Trade Unions and Working Class in Croatia
(1945-1950)
Croatian historians paid little attention to the trade unions after
1945,
to their
organizational development, role in the protection of employees as well as their
position in the construction of the new communist system. Trade unions played a
marginal role and for this reason they were not an interesting topic for historians who
were orientated toward more narrow political history. Because of this reason we know
very little about the position of the working class in the period when the Communist
party of Yugoslavia, claiming to represent their interests, was in power. Documents
from the most important meetings of trade unionists are almost all published, but
documents dealing with the internal work of trade unions are lacking and it is highly
unlikely that they will be available to researchers in the near future.
After gaining complete power Communist party of Yugoslavia also secured
its control over the trade unions. Most of the trade unions staff was filled with
communists and the Party had a key word about the role and position of trade unions
in the new society. The communists insisted that the aim of the trade unions was to
help build a new society and also to protect the employees. In fact the traditional
role of trade unions, the protection of its membership, depended on the achievement
of wider social goals. For this reason wider interests completely overshadowed the
particular interests of trade unions membership and traditional trade unions activities
from the period before World War II were abolished or scaled down. Demands for
the lesser intensity of work and shorter working hours were replaced by the system
of competitions in the achievement of working norms and work at record pace. This
led to increase of intensity of work and the working hours were often extended. The
trade unions struggle for higher wages was also set aside. But because of the rapid
industrialization and socialist system of values the security of employment and social
protection were increased, although the nominal rights of the employees depended
on the normalization of the difficult post-war economic situation. Trade unions
supplied its membership with food, clothes and footwear and this was helpful in the
improvement of difficult conditions of living in that period. Communist party also

expected from the trade unions to play an important role in the general and specialized
education of the employees, but also in the spreading of communist worldview. In fact
the Communist party reduced the role of the trade unions and transformed them into
state institution whose role was to help the reconstruction and increase the production.
In
1945
the Communist party reintroduced the position of workers'
commissioners but their role was very much different from commissioners that existed
during the Kingdom of Yugoslavia. Communists used commissioners to spread their
influence, to gain complete control over the production and to mobiles workers to
increase their output. The main duty of new workers' commissioners was to control
the private enterprises in the name of the Communist party and they were less
concentrated on protection of workers' rights and workers' legislature. The question
of widening of powers of workers' commissioners in the control of production and
policy of employment led to a conflict among the highest officials of Communist party
of Yugoslavia.
Andrija
Hebrang,
a communist official responsible for the economic
development, feared that the workers' commissioners interference in the work of
private enterprises could result in the fall of productivity and shortages in food and
other supplies for population. Hebrang's view was rejected by more radical elements,
including the leadership of trade unions, but the role of workers' commissioners was
soon set aside. They were reduced to agitation of communist ideology and, although
less successfully, did the same job as trade unions representatives. Private enterprises
were nationalized in December of
1946.
After this private sector of the economy was
completely marginalized and institution of workers' commissioners was abolished.
Social and economic situation in Croatia after World War II was very difficult
and this led to strikes among workers. This was a sign that authorities, Communist
party and trade unions faced a serious problem. According to the available information
there were five strikes in Croatia during
1945.
The first occurred during late August
or early September of
1945
in quarry at island of
Brač.
Duration of these strikes is
not known, but it is very probable that they did not last long. Workers who went on
strike were mostly low qualified, employed at difficult manual labors and working in
poor conditions. Strikes occurred in mines, building construction and among dockers.
Workers who went on strike protested against their difficult position. It is probable
that strikers were dissatisfied with the management of their enterprises but it is also
possible that they protested against state authorities as well, because they were really
responsible for working conditions and salaries. It can be presumed that trade unions,
in service of the Communist party and its regime, found themselves in conflict with the
workers, despite the strong official propaganda, based on patriotism and revolutionary
enthusiasm, and even threats made by communist and trade union officials. Trade
unions, in service of the state policy of augmentation of production, had to mobilize
workers to work more and, naturally, it could not be expected from trade unions to
support strikes. Workers' actions that were not seen as the interest of the whole society
and final aim of construction of socialism could not find support in trade unions,
in fact trade unions condemned such actions. If we take into consideration difficult
economic conditions, large problems with supplies of basic commodities and low
wages during
1945,
we could make a question why strikes were not more widespread.
The answer could be that there were not trade unions who could organize them.

Summary
Soviet Union was the most important ally and ideological model for Yugoslav
communist. But in
1948
Yugoslavia split its ties with the Soviet Union and Communist
party of Yugoslavia attempted to find new and particular road toward construction of
socialist society. This led to creation of workers' councils. First such councils were
founded in late
1949
and early
1950,
in accordance with the Instruction on foundation
and activities of workers' councils of state enterprises. In June
1950
a new Basic law
on management of state enterprises and higher economic associations by working
personnel was enacted and it defined the creation of working councils. But, contrary
to the thesis widely adopted in historiography, there was no direct continuity between
the former and the later working councils. In fact the first working councils were
planned as a gathering place for workers who were expected to show self-initiative
and to find new motives to enhance production. This was necessary because after the
nationalization in December of
1946
and introduction of planned economy in
1947
the entrepreneurial activities were brought to a standstill. Only several months later
the leadership of Communist party of Yugoslavia came to an idea to form workers'
councils as a realization of old Karl Marx's idea about withering away of the state and
transfer of state's function into the hands of workers.
