SUMMARY
The first events in Serbia, which have had the tradition of holding even
today, appeared in the second half of the 19th and the beginning of the 20th
century: 'Flower Festival',
Bela Crkva,

Ćuprija, Topola, Karanovac (Kraljevo), Požega
and
Zajećar
from the middle of the 19th century,

In the
1950s
and the
1960s
large number of aforementioned events was
held in continuity and new events were organised having today a perennial
tradition. Within the tourist offer of Serbia, the event tourism represents a form
of tourism that contributes to the increasing extent of tourist demand, especially
natural and anthropogenic values of tourist place or region.
The event tourism can be defined as public performance of an event or
several events (of the same or different contents) of various categories of human
achievements identified according to their particularity and attractiveness,
realizing tourist effects and goals122, and organised in all settlements that have
interest in that, with massive appearance and public expression significant by the
extent, size, quality and quantity of the contents and clearly expressed central
subject, recognisable term of holding by which the profitability is realised as the
part of tourist destination. From the beginning of the
1980s
the event tourism has
been mentioned in the world as separate industry. In Serbia, the event tourism
gained significance as economically prosperous form of tourism by the first half
of the first decade of the 21st century. It has been particularly significant that it
appeared for the first time in the strategic documents, especially in the Strategy
of Tourist Development of Serbia up to
2015.
Since large number of events have been organised in Serbia (especially
at the end of the first decade of the 21st century), they needed to be categorised
and classified with the aim of identifying those events significant by their
attractiveness and attendance, and especially the events that can be the brand of
destination.
In
2010, 2 426
traditional events were held in Serbia according to data
obtained from Tourist Organisation of Serbia, municipal tourist organisations,
municipal secretariats for industry, group of organisers of economic tourist
events, Board for Tourism of the Economic Chamber of Serbia, Tourist

Institute for Culture of
Vojvodina,

2010
there were
1 075
traditional events
(44.31%
of the total number
in Serbia) that were held in
210
settlements on the territory of the tourist cluster
of
Vojvodina.
Of the total number of the events in Serbia,
261
traditional events
were held
(10.76%)
on the territory of the tourist cluster of Belgrade. In the area
of the tourist cluster of South-Western Serbia,
589
events were held
(24.69%
of
the total number in Serbia) in

settlements. Within the tourist cluster of
South-Eastern Serbia,

traditional events were held
(19.25%
of the total
number in Serbia) in

settlements. In the area of the tourist cluster of Kosovo
and Metohia,

in nine settlements.
Observing on the level of Serbia by municipalities, the following towns
and municipalities are identified according to the number of events in

The basic division of this form of tourism can be done on the basis of
the complex and detailed analysis. The division on the basis of geographical and
economic group of criteria is developed by
Ž.
Bjeljac on the basis of his ten-year
researches. Geographical group of criteria includes contents; the origin of
participants according to rank, i.e. significance; tradition; the location (place) of
holding; traffic accessibility; time of holding; the number of visitors and
participants; the artistic value of the event; accompanying events; contentment
of visitors; the organisers of the event. All these indicators are judged by points
from zero to five.

The accompanying events include art, photo and old craft exhibitions,
sports meetings, literary evenings, film projections, music-stage programmes,
folklore concerts, educational workshops, professional conferences, etc.

The locations on which the events are held are urban and rural squares
and streets, vacation areas, spas, mountains, places by the rivers and rivers,
monasteries, archaeological sites, cultural centres, sports halls, exhibition halls,
etc. There are

events that are held on the tourist attractive locality
(19.58%),
and
714
events are up to
10
km of distance
(29.43%
of the total number of the
events). Events last averagely three days during the whole year. They are mostly
held throughout summer
(31.53%
of the total number), during July and August,
and least throughout November. Averagely, seven events are held per day.
According to the criteria of geographical origin of visitors and
participants, which can determine the rank of the event,

singled out as the international ones and

appellation given by organisers. The number of visitors ranges from several
hundreds to several hundreds of thousands

come from the territories of the surrounding municipalities.
The number of participants ranges from several tens to several
thousands. The following events are singled out according to the number of
participants: Belgrade Athlete Marathon,
'Zmaj

Subotica,
Folklore Festival
'Zlatni
opanak' (Golden peasant shoe), Valjevo, Festival of Archaic Musical
Instruments 'Djendjes Bokrata and Durindo' and International Fair of
Agriculture,
Novi Sad.

The contentment of visitors, depending on the kind of event, ranges
between

and

points, while the artistic value is
0
at sports, scientific-
professional, economic, entertaining, some children, political-historical,
religious and tourist-propaganda events. The value ranges between
3
and
5
points at artistic, ethnographic and some children events. Accessibility and
traffic connections showed that the events are available to visitors in Serbia,
while the problem is only with the events held in rural areas due to inadequate
connection between the municipal place and the place of holding and public
transportation (inadequate timetable and number of buses). The exception is
good cooperation of the organisers of 'Guca Trumpet Festival' and 'Haymaking
on Rajac Mt.' with local public transportation.
The economic group of criteria includes the following: the influence of
the capital projects, ecological, economic, media, political and stakeholder
relations and the evaluation of cooperation with tourist organisations. All criteria
are observed before and after the holding of the event, while the evaluation scale
is from zero to four points. The capital investments have marginal evaluation as
the criteria because the holding of the event weakly influenced the construction
of infrastructure and other capital investments. The exceptions are 'Haymaking
on Rajac Mt.', 'Guca Trumpet Festival' and 'Fair of Agriculture',
Novi Sad.
The economic influence of the events on place and region of holding is
on the borderline between marginal and good. Most events are sub-funded by the
local authorities or republic (Ministry of Culture, Ministry of Regional
Development), donors, sponsors and sold tickets to a less extent (exceptions are
economic events,
'Guča
Trumpet Festival', 'Haymaking on Rajac Mt.' and some
sports-competitive events). The cooperation among the stakeholders is of the key
significance for the successful development of tourism, but it is also on the
borderline between marginal and good in the event tourism of Serbia. The media
coverage and the promotional activity of events are mainly carried out by the
local and national electronic and printed media through short reports at the end
of the events. 'Duzijanca', 'Haymaking on Rajac Mt.', 'Exit', 'Trumpet
Festival',
'Zmaj
Children Games' are the events that have their web site and
work on their tourist promotion. Many other events only partially appear in the
tourist offer of the municipal tourist events immediately before the holding of
the events or by performing attractive programme at tourist fairs in Serbia
(Belgrade,
Novi Sad).
Political influences include the current socio-political circumstances and
the stability of the region in which the event is held, as well as how much the
event influences the socio-political circumstances in the region of holding.
Ethnographic, artistic and sport-professional events, as well as all international
manifestations and those organised by national minorities in Serbia represent the
effects that influence the creation of the positive attitude of visitors and

participants
from abroad towards Serbia and also better mutual understanding of
the population of Serbia. Ecological influences are usually negative in sense that
the location on which the event is held is polluted by large quantities of different
sorts of litter, while large noise influences the surrounding housing areas. It is
especially expressed at events held in the open. The organisers of some events
are trying to raise the conscience of visitors on the necessity of the protection of
the environment by organising ecological tribunes and campaigns. Some
programmes themselves have ecological aspect (the way of preparing food, the
healthy food exhibitions, etc.). The cooperation with tourist organisations is on
the borderline between marginal and good, except with the events organised
directly by tourist organisations, but they usually have poor cooperation with
other stakeholders.
Based on tourist valorisation, the events that belong to the first and the
second category of tourist events are singled out. The first category includes:

have certain tourist potential, but they do not completely satisfy the part in the
economic group of criteria. This category includes

economically least developed municipalities in Serbia. Those
events represent the basis for the development of tourist and other branches of
the economy in underdeveloped areas of Serbia.
Based on the research, some events in Serbia represent the significant
segment of tourist offer and extremely important element in the development of
the selective forms of tourism by their long tradition of holding, attractiveness
and ambience of holding, as well as their forged image. Some events,
outgrowing the national frames and acquiring a reputation on the international
market, are positively differentiated and they become the recognisable brands
the attractive power of which increases, while the economic effects rapidly
increase the profit realised from tourism. |
