantly intensified interest in the various layers of
Ukrainian society for the study and preservation of historical and cultural heritage. Preser¬
vation of its monuments makes it possible to highlight the progressive development of so¬
ciety. The relevant questions are the subject of many studies of successful professionals,
including in Ukraine. But so far there is no work that would give a general account of the
problems of Cultural Heritage Studies and activities on protection of monuments. This is
actually a collective monograph «The Base of Cultural Heritage Studies» is the first at¬
tempt to publish a more or less completely cover all relevant issues here.
In the first part of the book discusses issues related to Cultural Heritage Studies.
It held the view according to which Cultural Heritage Studies as a relatively new scien¬
tific discipline is different from the source studies, and studying the same artefacts to
gain scientific knowledge about the past, the fact that its object has historical and cul¬
tural heritage as an integral phenomenon, but the subject
-

tion of the individual through his «immersion» into the past through the influence of
axiological information, which is an authentic artefact in a historical context. From this
perspective, consider the specific nature of history and culture as material artefacts, they
perform a public function, the nature of the operation, and classify them.
Specific consideration of the types of monuments begins with the landscape as objects
of Cultural Heritage Studies. The landscape in this case is regarded as a kind of territorial
integrity, which has the objective limits and stable image. First of all we are talking about
man-made landscape

the landscape, modified or created by human activity. In general,
the empirical number of landscapes along the landscape-factor

Even if no materialization of signs and codes of the last event left, the place continues to
cany the semantic field of this historic event, marked with a secondary code.
One of the most important types of monuments are objects of archaeological heri¬
tage, which includes the remains of human activity (immovable objects: settlement, bur¬
ial mounds, the remains of ancient settlements, camps, fortifications, military camps,
factories, irrigation, roads, cemeteries, places of worship and buildings, their remains or
ruins, megaliths, caves, rock paintings, sites of historical cultural layer, the fields of bat¬
tles long ago, the associated movable objects) that are contained beneath the earth s sur¬
face and under water and is irreplaceable source of information on the origin and devel¬
opment of civilization. Here, the first task
-
to preserve archaeological sites, which are
constantly suffering and dying through the objective natural processes, but also because
of the anthropogenic factors. Considerable attention is paid to the terminology, defini-

tions
and criteria for the classification of archaeological monuments, as well as the gen¬
eral characteristics of the archaeological heritage of Ukraine.
To one of the first types of monuments, study and protection of which were en¬
gaged, were monuments of architecture, in which at various times attributed surviving
and having social value of architectural structures and their parts. The relevant section
details the evolution of the concept of the monument of architecture, as well as the
emergence of the concept, along with the monument to urban development. The concept
of «urban monument» refers to the youngest in a family of cultural heritage. An impor¬
tant difference between urban architectural structures from the consists in the fact that
they are natural and man-made systems. The ratio of two components creates an indi¬
vidual image and content of city and landscape. These types of sites differ in relation to
the factors of nature, space, time, their complexity and hierarchical subordination, ori¬
gin, development, functions, nature of operation. And, importantly, in contrast to the ar¬
chitecture of the monument under the protection of urban heritage is to be understood
not its preservation and improvement of its inherent traditions, principles, laws, ideas.
Given the important role in society in general and each person in particular, plays a
technique of great importance are also its monuments. In consideration of the relevant
section of this issue begins with a definition of what constitutes technology

namely,
a subsystem of the social system, whose function
-
communication and interaction with
the environment. As for the monument to technology, then so can be considered as a
material object, which, as part of the set of technical devices of his time, now in its so¬
cial function they have not. And he is a carrier of information about who created his
company. In other words, technology becomes a monument to those where financial
education, it represents, from the field of physical interaction of society with the envi¬

remain relevant theoretical work on the classification and the creation of a computer data
bank of the monumental works of art from ancient times to the present.
Although we usually speak of the monuments of history and culture in general
terms, the Law of Ukraine «On Protection of Cultural Heritage» its placed on a par with
other sites. Despite the tightness of this legislative classification of its objects, as well as

regard to the very principles of classification, discussion, and had journeyed among
the scientists are continuing. And often the history of the monuments on the one hand
seems isolated in a separate type of cultural heritage, on the other

viewed. However, in this section specifically devoted to the monuments of history, fo¬
cusing on those of them who operate primarily as a time in this capacity, namely, me¬
morial monuments, sacred monuments (the cult) and necropolistic monuments.
The second part of the book is devoted to activities in the cultural heritage s protect¬
ing. It begins with a historical sketch of protection of monuments on the territory of
Ukraine. Analyzed in detail the emergence of scientific principles and practices from the
first half of the
19
century. The considerable role in this matter of public organizations.
In this case primarily focused on museums and archival institutions and measures for the
conservation of immovable monuments is only beginning to be actually from the begin¬
ning of the 12th century. In the detailed analysis of the practice of post-revolutionary pe¬
riod of Cultural Heritage Studies
-
first Ukrainian national governments, and then the
Soviet regime. In Soviet times, despite the available deficiencies in this area, laid the
foundation for protection of monuments in Ukraine. Considerable attention is paid to the
development of cultural heritage s learning case at the time of independence, having
certain achievements, though going through hard times.
For the application of appropriate measures to fully preserve the content and cultural
heritage should be a deep understanding of their essence. An important category, which is
determined by the nature of the monument, is the authenticity of the material substance
and form, primarily requiring proper preservation and maintenance of monuments and
their protection. Semantic components of «protection» is the account of the monuments,
the legislative and regulatory support activities for the conservation of cultural heritage
management of Cultural Heritage Studies sphere, the protection of the historic environ¬
ment, the implementation of architectural and engineering activities with respect to the
monuments (restoration, functional adaptation, the organization of territories, etc.) promo¬
tion of cultural values, and the training of specialists in the field of protection of monu¬
ments. These issues are discussed in a separate section of the monograph, with special at¬
tention paid to him in the restoration work and the monuments museuming.
A separate section of the monograph is devoted to legislative support and protection
of monuments. It shows the importance of legal protection of cultural heritage, and ana¬
lyzed by both national laws and regulations concerning the protection of monuments, as
well as international legal instruments on the protection of cultural heritage. Regarding
the first summarize the information indicates that we have in accordance with modern
socio-economic conditions began to form regulatory basis for the protection of monu¬
ments, but the complex regulation of the of activities of the cultural heritage protecting
with regards to cultural heritage sites have not yet secured. Development of national leg¬
islation discussed in detail contribute to the international conventions, recommenda¬
tions, charters, suggesting that the international community attaches great importance to
developing the foundations of modern Cultural Heritage Studies and practice in the cul¬
tural heritage protecting, improve the legal framework of protection of cultural heritage.
Success activities in cultural heritage s protection largely depends on how organized
management. Firstly Ukraine has used the Soviet government inherited a system of protec¬
tion of cultural heritage in which control over the protection and use of cultural heritage is
mainly carried out by the Soviets at all levels of the executive apparatus. The proclamation
of independence of Ukraine has given impetus to the operating time of a national system

of protection of cultural heritage. The overall structure of the central and regional authori¬
ties responsible for protection of monuments, was outlined by the Law «On Protection of
Cultural Heritage». Under this structure is considered in detail
—
from the functions of the
Cabinet of Ministers of Ukraine and a number of ministries (primarily the Ministry of Cul¬
ture) to the non-governmental organizations, among which the main role belongs to the
Ukrainian Society for the Protection of Monuments of History and Culture.
Monograph concludes a general characteristic of one of the most ambitious projects
to study and preserve historical and cultural monuments, which was the preparation of
«Register of Historical and Cultural Monuments of Ukraine», uniting the efforts of gov¬
ernment agencies, public organizations, a large circle of specialists. This is a fundamen¬
tal scientific and encyclopaedic reference book of all known monuments in Ukraine real
estate
-
archaeology, history, architecture and town planning, monumental art of his¬
toric, scientific or artistic value. Work on the
«
Register...», not only stimulated the
search for and organize sites, clarifying many of the provisions of the methodical, but
also has an active incentive to develop the conceptual foundations of the monuments.
The section sets out the background, achievements and problems in preparing and pub¬
lishing the «Register.
